Not really related to the acquisition project. But just notice DND is still using yahoo email address instead of @dnd.gov.ph email address. Is there any plan to have all government agency to use *.gov.ph cTLD as their official email address instead using yahoo or other 3rd party free email provider.

There was supposed to have been an EO, during the tailend of the Aquino admin, that required government offices to transfer all assets to DITC-controlled accounts. Not sure where that plan is at this point.

    http://dnd.gov.ph/transparency/procurement/DND_BAC/2019/SBB/SBB%20NR%20DND-PN-LD-19-03.pdf

Bid postponed to 8 August. This particular SBB though (10 July), included a series of clarifications from interested suppliers. The list includes:

    • Samkang M&T (South Korea)
    • POSCO Intl (South Korea)
    • PT Pal (Indonesia)
    • Mazagon Docks (India)
    • Goa Shipyards (India)

Not all will end up submitting a bid, especially after clarifying the requirements.

    Requirements
There were some editorial mistakes that were pointed out by the bidders which were corrected.
The total gross tonnage was confirmed to be 5,000 tons as opposed to 7,200 tons.
Local participation and licensing seems to be a common concern.

    SBB #4 dated 25 Jul.

Clarifications for two proponents, Larsen & Toubro Limited (India) and Megaship Building (Philippines) / Sing Kiong Hong shipbuilding (Malaysia).

Neither companies have built actual LPDs and based on the negative replies from DND (no to tender extension, no to lack of track record), it seems unlikely they can proceed with making an offer.

5,000 tons? So this is smaller than the Tarlac Class?

Yeah smaller but more general purpose. It seems like the PN has come to the realization that the Philippines needs an Absalon type ship (https://en.wikipedia.org/wiki/HDMS_Absalon_(L16)) instead of a pure LPD. Especially when you consider the missions the PN has been sending these ships on.
They are however trying to do it on the cheap.

Bid (the fourth time) has restarted. Specs have clearly been improved. No need for physical PQI (deal breaker due to COVID on the last round), no local build requirements, requires a proven design or derivative of one. Hopefully, fourth time lucky.
