Tokyo is offering to help Manila develop its own armored vehicles, ammunition and satellites, among others, through a collaboration between and among Japanese and Philippine companies, the source said.

Mitsubishi Heavy Industries, for instance, has offered to transfer technology and work with a local counterpart to manufacture parts for an entire armored vehicle, he said.

Shades of the old Delta Motors M-1777 Mini Cruiser from the 1970s. Comments from the manufacturer indicate a civilian version also in the works.

ARM Introduces Indigenously Designed “Charlie” Tactical Vehicle

Anos Research Manufacturing (ARM), a Philippines private automotive company, is displaying the first prototype of its “Charlie” 4×4 light tactical vehicle at the ongoing show.

The vehicle was designed in-house by the ARM engineering team, to meet the Philippine Department of National Defense (DND) wish to expand the Philippines’ domestic defence capability.

In late February, Charlie has been introduced and tested by the Secretary of National Defence, Delfin Lorenzana who then expressed his support for the further development of the vehicle.

With a vision to replace most of the aging tactical vehicles still in active service by the Philippine Armed Forces with ARM Charlie, the company is hoping that continuous support from the Philippine authorities will enable them to mass-produce the vehicle. This, in turn, will also facilitate the creation of more domestic jobs as well as the expansion of the nation’s own defence industries.

That bed at the back doesn’t necessarily need to be used for carrying personnel. Place a water tank back there, and the vehicle can serve as a do-it-all firetruck. While the body is made out of galvanized iron, ARM says the vehicle can be armor-plated using composite materials such as Kevlar. Similar to the American Humvee, “Charlie” can be configured depending on the needs of our soldiers, and could accommodate rocket launchers, a gun turret, or simply serve as a general-purpose vehicle. It is also airlift capable whenever there's a need for rapid deployment, as well as full off-road capability thanks to its 4x4 system.

As for its specifications, “Charlie” is powered by a 3.0-liter four-cylinder turbodiesel that puts out 190 PS and 450 Nm, and is mated to a 6-speed manual transmission with a four-wheel-drive transfer control switch. The front gets a double-wishbone suspension design, while the rear is a live axle with leaf springs. Lastly, stopping power is courtesy of disc brakes in front and drum brakes at the rear. From those figures, along with its wheelbase of 3125mm, we have good reason to believe that "Charlie" is based on the Isuzu D-Max.

Outgoing Defense Secretary Delfin Lorenzana has already tested the prototype and expressed his support for the further development of the vehicle. With that said, ARM is also hoping to get continued support from the authorities to enable them to mass-produce the vehicle.

Should the “Charlie” tactical vehicle be put in production, this would definitely give a major boost to the country's defense industries.
