The Department of National Defense/Armed Forces of the Philippines (DND/AFP), through the FY 2016 General Appropriations and PHILIPPINE ARMY Appropriation CY 2016 under ASA # 0103 dated 01 March 2016, intends to apply the sum of Two Hundred Twenty One Million Four Hundred Thirty Thousand Pesos (Php221,430,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for the Procurement of 7,381rds Ctg, 105mm, HE with Fuze. Bids received in excess of the ABC shall be automatically rejected at Bid opening.
2. The DND/AFP now invites bids for the Procurement of 7,381 rds Ctg, 105mm, HE with Fuze. Delivery of the GOODS is required within a period of Two Hundred Forty (240) Calendar Days from receipt of Notice to Proceed (NTP). Bidders should have completed, within the last five (5) years from the date of submission and receipt of bids, a single largest similar completed contract equivalent to at least twenty five percent (25%) of the Approved Budget of the Contract (ABC). 3. Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criteria as specified in the 2016 Revised IRR) of Republic Act 9184 (R.A. 9184), otherwise known as the “Government Procurement Reform Act”. Bidding is open to all interested bidders, whether local or foreign, subject to the conditions for eligibility provided in the RA 9184.
4. Interested Bidders may obtain further information from the DND Bids and Awards Committee (BAC) Secretariat and inspect the Bidding Documents at the address given below from 8:00 AM to 5:00 PM Monday to Friday excluding holidays.
5. A complete set of Bidding Documents may be purchased by interested Bidders on January 31, 2017 from the address below and upon payment of a non-refundable fee for the Bidding Documents in the amount of FIFTY THOUSAND PESOS (PHP 50,000.00). It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the non-refundable fee for the Bidding Documents not later than the submission of their bids.
6. The DND BAC will hold a Pre-Bid Conference on February 07, 2017 at 10:00 A.M. at DND BAC Conference Room, Basement, Left Wing, DND Bldg., Camp General Emilio Aguinaldo, Quezon City, which shall be open to all interested parties who have purchased the Bidding Documents. In case the said date of pre-bid conference and/or bid opening falls on a holiday, or a fortuitous event or was announced as a non-working day, the said event will be held on the next Tuesday or Thursday following the initially set date of event.
7. Bids must be delivered to the address below on or before February 23, 2017 at 10:00 A.M. at DND BAC Conference Room, Basement, Left Wing, DND Bldg., Camp General Emilio Aguinaldo, Quezon City. All Bids must be accompanied by a Bid Security in any of the acceptable forms as provided in the bidding documents and in the amount stated in ITB Clause 18.
8. Bid opening shall be on February 23, 2017 at 10:00 A.M. at DND BAC Conference Room, Basement, Left Wing, DND Bldg., Camp General Emilio Aguinaldo, Quezon City. Bids will be opened in the presence of the Bidders’ representatives who choose to attend at the address below. Late bids shall not be accepted.
9. The DND/AFP reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected Bidder or Bidders.
