MANILA, Philippines — The Philippines’ top disaster agency has recommended the declaration of state of calamity in entire Luzon after three consecutive typhoons wreaked havoc in the country.

Local government units will also have easier access to funds for relief and rehabilitation efforts with this declaration.

Several provinces in Luzon have been placed under a state of calamity due to the extent of devastation caused by the three successive storms in recent weeks. Dozens have died and thousands have been displaced after the typhoons slammed the Philippines.

A calamity declaration will help speed up the relief and rebuilding efforts and give leeway in the fund releases.  It also allows the imposition of price control measures to ease the economic impact of the calamity on the people.

Dozens of people died while thousands have been displaced from their homes after the powerful typhoons caused massive floods and landslides. Billions of pesos worth of storm damage to agriculture and infrastructure have also been reported by authorities.

Funds utilization

In areas declared under a state of calamity, the Quick Response Fund or stand-by fund may be utilized for relief and recovery programs in order that situation and living conditions of people in communities or areas stricken by disaster, calamities, epidemics or complex emergencies may be normalized as quickly as possible.

The National Disaster Risk Reduction and Management Fund may also be released to augment local funds for relief and rehabilitation efforts.

Under the state of calamity, there shall also be no price increase among basic commodities as stated in Republic Act 7581.

Under Section 6 of the Price Act, it is stated that "if the prevailing price of any basic necessity is excessive or unreasonable, the implementing agency may recommend to the President the imposition of a price ceiling for the sale of the basic necessity at a price other than its prevailing price."

String of typhoons

Strong storms pounded Luzon in the previous weeks, claiming the lives of dozens of individuals and leaving thousands of families homeless.

MANILA – President Rodrigo Duterte has declared the entire Luzon under a state of calamity after the successive typhoons that ravaged the country's largest island.

Malacañang released a copy of Proclamation No. 1051 on Wednesday night.

"Now, therefore, I, Rodrigo Roa Duterte, President of the Philippines, by virtue of the powers vested in me by the Constitution and existing laws, do hereby declare a State of Calamity in the entire Luzon Island Group," the proclamation read.

Under the proclamation, all departments and other concerned government agencies are directed to implement and execute rescue, recovery, relief, and rehabilitation work following pertinent operational plans and directives.

Law enforcement agencies, with the support from the Armed Forces of the Philippines, are directed to undertake all necessary measures to ensure peace and order in the affected areas.

The state of calamity will remain in force and effect until lifted by the President.
