Japan to supply PH with radar systems in first defense export after lifting of ban

MANILA, Philippines—Japan has officially sealed a deal to supply radar to the Philippines, Tokyo’s first defense product export since the lifting of its decades-long self-imposed arms export ban in 2014.

Philippine Defense Secretary Delfin Lorenzana signed the contract and the notice to proceed for the air surveillance radar system acquisition project of the Philippine Air Force (PAF) last Aug.14 at Camp Aguinaldo, the Department of National Defense (DND) said in a statement on Friday (Aug. 28).

Mitsubishi Electric Corp. (Melco) will provide the air radar systems for a contract price of $103,500,000 in a government-to-government procurement deal.

Mitsubishi Electric Corp. has signed a contract with the Philippines to deliver an air radar system, marking the first export of a new, complete defense product since Japan's long-held arms trade ban was eased in 2014, the government said Friday.

Mitsubishi Electric will transfer four radars based on a system employed by the Self-Defense Forces for about $100 million (¥10.7 billion), the Defense Ministry said. The radars, which can detect approaching fighter jets and missiles, are expected to improve Manila's surveillance and monitoring capabilities.

Japan wins first major defence export deal

The contract, which is framed through a government-to-government procurement agreement, includes four radars – three fixed and one mobile – as well as related ground facilities and systems, with deliveries expected to begin in 2022.

The Japanese embassy in the Philippines said the new deal marked the “first overseas transfer of a complete defence equipment system that is newly manufactured by a Japanese company”. It also attributed the deal to strengthened defence and diplomatic relations between Japan and the Philippines.

I heard that the deal involves some other side benefits that the Japanese are offering for the PAF, which tipped the scales to go for the Mitsubishi radars.

Any word what this supposedly involves?

PH, Japan to enhance defense cooperation

MANILA – The defense chiefs of the Philippines and Japan have agreed to further strengthen cooperation in all areas.

Defense Secretary Delfin Lorenzana and Japanese Defense Minister Nobuo Kishi made this commitment during a video conference on Wednesday.

"Both officials noted the increasing activities between the two countries' militaries across all major services and agreed that the Philippines and Japan should further deepen cooperation in all areas," Department of National Defense (DND) spokesperson Arsenio Andolong said in a statement on Friday.

He added that both officials reaffirmed commitment to support the upcoming activities between "Philippine and Japanese defense establishments".

Lorenzana, Andolong said, also expressed his appreciation for Japan's continued support to the capability-upgrade program of the Armed Forces of the Philippines (AFP).

He said the TC-90 aircraft donation from Tokyo is being highly utilized for the AFP's reconnaissance missions.

Meanwhile, Kishi noted that the transfer of radar systems to the Philippines is progressing smoothly.


Both officials also acknowledged the importance of cooperation in fighting the spread of infectious diseases in light of the coronavirus disease 2019 (Covid-19) pandemic.

Kishi also thanked Manila for its support and participation in the recently conducted virtual Japan-Asean Humanitarian Assistance and Disaster Relief (HADR) Program, which focused on the military's role in addressing the pandemic.

The two officials also discussed various regional security issues, including the situation in Southeast Asia, Korean Peninsula, and the South China Sea/West Philippine Sea (SCS/WPS) and East China Sea (ECS).

Expressing grave concern over unilateral actions in the SCS/WPS and ECS, both Lorenzana and Kishi underscored the need for all parties to uphold the principles of freedom of navigation and to exercise self-restraint in accordance with universally recognized principles of international law, specifically the United Nations Convention on the Law of the Sea. The Transfer of the Air Surveillance Radar Systems to the Philippines

1. Based on the Three Principles on Transfer of Defense Equipment and Technology, Japan Ministry of Defense has promoted cooperation in defense equipment and technology with other countries.

2. Regarding the Air Surveillance Radar Systems contract between Department of National Defense of the Republic of the Philippines and Mitsubishi Electric Corporation suppling [sic] four units of air surveillance radar systems to the Philippines, manufacturing of the first fixed radar system and its Pre- Delivery Inspection by the Philippine Air Forces (PAF) in Japan had completed in September. Hereafter, this fixed radar system is going to be transferred to the Philippines.

3. Related to this transfer, Japan Air Self-Defense Force is going to accept students from PAF and provide them with education on air surveillance radar from 4th October.

4. For Japan, the Philippines is strategic partner sharing principles and goals, and to enhance cooperation in defense equipment and technology with the Philippines is important for ensuring peace and stability in Japan and the region. Japan Ministry of Defense will continue to strengthen bilateral cooperation with the Philippines.
