Good read.
The takeaway.  Philippine efforts while admirable are divided. 

We are inefficient and are squandering the resources we have.
White versus White plays to the Chinese strength.  It is a mistake to go this route and is unsustainable for us. Given the limited resources, it's an either or proposition. 
We simply cannot afford to improve both the Coast Guard and Navy at the same time.
For the Chinese, it works because they already have a modern navy to backup their Coast Guard.  We don't.  Worst case, at this rate, we never will.

Its all about the money... When PCG was split off from PN, it opened up funding from JICA when Japan had a purely self defense stance in the past.
