JICA completes design review for new Coast Guard vessels

MANILA, Philippines — The Japan International Cooperation Agency (JICA) has completed the design review for the two new 94-meter patrol vessels for procurement under a maritime capability improvement project of the Department of Transportation (DOTr) and the Philippine Coast Guard (PCG).

With the completion of the design review, the DOTr can now finalize the bid documents for the construction of the additional multi-role response vessels (MRRV) for the second phase of the Maritime Safety Capability Improvement Project (MSCIP II) which is supported by a 16.455 billion yen (P7.724 billion) official development assistance from Japan.

The new high endurance vessels would provide the PCG with a cruising range capability of 4,000 nautical miles in rough sea conditions and the capability to conduct continuous maritime patrol up to 15 days at 15 knots. These new assets would provide the country with wider maritime coverage for strategic and national security purposes.

In the event of maritime disaster, each vessel can hold as many as 500 passengers when used in rescue operations.

The project is among those approved by the National Economic and Development Authority (NEDA) board chaired by President Duterte in September 2016. The vessels are expected to be delivered by November 2020 and March 2021.

Latest information from the DOTr is the second vessel is for delivery around June 2022 if there are no more delays.

Matagumpay na inilunsad ng Philippine Coast Guard (PCG) ang ikalawang 97-METER MULTI-ROLE RESPONSE VESSEL (MRRV) sa Shimonoseki Shipyard, Japan ngayong araw, ika-18 ng Nobyembre 2021.

Bahagi ito ng Maritime Safety Capability Improvement Project Phase II (MSCIP Phase 2) ng Department of Transportation - Philippines (DOTr) para sa modernisasyon ng PCG.

Sa oras na ma-i-deliver sa bansa ang dalawang unit ng nasabing barko sa susunod na taon, ito na ang magiging pinakamalalaking floating asset ng PCG. Mas malaki ito sa 83-meter off-shore patrol vessel (OPV) na BRP Gabriela Silang (OPV-8301) na gawa naman sa France.

Narito ang ilan sa mga ‘specifications’ ng dalawang 97-meter MRRV ng PCG na naka-modelo sa Japan Coast Guard (JCG) Kunigami-class vessel:

- Maximum speed na hindi bababa sa 24 knots
- Endurance na di bababa sa 4,000 nautical miles
- Kakayanang magsagawa ng pang-matagalang pagpapatrolya sa malawak na maritime jurisdiction ng Pilipinas, kasama ang West

Philippine Sea, Philippine Rise, at katimugang bahagi ng bansa

Ayon kay Undersecretary for Maritime, CG Admiral George V Ursabia Jr, tiyak na mapapalakas ng dalawang barko ang pagsasagawa ng maritime search and rescue (SAR), maritime law enforcement, humanitarian assistance, at disaster response operation ng PCG.

Kaya naman bilang kinatawan ni DOTr Secretary Art Tugade sa isinagawang virtual launching ceremony, kinilala ni Usec. Ursabia ang pakikipag-kooperasyon ng Japan International Cooperation Agency (JICA), Japan government, at Mitsubishi Shipbuilding Co. Ltd. tungo sa modernisasyon ng PCG.

Samantala, nagpahayag din ng pasasalamat si PCG Commandant, CG Admiral Leopoldo V Laroya kay Pangulong Rodrigo Roa Duterte at DOTr Secretary Tugade na lubos na sumusuporta sa pagpapalawak ng kapasidad ng PCG.

Siniguro ng PCG Commandant na gagamitin ang mga bagong barko sa pagpapaigting ng seguridad at kaligtasan, gayundin sa pagpapatupad ng rule of law sa maritime jurisdiction ng Pilipinas.

Future BRP Melchora Aquino begins journey to PH from Japan shipyard

The future BRP Melchora Aquino (MRRV-9702) is scheduled to sail from Shimonoseki Shipyard in Yamaguchi Prefecture, Japan on Sunday, May 27.

The Philippine Coast Guard (PCG) said Saturday, May 21, that it has been conducting harbor acceptance tests and inspection of the vessel ahead of its departure to ensure that all of its systems are ready when it arrives in the Philippines on June 1.
