Description
The Department of National Defense/Armed Forces of the Philippines (DND/AFP), intends to apply the sum of Two Hundred Forty Million Pesos (PhP240,000,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for the Procurement of One (1) Lot Thermal Imaging Devices. Bids received in excess of the ABC shall be automatically rejected at bid opening.
1. The DND/AFP now invites bids for One (1) Lot Thermal Imaging Devices with initial Integrated Logistics Support (ILS). Delivery of the GOODS is required within a period of one hundred eighty (180) days from the issuance of Notice to Proceed. Bidders should have completed, within the last five (5) years from the date of submission and receipt of bids, a contract similar to the Project being applied. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.
2. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criteria as specified in the Implementing Rules and Regulations (IRR-A) of Republic Act 9184 (R.A. 9184), otherwise known as the “Government Procurement Reform Act”. Bidding is open to all interested bidders, whether local or foreign, subject to the conditions for eligibility provided in the RA 9184.
3. Interested Bidders may obtain further information from DND Bids and Awards Committee (BAC) Secretariat and inspect the Bidding Documents at the address given below from 8:00 AM to 5:00 PM Monday to Friday excluding holidays. A complete set of Bidding Documents may be purchased by interested Bidders on November 23, 2016 from the address below and upon payment of a nonrefundable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of FIFTY THOUSAND PESOS (PHP 50,000.00).
4. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the nonrefundable fee for the Bidding Documents not later than the submission of their bids.
5. The DND BAC will hold a Pre-Bid Conference on December 01, 2016 at 10:00 A.M. at DND BAC Conference Room, Left Wing, Basement, DND Bldg., Camp General Emilio Aguinaldo, Quezon City, which shall be open to all interested parties. In case the said date of pre-bid conference and/or bid opening falls on a Holiday, or a fortuitous event or was announced as a non-working day, the said event will be held on the next Tuesday or Thursday following the initially set date of event. Late bids shall not be accepted.
6. Bids must be delivered to the address below on or before December 20, 2016 at 10:00 A.M. All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 18.
Bid opening shall be on December 20, 2016 at 10:00 A.M. at DND BAC Conference Room, Left Wing, Basement, DND Bldg., Camp General Emilio Aguinaldo, Quezon City. Bids will be opened in the presence of the Bidders’ representatives who choose to attend at the address below. Late bids shall not be accepted.
7. The DND/AFP reserves the right to accept or reject any Bid, to annul the bidding process, and to reject all Bids at any time prior to contract award, without thereby incurring any liability to the affected Bidder or Bidders.
