Peacock Class Offshore Patrol Vessels

The five Peacock Class Offshore Patrol Vessels were ordered in 1981 to replace the ageing converted Ton Class Minesweepers as Hong Kong Patrol vessels. Built by Hall Russell in Aberdeen they were not unlike the Castle Class in design, although smaller, faster and better armed. They marked a significant improvement in capability over the vessels they replaced, being capable of operating in the Far East, outside local Hong Kong waters.

Three quarters of the construction coasts were paid for by the Hong Kong government. Upon completion, Peacock and Plover sailed from Portsmouth in autumn 1984 and reached the colony in late November. They were followed joined by Swallow, Swift and Starling and were based at HMS Tamar,

The class was designed specifically for patrol duties in Hong Kong waters. As well as ‘flying the flag’ and providing a constant naval presence in region, they could undertake a number of different roles including Seamanship, Navigation and Gunnery training and Search-and-Rescue duties for which they had facilities to carry divers (including a decompression chamber) and equipment to recover vessels and aircraft. They also worked with the Marine Department of the Hong Kong Police and with Customs & Excise in order to prevent the constant flow of illegal immigrants, narcotics and electronic equipment into the Colony.

With a displacement of 652 tons, the Peacock Class measured 62.2 metres in length, 10 metres in beam and 2.72 metres in draught. Powered by two Crossley Pielstick diesels they had a speed of over 25 knots. The Peacock Class were the first warships fitted with the single 76mm Oto Melera Gun and they were also armed with four General Purpose Machine Guns and two rocket launchers amidships. For anti-smuggling and Search-and-Rescue operations they carried two Avon Searider SR5M craft and a small detachment of Royal Marines. Complement consisted of 6 officers and 38 ratings, of which half were usually recruited from the local Hong Kong Chinese population. For work in tropical climates they were fully air conditioned and capable of remaining at sea during Typhoons.

Why the big yellow "36" and what appears to be a yellow warning sign on the side of the Oto Melara Turret?

That sure makes spotting the JCPVs from the air fairly easy. Low Viz paint scheme notwithstanding.

Do the other Classes have the same?

Similarly, the Jacinto Class Patrol Vessel (JCPV) Weapon System Upgrade is being undertaken through government-to-government contract with the United Kingdom. The project has been awarded to QinetiQ Limited of the UK. The upgrade would enable the three vessels to perform effectively a greater number and variety of missions. With the contract approved by the SND on 24 June 2003, the vessels are dry-docked at Keppel Shipyard in Batangas where 97% of spare parts have been delivered as of 21 December 2005. Estimated date of completion for all three vessels is on March 2006.

ABOARD USS TORTUGA, South China Sea (NNS) -- Philippine navy visit, board, search and seizure (VBSS) teams boarded USS Tortuga (LSD 46) May 23 and 24 to practice searching for illicit drugs and weapons caches during two Southeast Asian Cooperation Against Terrorism (SEACAT) boarding exercises in the South China Sea.

SEACAT is a weeklong at-sea exercise designed to highlight the value of information sharing and multinational coordination within a scenario that gives participating navies practical maritime interception training opportunities.

In the exercise scenario, Tortuga was suspected of presenting a maritime threat after U.S. Navy P-3 Orion maritime patrol aircraft spotted the mock suspect vessel transporting cargo from another ship while at sea. Working from information received by each country's SEACAT headquarters, and intelligence gathered by the LNOs, a boarding plan for the rogue Tortuga was developed.

"Based on intelligence gathered and analyzed by the combined SEACAT watch team, the Philippine navy dispatched its patrol vessel, Apoliniario Mabini (PS 36)," said Lt. Kirk Lee, SEACAT coordinator on the staff of Destroyer Squadron 1, which leads the U.S. Navy task group taking part in the exercise.

A Philippine navy islander maritime patrol aircraft located Tortuga and passed its position to Apoliniario Mabini. The vessel came alongside Tortuga and launched a rigid-hulled inflatable boat (RHIB) filled with boarding team members who then boarded Tortuga searching for contraband.
 
"The boarding team's dynamics were good. They moved well together and seemed comfortable working together," said Ensign Tom Osborn, a U.S. Coast Guard maritime law enforcement trainer who facilitated the Philippine navy boarding.

Immediately following SEACAT, the five ships will transition into the Cooperation Afloat Readiness and Training (CARAT) exercise series. CARAT will be conducted with the armed forces of the six SEACAT participating nations.

During the week-long final phase of the 2006 CARAT exercise series, Armed Forces of the Philippines (AFP) personnel interfaced with U.S. Sailors and Coast Guardsmen in a wide array of training scenarios designed to build skills directly applicable to the combat of seaborne terrorism threats and transnational crimes at sea.

Exercise CARAT is a sequential, bilateral series of exercises with the Southeast Asia nations of Brunei, Indonesia, Malaysia, Philippines, Singapore and Thailand designed to enhance regional cooperation, promote understanding and develop operational readiness.

The U.S. CARAT task group was led by Collins, Commander Destroyer Squadron 1. Collins embarked aboard Tortuga, which operates from Sasebo, Japan, as part of the 7th Fleet's Forward Deployed Naval Forces. Collins' staff is based in San Diego. Besides Tortuga, the other CARAT task group ships included USS Hopper (DDG 70), USS Crommelin (FFG 37), USS Salvor (ARS 52) and the USCGC Sherman (WHEC 720). Hopper, Crommelin and Salvor are homeported in Pearl Harbor, Hawaii. Sherman is homeported in Alameda, Calif.

Philippine Navy CARAT task group ships included BRP Apolinario Mabini (PS 36), BRP Heracleo Alano (PG 376), BRP Teotimo Figuracion (PG 389) and BRP Bacolod City (LC 550).

The Jacinto class Patrol Vessel (JCPV) Engineering Upgrade involves the refurbishment, repair and upgrade of 3 JCPV vessels of the Philippine Navy. Bidding was opened to the public on 23 June 2005. On three separate occasions, the bid was declared as having failed due to the inability of the bidders to meet minimum technical specifications.

A rebidding conducted on 07 October 2007 involved only one eligible bidder, FF Marine Corporation. The contract was signed by the SND on 21 December 2006. By the end of 2007, it was reported that the upgrade of PS-36 was at 32.6% and PS-35 at 23%.

MANILA, June 29 (PIA) –- The Philippine Navy will be joining the naval forces from Brunei, Pakistan, Australia, China, Indonesia, Japan, Malaysia, Singapore, Thailand, and the United States for the 3rd Brunei International Defense Exhibition (BRIDEX) on July 2, 2011.

Navy Flag officer in command Vice Admiral Alexander P. Pama said the activity will help the participants gain insights, at the same time appreciate the technology advancements and industry developments particularly on defense warfare.

The Philippine Navy contingent will be composed of the crew of the participating ships from the Naval Education and Training Command, Fleet Training Center, Philippine Navy Auxiliary Reserve Unit, Naval Modernization Office, Naval Doctrines Office, and the Naval Special Operations Group. A medical team from the Manila Naval Hospital will also join the group to provide medical assistance.

Likewise, the Navy will be sending two of its vessels, the Jacinto Class Patrol Vessel (BRP Apolinario Mabini – PS36) and Cyclone Class Vessel (BRP Gen. Mariano Alvarez – PS3838).

BRIDEX 2011 is a week-long event which highlights fleet review. It is also an excellent platform in building alliances, forging partnerships and capturing new business opportunities in a fast growing South East Asian region, as well as for networking, sharing ideas and knowledge, discussing technology advancements and industry developments.

5 Chinese held by Navy for poaching in Palawan | The Philippine Daily Inquirer - 03 December 2011

PUERTO PRINCESA—Naval authorities on Thursday arrested five Chinese nationals conducting illegal fishing off Palawan’s southernmost sea corridor in Balabac.

Adm. Rostum Peña, Naval Forces West (Navforwest) commander, said the five were brought to Puerto Princesa on board BRP Apolinario Mabini on Saturday for the filing of charges.

He said the Chinese fishermen were spotted aboard a speed boat some 1.5 nautical miles from the coastal village of Ramos, Balabac, and were captured following a chase by an enforcement team led by a Navy patrol boat.

The Chinese’s boat yielded five live marine turtles, three dead ones and assorted fishing paraphernalia, including butchering tools.

Peña said the arrested Chinese nationals were believed to have come from the mainland China province of Hainan and was part of a bigger fishing fleet which was able to elude arrest.

The Chinese speed boat, according to Navforwest spokesperson Lt. Noel Joseph Cadigal, had two high-powered outboard engines and tried to ram the naval patrol boat before attempting to escape.

Thailand warships on goodwill visit | Manila Standard - 16 February 2013

Three warships of the Royal Thailand Navy arrived in Manila Friday for a port call and goodwill visit. Philippine Navy spokesman Lieutenant Commander Gregory Gerald identified the ships as HMTS Chaophraya (455), HMTS Bangpakong (456), and HMTS Pattani(511).

“They were officially accepted at 8 o’clock this morning (February 15, 2003) for a goodwill visit from Feb. 15 to 19,” he said. “The RTN ships are under the command of Rear Admiral Sucheep Whoungmaitree, the Commander of Royal Thailand Naval Cadet Training Unit.” The fleet is composed of 759 officers, naval cadets, enlisted personnel and non-military rank personnel. It was fetched at the vicinity of Corregidor Island at 5 a.m. And escorted by BRP Apolinario Mabini (PS-36) to the berthing area at Pier 13, South Harbor.

Defense Secretary Voltaire Gazmin ordered the operations "under the possibility that Malaysian Airlines flight MH370 may have veered off its path and entered Philippine territory," said Peter Paul Galvez, spokesperson of the Department of National Defense (DND).

BRP Apolinario Mabini apprehends Chinese poachers

The Philippine Daily Inquirer reported that the BRP Apolinario Mabini (PS-36), a Jacinto class Offshore Patrol Vessel (OPV), apprehended five Chinese national for illegal fishing.  The five were spotted on a speedboat 1.5 nautical miles from the coastal village of Ramos, Balabac and were captured after a chase. Five live and three dead marine turtles were found on the craft along with assorted fishing paraphernalia and butchering tools.

Naval Forces West (NAVFORWEST) commander Adm. Rostum Pena reported that the poachers were brought to Puerto Princessa, Palawan for the filing of charges.

Passing Exercise with Spanish Frigate

Sangley Point, Cavite City- BRP Apolinario Mabini (PS36) sends off the Spanish Frigate Mendez Nunez (F-104) through a Passing Exercise after having visited the Port of Manila at vicinity Corrigedor Island on September 07.

Spanish Frigate Mendez Nunez now on its 5th month out of 8-month voyage in commemoration of Ferdinand Magellan's circumferential voyage around the world.

The latter expressed her gratitude for the warm welcome and hospitality bestowed by the Philippines

BRP Apolinario Mabini (PS36) under the operational control of Naval Forces Eastern Mindanao (NFEM), rescued and assisted a distressed fishing vessel at the vicinity of Davao Occidental and Davao Oriental early morning of May 13, 2020.

PS36 under the command of Cdr Lemar Rio Dela Calzada PN (GSC) was on Territorial Defense Operations (TDO) at the common borders of the Philippines and Republic of Indonesia when this Command received a distress call from from Lcdr Francis R Aguilar PN (Res), Commander, 74th Naval Group Reserve (NGR), General Santos City. PS36 was immediately notified and directed to conduct Search and Rescue Operation to F/B 811, a fishing vessel owned by Jojo Cantoja of Jolyrob Fishing Company. Said fishing vessel encountered derangement on her main shafting and was dead on water and being drifted for approximately 9 hours.

Upon receiving the directive, PS36 immediately proceeded to the distressed vessel at the vicinity of Cape San Agustin. While enroute to the said position, PS36 tried to establish communications and prepared for rescue and assistance / towing operations, arrived at the said position at exactly 6:13am.

PS36 towed the said fishing boat safely to 16NM East of Banos Point, Davao Occidental and turned it over to her sister vessel, FB 808. Said vessels are now proceeding to General Santos.

This mission demonstrated the Philippine Navy’s readiness and promptness in Search and Rescue Assistance whenever and wherever our people need us. PS36 and all other NFEM Assets will always respond promptly to any emergencies no matter what.

PS36 and BA 494 transport relief goods to Balut Island

Naval Forces Eastern Mindanao through BRP Apolinario Mabini (PS36) and Multi-purpose Attack Craft (BA 494) in coordination with Department of Interior and Local Government (DILG),Davao Occidental transported a total of 6, 422 relief goods to Balut Island last June 9-11, 2020.

The said relief goods were loaded to PS36 utilizing the San Miguel Coal Power Plant (SMCPP) pier last June 9, 2020. Aside from the relief goods, the working party composed of uniformed personnel from Provincial Government Office (PGO) of Davao Occidental; Provincial Social Welfare & Development (PSWD) – Davao Occidental; 73IB, 10ID, Phil Army; PNP (DOCPMFC) and Malita BFP were accomodated.

In order to have an organize, systematic and safe conduct of the activity, Commodore Antonio C Palces AFP, Commander, Naval Forces Eastern Mindanao activated Naval Task Group (NTG) Sarangani. Said NTG compose of BRP Apolinario Mabini (PS36) under the command of Commander Lemar R Dela Calzada PN(GSC) and Multi-Purpose Attack Craft (BA 494) under of its Officer-in-Charge Lieutenant Junior Grade Reymart U Daduya PN.

The NTG Sarangani arrived at Balut Island in the early morning of June 10, 2020, and immediately started unloading the goods utilizing the Ambulance boat of the municipality of Sarangani for ship-to-shore movement of cargoes and passengers.

On the other hand, BA 494 ferried DILG Provincial Director Debbie T Torres together with 14 LGU Personnel from SMCPP Pier, Malita to Port of Mabila to fetch Hon Virginia Cawa, Sarangani Municipal Mayor for the supervision of distribution of relief packs to recepient barangays of Balut Island.

The mission was officially terminated upon disembarkation of the LGUs back to SMCPP, Malita, Davao Occidental in the afternoon of June 11.

This was indeed another opportune time for Naval Forces Eastern Mindanao (NFEM) to be instrumental in the successful accomplishment of the mission of our LGUs especially in the immediate safe and expedient transport of food packs and ferry of personnel. This endeavor gave assurance that NFEM is always ready to respond and serve our Filipino people not only in Territorial Defense Operation (TDO) but also in Humanitarian Assistance and Disaster Response (HADR) Operations.

BRP APOLINARIO MABINI (PS36) conducted her 1st Quarter Test Firing of Naval Guns CY2021 at vicinity 7.4NM SW off Buca Pt., Kiamba, Sarangani Province on 28 March 2021.

The objective of said activity is to ensure the operational readiness and reliability of its naval guns and weapon systems as well as to enhance and evaluate the proficiency of ship’s naval gun crews during live firing situation. Gun crews test fired the 25mm M242 Bushmaster Auto Gun, two (2) 20mm Mk16 Mod5 Gun and two (2) cal 50 BMG with satisfactory result.

With the officers and enlisted personnel of PS36, the activity was successfully conducted by following safety procedures and observing IATF health protocols.
