FOR THE  DEPARTMENT OF NATIONAL DEFENSE (DND)

FUNDING SOURCE: THE GOVERNMENT OF THE PHILIPPINES (GOP) THROUGH AFP MODERNIZATION TRUST FUND.

1. The PROCUREMENT SERVICE invites PhilGEPS registered suppliers to bid for the following items:

Bidders should have completed, within Five (5) years from the date of submission and receipt of bids, a contract similar to the Project.

2. The summary of the bidding activities is as follows:

Advertisement/Posting of Invitation to Bid May 10, 2017
Issuance and Availability of Bid Documents May 10, 2017
Pre-Bid Conference May 17, 2017 at 3:00 P.M.
Last Day of Issuance of Bid Bulletin May 24, 2017
Deadline for Submission and Opening of Bids May 31, 2017 at 3:00 P.M.

3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the “Government Procurement Reform Act”.

4. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183 and subject to Commonwealth Act 138.

5. The device/equipment being offered must be used by the Armed Forces of the country of origin or by the Armed Forces of at least two (2) other countries. Likewise, only the suppliers who are themselves the manufacturers are allowed to bid.

6. A complete set of Bidding Documents may be acquired by interested Bidders from the BAC Secretariat Office (see address below) and upon payment of a nonrefundable fee
for the Bidding Documents, in amounts pursuant to the Schedule.
The Bidding Documents may also be downloaded free of charge from the website of the PhilGEPS provided that Bidders shall pay the non-refundable price not later than the submission of their bids.

Interested bidders may inspect the Bidding Documents and obtain further information from the BAC Secretariat at the address given below.

7. The PROCUREMENT SERVICE will hold a Pre-Bid Conference on May 17, 2017 at 3:00 P.M. which shall be open to all interested parties.

8. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18.

Bid opening shall be conducted on May 31, 2017 at 3:00 P.M. at the Bidding Room, Conference Room B, Procurement Service, Cristobal St., Paco, Manila. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the opening.

9. Bidders shall drop their duly accomplished eligibility requirements, technical and financial proposals in two separate sealed envelopes in the designated bid box located at the Bidding Room.

10. The PROCUREMENT SERVICE reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders

TODAY: PRRD to hand over 3,000 units of caliber .45 pistols to AFP as fulfillment of his promise of added protection to Filipino soldiers. | via Sweeden Velado

Reportedly, part of the funds for the original project was used to fund the Armscor RIA .45 cal purchase as an emergency measure. The remaining funds would go to a 9mm acquisition.

Armscor might be looking to put in a bid with the new pistol they officially announced recently:



Initial impressions of it is that it's pretty much a Glock clone built off of the aftermarket Lonewolf frame (and trigger), with Armscor making the barrel and slide assembly based on their experience making the .22 TCM Glock conversion kits.
