NEDA BOARD APPROVES MINDANAO RAILWAY PROJECT - PHASE 1

The National Economic and Development Authority (NEDA) Board has confirmed the earlier approval given by the NEDA Investment Coordination Committee - Cabinet Committee (ICC-CabCom) for the Tagum-Davao-Digos segment or Phase 1 of the Mindanao Railway Project (MRP-TDD).

In its meeting on Friday, 29 November 2019, the NEDA Board confirmed the 10 July 2019 and 27 September 2019 approvals given by the ICC-CabCom for the project.

DOTr Secretary Arthur Tugade thanked the decision of the NEDA Board, saying the move brings the Mindanao Railway Project closer to realization.

“This builds on the dream of President Rodrigo Duterte to generate development in Mindanao through an efficient rail system that will not only move people throughout the island of Mindanao, but will also generate needed economic growth,” said Secretary Tugade.

The MRP-TDD is the first phase of the proposed 830-kilometer MRP Loop. It aims to establish a 74-km at-grade and 26-km elevated (viaduct) commuter railway from Tagum City in Davao del Norte to Digos City in Davao del Sur.

Phase 1 will have eight stations located in Tagum, Carmen, Panabo, Mudiang, Davao, Toril, Sta. Cruz, and Digos.

Department of Public Works and Highways (DPWH) Secretary and Government Infrastructure Cluster head Mark Villar positively noted the NEDA Board’s decision.

“This project will surely benefit those who call Mindanao their home, and also those doing business in the island. As the first railway to be built outside of Luzon, the MRP will transform the socio-economic landscape of Mindanao,” Secretary Villar said.

For his part, Presidential Adviser for Flagship Programs and Projects, Secretary Vince Dizon, emphasized the President’s vision of spurring economic growth throughout the country through infrastructure development.

“The BBB Program has one clear aspiration, that is, to spread development not just in major urban centers but throughout the country. The Mindanao Railway Project as a major transport infrastructure development is part of the realization of this goal,” Secretary Dizon stated.

Phase 1 of the Mindanao Railway Project is designed to accommodate around 130,000 passengers per day in its first year of full operations. Once fully operational, travel time between Tagum City to Digos City will be reduced from currently 3.5 hours to just 1.3 hours.

Partial operations are targeted by the second quarter of 2022 for the Tagum-Davao line, while full operations for the Tagum-Davao-Digos line will be in the fourth quarter of 2022.

DAVAO CITY, July 31, 2018 (PIA) The first phase of the Mindanao Railway System will connect initially three cities namely Tagum, Davao and Digos in Davao Region at a distance of 102 kilometers.

Patmei Ruivivar, spokesperson for the Mindanao Railway System Project in her audience with the Sangguniang Panglungsod of Dabaw said that President Rodrigo Roa Duterte intends to have the initial bulk of the project in Davao Region connecting the cities of Tagum, Davao and Digos from 2018 to 2021.

She said the segment will have eight stations wherein three will be located in Davao City.

“It will initially start as a passenger train, but there will also be a provision for cargo later on,” Ruivivar said.

She said the railway system will have its main depot in Tagum City and an ancillary depot in Davao City.

Ruivivar said that the original plan of the project was to make a single track for a diesel-fueled train, but due to the changes, the project will now cost P90-Billion from the original P35-Billion-budget.

She said the project was approved by the National Economic and Development Authority in July 2017, but the railway system will be dual track and powered by electricity.

“We need the NEDA approval at this time,” Ruivivar said.

She said that based on the plan, the Tagum train station will be located in Barangay Mankilam, Tagum City, where the Davao del Norte Provincial Capitol is located.

Ruivivar said that from Tagum City, the railway system will traverse towards Carmen train station, in particular the road towards Kapalong-Sto. Tomas near the creek; along TADECO road in Panabo; three stations in Davao City, namely Mudiang in Mahayag,  Magtuod where the central station will be located; SM property in Toril; Astorga in Sta. Cruz, Davao del Sur and the DASURECO property in Digos City, Davao del Sur.

She said the president also plans to have more than a thousand-kilometre railway-system before his term ends.
Ruivivar said the railway system for Mindanao will be an inter-regional structure similar to the Amtrak in the United States of America that will eventually connect all of Mindanao with an overall distance at 12,500 kilometers.

“It is not an urban transport system but an inter-regional transport system that will connect key urban centers in Mindanao, with three corridors namely the Corridor 1:Davao-Nabunturan-Butuan; Corridor II- Butuan-Cagayan de Oro-Iligan and Corridor III- Iligan-Cotabato-Davao,” she said.

Ruivivar said the railway will also include areas even as far as Zamboanga, then Davao to Cagayan de Oro that will cut the travel time from six hours to two hours.

She said travel time will indeed be cut down to a minimum number of hours with Davao to Cagayan de Oro: two hours; Davao to Zamboanga: six hours; Davao to General Santos: one hour and thirty minutes; Cagayan de Oro to Iligan: 54 minutes; Cagayan de oro to Zamboanga: four hours and 55 minutes; Cagayan de Oro to General Santos: 1 hour and 30 minutes; Cagayan de Oro- Butuan: one hour and thirty minutes and eventually Butuan to Davao: three hours.  (PIA XI-Joey Sem G. There are people who ask why the #MindanaoRailway Bato station isn't located where the green "x" is. Which location would result in more homes being affected by the railway (red line), where it is now or at the green "x"?
