The 10,000-hectare Fuga Island is a quiet, coastal town in Babuyan archipelago, the second northernmost island group in the Philippines. Its location provides access to both sides of the Pacific Ocean and the South China Sea.

For the Philippine Navy, Fuga and all other features in the Batanes Group of Islands are considered “strategic features” because “it can potentially control access to Luzon Strait.”

“It is one of the rationales for establishing presence on Mavulis Island at the border with Taiwan,” said the Navy spokesperson, Capt. Jonathan Zata, referring to the naval detachment launched in the northernmost part of the Philippines this year.

Fuga Island is also considered “unique” by the Navy for its private airfield on one of the adjacent islets and lies astride a telecommunications submarine cable connecting the country with mainland Asia.

This reminds me of the black sand mining issue also in the north.

We also have to ask ourselves, what have we done to develop northern Luzon to make such Chinese overtures less enticing?

MANILA, Philippines — The Philippine Navy on Monday called on political leaders to balance national security with economic gains in deciding any deal with foreign investors to develop three strategic islands in Luzon — Fuga, Grande and Chiquita.

Navy spokesperson Capt. Jonathan Zata told defense reporters in a phone patch interview that decision makers should take note that these locations were important to “our strategic maritime security.”

More than two months ago, the Cagayan Economic Zone Authority (CEZA) revealed having secured $3.9 billion worth of investment commitments from Chinese firms for various projects. They made the commitment on the sidelines of the Belt and Road Initiative Forum held in Beijing, China.

Two government agencies that earlier entertained Chinese-led projects on three strategic islands in northern Philippines have begun to distance themselves from the big-ticket investments after concerns about national security were raised.

Ceza administrator and CEO Raul Lambino clarified reports that Xiamen-based Fong Zhi Enterprise Corp., which wants to put up a $2-billion “Smart City” on Fuga Island in Cagayan province, had yet to submit a “concrete” proposal.

Lambino said Fong Zhi had the option to register under Ceza as a locator since Fuga was not owned by the government but by a private company, Isla Fuga Pacific Resort Inc.

The Smart City project by Chinese investors on Fuga Island in the Philippines poses no security threat, according to the Cagayan Economic Zone Authority (CEZA) as it sought to allay the Philippine Navy's fear.

“Kung ang gagawin nila ay Smart City, mga hotels, mga condominium, mga mall, hindi ko nakikita na magkaroon ng security threat diyan,” CEZA Administrator Raul Lambino said in an interview on Dobol B sa News TV on Thursday.

PH Navy in talks with CEZA for naval detachment plans on Fuga Island

MANILA, Philippines — Talks are underway between the Philippine Navy and the Cagayan Economic Zone Authority (CEZA) for the setting up of a naval detachment on Fuga Island, one of the reported islands that Chinese investors have shown interest to develop into economic hubs.

Navy chief Vice Adm. Robert Empedrad stressed the strategic importance of the island, being the second northernmost island group in the country.

“We are engaging CEZA and merong imprimatur ang ating (there is an imprimatur by the) Secretary of National Defense that the Navy should put a naval station. We can even establish ‘yung littoral monitoring station, lahat ng dumadaan makikita natin (so we can monitor everyone who passes through).” he told reporters in a press briefing on Wednesday.
