The National Economic and Development Authority (NEDA) Board approved the Davao Public Transport Modernization Project (DPTMP) of the Department of Transportation (DOTr) on Friday, 29 November 2019.

Scheduled for implementation from 2020 to 2023, the DPTMP aims to provide an efficient and affordable mode of transport for Davaoeños through the delivery of a modern High Priority Bus System (HPBS).

With the HPBS, interconnected bus services will be prioritized along the 137 kilometers core network, and 489 km of feeder routes.

The PhP18.66-billion project to be funded through an official development assistance (ODA) includes three components: Public Transport System Improvement, Institutional Capacity Strengthening, and Social Development Program (SDP).

The project secured the approval of the NEDA’s Investment Coordination Committee (ICC) on 06 November 2019.

The HPBS or the project’s public transport system improvement component will involve the provision of hierarchical, interconnected bus services along major arterial roads, as well as extensive network of feeder services covering the entire urban area.

THE High Priority Bus System (HPBS) in Davao City is expected to be fully operational in the year 2023, a high-ranking city official said.

HPBS Manager and Assistant City Administrator for Administration lawyer Tristan Dwight Domingo said in a radio interview on Monday, February 8, 2021, the city government is expecting to deploy around 1,076 buses, including the creation of a waiting shed and the construction of six bus facilities (three of them are terminals, and three depots).

"With the amount of construction, land purchasing, information dissemination campaign and, most especially, atong pahimutang sa sector na maapektuhan niini (to settle all the sector affected by this), all in all, the plan right now, based sa atoang (on our) timeline, 2023 fully operational na," Domingo said in an interview on 87.5 FM Davao City Disaster Radio.

This came after the city officially launched the Carlos P. Garcia (C.P.) Highway bus route of the Interim Bus System (IBS) Project on Thursday, February 4, 2021.

The C.P. Garcia Highway route will start from the Bypass Road turning right to Davao City-Panabo City Road, then turn around to Philippine Ports Authority and vice versa.

The succeeding routes of IBS that will be rolled out soon include Catalunan Grande and Toril. The three routes under the IBS will be integrated into the 29-route HPBS once the modern bus system is fully implemented, he said.

The P18.66-billion project is planned to be funded through official development assistance (ODA) from the Asian Development Bank (ADB), Transportation Assistant Secretary Goddess Libiran told GMA News Online.

The Project includes the development of improved public transport operations that will cover the full urban area and cater for the growth in travel demand at the cities expanding edges. The project will overhaul the outdated services that provide a poor level of service in terms of coverage area, hours of operation, and passenger comfort and facilities. The project will improve a city-wide bus-based public transport operating system, with improved and modern franchising mechanisms that ensure supply meets demand. This will be supported through traffic management improvements to prioritize bus services along a core network of around 110 kilometers (km). The core network will form part of an integrated and system wide operation with feeder routes covering an additional 400 route-km, and associated passenger infrastructure and bus terminal facilities. The improved franchising mechanism will promote performance based contracts, integrated fare collection systems, and streamlined through service operations.
