Gulfstream Aerospace, Savannah, Georgia, has been awarded a $31,899,999 firm-fixed-price task order against contract FA8134-19-D-0001 for the Gulfstream aircraft order and contractor logistic support (CLS) for Philippines Air Force. This order is for the purchase of one Gulfstream aircraft, parts, tooling and two years of CLS for sustainment of the aircraft. Work will be performed at Manila, Philippines, and is expected to be completed by May 31, 2022. This award is the result of a sole source acquisition. This contract involves 100% foreign military sales to the Philippines. The total cumulative face value of the contract is $2,070,000,000. Foreign Military Sales funding in the amount of $31,899,999 are being obligated at time of award. The Air Force Life Cycle Management Center, Tinker Air Force Base, Oklahoma, is the contracting activity (FA8124-19-F-2500).

Despite vowing never to buy military equipment from the United States, President Rodrigo Duterte may very well be using American hardware to fly within and outside the country.

Gulfstream Aerospace Corporation recently announced on its website that the Philippine Air Force has signed a contract to buy a Gulfstream G280 aircraft for “command and control” duties.

The aircraft, slated to be delivered by mid-2020, costs US$39.9 million or almost P2 billion.  It was bought through the US government’s Foreign Military Sales Program.

With a range of around 3600 miles or over 6000 kilometers, the G280 can fly for eight hours non-stop.  This gives it the capability to fly from Singapore to Melbourne, Singapore to Dubai, or Hong Kong to Dubai.

The price tag includes tooling, spare parts, and logistical support for an unspecified number of years.

Despite the G280 being at the bottom tier of Gulfstream’s range of executive jets, pictures from the manufacturer’s website reveal a spacious and comfortable interior with carpeting, wooden highlights and tables. Expansive leather chairs seat 10 passengers.

He said the contract for C-295 medium transport is worth PHP1.8 billion or around 28.8 million euros.

The C-295 is a new generation, very robust and reliable, highly versatile tactical airlifter able to carry up to nine tons of payload or up to 71 personnel, at a maximum cruise speed of 260 knots.

Fitted with retractable landing gear and a pressurized cabin, it can cruise at altitudes up to 25,000 feet, while retaining remarkable short take-off and landing performance from unprepared short, soft and rough airstrips, as well as low-level flight characteristics.

The DND spokesperson said the C-295 is also suitable for its maritime patrol missions as well as for transporting supplies and troops, while the G-280 can serve as an airborne command post for senior leaders in times of crisis.

DND Secretary Delfin Lorenzana signed the notice to Proceed for the C-295 on October 16, 2018.

"(The G-280) flies faster than the C-295 and the G-280 will primarily serve as platform to carry our senior leaders and commanders in the event of example crisis situation. It can be used by the (Armed Forces of the Philippines) Chief-of-Staff, the Secretary of National Defense, our Major Service Commanders and the President, although you want to use the term lightly or loosely, it is similar to an airborne command post, it would serve that purpose," Andolong said.

The G-280 is capable of speed around 500 knots and has a range of 3,600 nautical miles aside from having the capability to land on small runways and transporting 12 to 15 persons including the pilots and crew.

MANILA, Philippines (UPDATED) – It's not a luxury aircraft but part of efforts to modernize the Philippine military.

Defense Secretary Delfin Lorenzana on Friday, October 11, issued a statement defending the planned acquisition of a Gulfstream G280 business jet worth about P2 billion for the Philippine Air Force (PAF), saying the purchase was "a necessary component of the AFP modernization program for command and control of our Armed Forces on air, land, and sea."

Lorenzana clarified that the aircraft was not intended to be a presidential plane. "Will the President be using it? As the Commander-in-Chief all assets of the AFP are at his disposal when he needs them," he added.

The defense chief said the plane was meant to enhance the technological capabilities of the PAF, with the aircraft seen as "necessary for a 24/7 real-time command and control, especially during crisis situation."

MANILA -- Defense Secretary Delfin Lorenzana on Friday refuted allegations that the Gulfstream G-280 jet is a luxury plane, saying the acquisition of the aircraft is a necessary component of ongoing Armed Forces of the Philippines (AFP) modernization program.

"I would like to make some clarifications on the acquisition of the Gulfstream G-280 aircraft for the Philippine Air Force, which has been in the news the past few days. Let me emphasize that we do not consider the G-280 as a luxury aircraft, but a necessary component of the AFP modernization program for command and control of our Armed Forces to manage operations on air, land, and sea," he said in a press statement.

The G-280 will be utilized as command-and-control aircraft, DND spokesperson Arsenio Andolong earlier said.

"This type of aircraft is necessary for a 24/7 real-time command-and-control, especially during crisis situation. The Gulfstream G280 acquisition is part of our efforts to modernize the Armed Forces of the Philippines," Lorenzana added.

He said the G-280 will be operated with other command-and-control platforms that the AFP has and those to be acquired in the future.

Lorenzana also denied claims that the aircraft is intended to be used as a Presidential plane, adding that President Rodrigo R. Duterte earlier gave instructions that he is not interested in acquiring an executive jet for himself.

"The President has stated from the beginning that he does not want the procurement of an executive jet for his own use. This aircraft was not intended to be a Presidential plane but as a command-and-control plane of the AFP and the DND. The justification of its procurement says so: 'For Command and Control,' which was approved by the DND/AFP senior leaders last year specifically for the purpose stated," the DND chief added.

Aside from its command-and-control functions, the G-280 will also be used for flights to ferry wounded soldiers and critically ill civilians that need to be quickly transported to hospitals.

"Other Cabinet secretaries and high government officials in their official trips around the country could also use it," Lorenzana said, noting the plane will also facilitate the country’s diplomatic and humanitarian efforts with its Asean neighbors.

As regards to whether the Chief Executive will be using the aircraft, Lorenzana said all assets of the AFP are at the disposal of the Commander-in-Chief.

"Will the President be using it? As the Commander-in-Chief all assets of the AFP are at his disposal when he needs them. The Filipino people can rest assured that, contrary to what is being passed around in an obvious attempt to discredit the national leadership, the acquisition of the Gulfstream aircraft is not a frivolous pursuit, but rather a result of careful planning with due consideration to the needs of our Armed Forces," he added. the PAF Gulfstream G280 - command and control aircraft arrived in Clark last Sept 20 at around 9:37AM.
The aircraft came from California then flew to Hawaii then Guam before finally landing in PH

The Gulfstream G280 will be primarily used by the Philippine Air Force to serve as a platform to transport senior leaders and commanders especially in the event of a crisis. It will also serve as an airborne post for command and control (C2) operations both by the military and the civilian government.

Aside from C2 operations, the aircraft can also be used for airborne warning system, medical evacuation, high-altitude atmospheric research, and intelligence, surveillance and reconnaissance missions.

The new C2 aircraft was acquired under the Armed Forces of the Philippines Modernization Program and purchased from the Gulfstream Aerospace through the Foreign Military Sales Program of the United States government with the Joint U.S. Military Assistance Group.

I quite like the new livery compared to the ones on the old VIP planes.

The G280 has better range and shorter runway requirements than the old F28, so it'll be much more capable of shuttling between domestic destinations.

With this and the C-295s I suppose the PAF can finally retire the old Fokker F27s/28.

Though I do wonder if those will stick around for a while just in case they're needed. As I understand it, the F-28 was kept in pretty good condition over the years.

The F-28 was immaculate and one of the oldest still flying, and still had low hours. The F-27 is the oldest one flying for sure (#15 off the line)

The G280 however will be able to fly anywhere capable, as the F-28 had noise constraints in many countries.

I hope the F-28 and F-27 move to the museum if they wont be flown anymore.
