Agham Party-list Rep. Angelo Palmones has proposed the creation of the Philippine Space Commission to promote the peaceful use and exploitation of space and advance the knowledge of space through research.

"A national aeronautical and space science program is not a monopoly of developed countries. It stands more as a trademark of a government, whether rich or poor, that has big dreams for its people," said Palmones, author of House Bill 6725.

"Space science combines intense scientific discovery with entrepreneurship, inspiration and excitement. It has served as driver for the development of technologies that have changed the world," Palmones said.

Palmones said space science will result to widespread economic benefits, from the most sensitive detectors of light and radio waves to the fastest supercomputers and the internet.

"The excitement that the field brings has inspired the youth to choose careers in science and technology (S&T) contributing to the knowledge economy of nations," the lawmaker said, adding that "space science has an enormous potential to be a tool for furthering economic growth in developing nations, like the Philippines."

Palmones recalled that years after 1945, when the Chinese civil war devastated that country and had led to secession of a Nationalist government to Taiwan in 1949, even while recovering from an underdeveloped market economy China drafted its "Twelve-Year-Plan for Chinese Aerospace."

The lawmaker noted that the first Chinese-crewed flight program began several decades later culminating in the successful 2003 flight aboard Shenzhou 5. This achievement, he said, has made China the third country to independently send humans into outer space.

"India, too, is poised to become the second country after the United States to send humans to the Moon by 2020. Even the rest of our Asian neighbors, Indonesia, Malaysia, Vietnam and Thailand, have advanced and centralized space agencies of their own," he said.

Likewise, Palmones said Bangladesh has a Space Research and Remote Sensing Organization (SPARRSO), established in 1980, that works closely with JAXA, NASA and the ESA. Sri Lanka has its own aeronautics and space agency whose immediate goal is to construct and launch two satellites by 2015 after signing an exclusive partnership agreement with China's state-owned China Great Wall Industry Corporation (CGWIC) for the design, manufacturing and launching of the satellites.

"It is the vision by our very own Filipino astronomers, here and abroad, to have a self-reliant and coherent space program that will play a pivotal role in national economic development. The gateway of creating the historic Philippine Space Agency is embodied in this bill," Palmones said.

MANILA – President Rodrigo Duterte will soon sign an order to create the National Space Development Office, a precursor to the planned Philippine Space Agency.

Astrophysicist Rogel Sese is happy with this development as space technology will help many sectors like communications, agriculture, and the military.
A bill for creation of space agency is now pending in Congress, and a P1 billion budget will be allotted for its first year of operation.

Sese said, it's important for the Philippines to have its own space agency as the country spends at least P3 billion a year for the purchase of satellite images from other countries.

2 decades too late but we'll nevertheless take it. 

 indonesia has Lembaga Penerbangan dan Antariksa Nasional or LAPAN which was established in the 1960's.
 
 Malaysia has Agensi Angkasa Negara or simply ANGKASA which was established in 2002.
 
 In the Ph, any semblance of space development is primarily the mandate of the DOST and its attached agency PAGASA. most of the time though, the department has to coordinate with other departments and their attached agencies just to get things done (for example, with DENR and its attached agency the National Mapping and Resource Information Agency or NAMRIA). with an initial 1 billion peso budget, i think this proposed office's budget is only good for consolidating existing government resources and putting them under one umbrella, like a reorganization. but yes, baby steps.

MANILA — Department of Science and Technology (DOST) Secretary Fortunato de la Peña expressed confidence that the Senate would support the passage of a bill creating a space agency in the country.

Among the the priority measures the DOST pushes for is the creation of the Philippine Space Agency, which, according to de la Peña, is crucial to help communities to become more resilient.

Space technology, he said, can give early warnings when threatened by natural disasters, and could also monitor the status of the country’s agricultural production.

Speaking in front of students over the weekend, de la Peña said he is “confident (that) the Senate will be very cooperative (on this).”

“We have already passed or gained the approval of the House Committee on Science and Technology, the Appropriations committee, and the reorganization committee,” he said, while he shared before the audience when his department faced Congress to discuss the bill.

Meanwhile, de la Peña said the DOST is also lobbying for the creation of a Philippine Nuclear Regulation Commission.

In a previous interview with the Philippine News Agency (PNA), he explained that the Nuclear Regulation bill or the “Comprehensive Nuclear Regulation Act,” is among the DOST’s priorities because nuclear regulation and nuclear research and development (R&D) must be separated, since it is the practice worldwide.

“A Nuclear Agency is necessary in countries that are members of the International Atomic Energy Agency. The other countries have the (Nuclear) agency. Regulatory body should be separate,” he told the students.

The bill also seeks the creation of a unified regulatory body for all activities involving sources of ionizing radiation.

Based on the DOST-Philippine Nuclear Research Institute’s (PNRI) website, its existing regulatory and promotional functions are “potentially conflicted and not in agreement with international nuclear best practices.” (PNA)

The Philippines is a step closer to the realization of having its space agency.

Dr. Rogel Mari Sese, one of the very few astrophysicists in the country, announced the sponsorship by Sen. Paolo Benigno A. Aquino IV to the Senate plenary this past week of Senate Bill 1983, or the “Act Establishing the Philippine Space Development and Utilization Policy and Creating the Philippine Space Agency, and for other Purposes.”

In an interview with the BusinessMirror, Sese said, “Though it took a long time, we are one step closer to establishing our own Philippine Space Agency and our Philippine Space Development and Utilization Policy.”

Coauthored by Sen. Loren B. Legarda and Sen. Vicente C. Sotto III, together with the Committees on Science and Technology, and Finance, the bill is also known as the Philippine Space Act.

“The Congress [House] version was recently passed by the Committee on Appropriations and is currently being scheduled for plenary discussion,” Sese explained the status of the House Bill 3637, which was introduced by Reps. Erico Aristotle Aumentado and Seth Frederick Jalosjos in 2016.

“If these bills are passed by both houses, they can proceed to the bicameral legislative [committee] and then, finally, to the president,” Sese explained. President Duterte has to sign it within 30 days or it lapses into law.

MANILA -- The House of Representatives on Tuesday overwhelmingly approved a measure seeking the creation of a Philippine Space Agency that would respond to the growing need for a more secure and independent access to space.

With 207 affirmative votes, the chamber approved House Bill No. 8541, otherwise known as the Philippine Space Development Act.

Under the bill, the Philippine Space Agency (PhilSA) shall be created as the central government's agency that will address all national issues and activities related to space science and technology applications.

The bill also provides for a Philippine Space Development and Utilization Policy (PSDUP) that shall serve as the country’s primary strategic roadmap for space development and embody the country’s central goal of becoming a space-capable and space-faring nation in the next decade.

The PhilSA, attached to the Department of Science and Technology, shall be the primary policy, planning, coordinating, implementing, and administrative entity of the national government that shall plan, develop and promote the national space program in line with the PSDUP.

The bill provides that a land area equivalent to at least 30 hectares out of the area of lands, which are under the administration of the Bases Conversion and Development Authority within the Clark Special Economic Zone in Pampanga and Tarlac, shall be allocated as the official site of PhilSA. (DECEMBER 28, 2018) – The House of Representatives has approved on third and final reading a bill seeking to strengthen and promote the country’s national space program.

House Bill No. 8541 or the Philippine Space Development Bill mandates the creation of the Philippine Space Agency (PhilSA), a central government bureau that will monitor all national issues and activities related to space science and technology.

Once implemented, the PhilSA will operate under the Department of Science and Technology.

The agency will be composed of the Office of the Director General and the Offices of three Deputy Directors General, among others. The President will appoint PhilSA’s Director General upon the recommendation of the DOST Secretary.

The measure also seeks the establishment of the Philippine Space Development and Utilization Policy (PSDUP) that will serve as the country’s primary strategic roadmap for space development.

PSDUP, according to the bill, shall focus on six key areas of Space Science and Technology Application (SSTA) that will secure the country’s niche in the international space community:

1. National security and development
2. Hazard management and climate studies
3. Space research and development
4. Space industry capacity building
5. Space education and awareness
6. International cooperation.

At present, several local agencies are handling functions similar to those of other countries’ space programs. These include the National Disaster Risk Reduction and Management Council for disaster risk watch, the Philippine Atmospheric, Geophysical, and Astronomical Services Administration for astronomical science studies, and the National Mapping and Resource Information Agency for mapping.

Businesses to benefit from PH Space Agency: DOST chief

MANILA -- Department of Science and Technology (DOST) Secretary Fortunato dela Pena said Tuesday businesses would also benefit once the country establishes its own Space Agency.

"The Philippines is gearing up for space industry," he said in a forum held at the Bonifacio Global City (BGC), Taguig City, adding that the DOST is currently waiting for the passage of the Philippine Space Development Act, which mandates the establishment of a Philippine Space Agency.

In an interview with the Philippine News Agency (PNA), dela Peña explained that businesses can explore opportunities in new areas once the Philippines has its own Space Agency and focus more on space technology.

Aside from those who would explore new opportunities, he said the manufacturing sector and those who would make components for satellites, are among the enterprises that would benefit.

"They (businesses) can explore in different areas. The property development sector, for instance, would be there to develop the needed infrastructure. Once we have a satellite-making industry, the ones who do the components and facilities would be needed for their expertise," he said.

Dela Peña said the DOST is inviting the private sector to collaborate also in the research and development part.

Meanwhile, he clarified there is no assurance yet if the Space Agency will be handled by the DOST, but noted that the agency will always be part of the process and operations.

"I'm not sure because the House (of Representatives) says it will be under the DOST, and the Senate says it will be under the Office of the President. Whoever will manage that, we will support," he said, adding that DOST will be part of "the entire ecology" of the Space Agency.

"We could help in research and we could fund research. Our attached agencies like the MIRDC (Metals Industry Research and Development Center), and the ITDI (Industrial Technology Development Institute) can help," he said.

Dela Peña said he is hoping the bill would be passed even if there are only a few days left of the Congress sessions before it adjourns to give way for the mid-term polls.

Importance of space technology

The DOST chief has always emphasized that space technology is useful in many things, such as monitoring national security, as well as the state of agricultural production.

The use of space technology, he said, could send early warnings when the country is threatened by natural disasters. Thus, it could help the country to be more resilient.

The Philippines was able to produce two Filipino-made microsatellites -- the Diwata-1 and the Diwata-2.

These satellites capture satellite imagery that is used for research and remote sensing.

During the forum, Flaviana Hilario, deputy administrator for research and development of Philippine Atmospheric, Geophysical and Astronomical Services Administration, also noted that satellite imagery is an invaluable source of information for operational forecasters. (PNA)

WITH the proposed Philippine Space Agency bill, Mati City in Davao Oriental is being eyed as the first Philippine satellite launch site.

Astro-Geo physicist and program coordinator of Ateneo de Davao University’s (Addu) Aerospace Engineering Department Fr. Daniel J. McNamara, SJ, told SunStar Davao that Mati City has a geographical advantage as a potential space agency site.

"We’re going to launch it in Mati, because since it is near the equator," McNamara said, adding that it would be advantageous for spacecraft landing.

"Satellites can improve disaster management, from providing accurate information that allow early warnings and predicting of disasters to reliable and quick communication during relief and recovery operations," Aquino said.

He said space technology could also enhance production and profitability of agribusinesses due to soil and weather monitoring and assessment.

 It could help conserve and preserve the environment, improve urban planning, transportation and communication networks.

Aquino expressed hope that the proposed legislation would propel the Philippines to be space-capable in the next decade.

MANILA - President Rodrigo Duterte has signed into law the "Philippine Space Act," creating the Philippine Space Agency to address all national concerns related to space science and technology.

Under Republic Act No. 11363, the Philippine Space Agency, or PhilSA, will be the central government agency addressing all national issues and activities related to space science and technology applications.

The PhilSA is tasked to assist the country in the creation, development, and implementation of national and international space policies, among other directives.

a post from an fellow ham who is part of the group developing our capability to launch stuff in space.. this guy also involved recently on a demo with PN showing the capability to use  the current DIWATA 2 satellite to talk to anywhere in the country with the use of handheld radio..

Interesting. I didn't know people were already working on reviving rocketry here, beyond the selection of Mati City as a possible launch site. Hope for the best on their efforts. :)

I don't suppose you know if that particular group has access to the research gleaned from the old Santa Barbara project?
