Description
1.   The Department of National Defense/Armed Forces of the Philippines (DND/AFP), through the Revised AFP Modernization Program with the sum of FIVE BILLION FIVE HUNDRED SIXTY MILLION PESOS (Php 5,560,000,000.00) being the Approved Budget for the Contract (ABC) for the payments under the corresponding contract for the Acquisition of Landing Docks for the Philippine Navy. Bids received in excess of the ABC shall be automatically rejected at Bid opening.

2.   The DND/AFP, sealed bids for the Acquisition of Two (2) units New Construction Landing Docks Vessels with Four (4) units Landing Craft Utility (LCU) and Four (4) units Rigid Hull Inflatable Boat (RHIB) with Integrated Logistics Support (ILS) for the Philippine Navy. Delivery of Goods or the contract duration should not be later than 1,095 calendar days as per Bidding Documents. Similar contract shall refer to the construction and delivery of Military Vessel with a minimum gross tonnage of 7,000 tons. The description of an eligible bidder is contained in Section II of the Bidding Documents, ITB. The Philippine Navy requires tie-up with local companies or shipyard so that a minimum of one (1) unit of the LD will be constructed in-country.

3.   Bidding will be conducted through Competitive Public Bidding procedures using non-discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR-A) of Republic Act 9184 (R.A. 9184), otherwise known as the “Government Procurement Reform Act”. Bidding is open to all interested bidders, whether local or foreign, subject to the conditions for eligibility provided in the IRR of RA 9184.

4.   Interested Bidders may obtain further information from DND-BAC 1 Secretariat and inspect the Bidding Documents at the address given below from 8:00 a.m. to 5:00 p.m. Monday to Friday excluding holidays.

5.   A complete set of Bidding Documents may be purchased by interested Bidders on June 14, 2019 from the address below upon payment of a non-refundable fee for Bidding Documents in the amount of Seventy Five Thousand Pesos (PhP 75,000.00) only.

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the nonrefundable fee for the Bidding Documents not later than the submission of their bids.

6.   The DND/AFP will hold the Pre-Bid Conference on June 20, 2019 to start at 10:00 A.M. at the DND BAC Conference Room, Basement, DND Bldg., Camp General Emilio Aguinaldo, Quezon City, which shall be open to all interested parties.

7. Bids must be delivered to the address below on or before July 04, 2019 at 10:00 A.M. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in the ITB Clause 18.

Bid opening shall be on July 04, 2019 at 10:00 A.M. at the DND BAC Conference Room, Basement, DND Bldg., Camp General Emilio Aguinaldo, Quezon City. Bids will be opened in the presence of the Bidder’s representatives who choose to attend at the address below. Late bids shall not be accepted.

8.   The HOPE reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders. Further, the HOPE reserves the same right, if the funds/allotments for said program/project/activity have been withheld or reduced through no fault of its own.

The transfer of technology and design ownership is well noted.

The Philippine Navy requires tie-up with local
companies or shipyard so that a minimum of one
(1) unit of the LD will be constructed in-country.
The proponent shall identify, qualify and partner
with a Philippine-based company that will provide
services and parts necessary for the continuous
and safe operation of the vessel. The proponent
shall also establish a front office that shall serve as
the single point of contact of the buyer for other
companies/suppliers aside from the winning
proponent. Likewise, the proponent shall identify
and designate at least two (2) local
repair/maintenance facilities capable of conducting
repair and maintenance of the following systems
onboard the vessel:
 Main Propulsion Diesel Engine (MPDE)
 Ship’s Service Diesel Generator (SSDG)
 Controllable Pitch Propeller (CPP)
 Bow Thruster
 Water Purifier System

The builder shall either grant the ownership of the
vessel’s design to the Philippine Navy or grant a
license to the Philippine Navy to manufacture/build
using the design.

Landing Dock (LD) yang merupakan pengembangan dari produk sebelumnya

Strategic Sealift Vessel (SSV) memiliki fungsi azasi sama yaitu, Militer dan Non-Militer; Operasi Militer di laut, Logistik serta sebagai Kapai Angkut. Selain itu, kapal ini mampu membawa Tank dengan kapasitas 40 ton , serta memiliki landasan pendaratan yang dapat mengangkut 2 helikopter di landasan dan 1 helikopter di hanggar dengan kapasitas ukuran helikopter 10 ton.

Selain itu juga 4 kapal support; 2 jenis Kapal Pengangkut Pasukan Batalyon (LCU) yang berfungsi untuk mendaratkan prajurit saat melakukan operasi militer ke darat dan 2 kapal pengangkut pasukan patroli militer (RHIB) untuk misi patroli pengintaian di perairan. Kemampuan lain dari kapal adalah dilengkapi dengan fasilitas support medis ini mampu menjalankan operasi kemanusian (non-militer) yang diemban.

Philippines seeks new LPDs optimised for assault craft operations

The approved budget for the acquisition is PHP5.56 billion (USD107 million), including a provision for four organic landing craft utility (LCU) vessels, four rigid-hull inflatable boats (RHIBs), and an integrated logistics support package.

According to specifications released by the Philippine Department of National Defense (DND), the two new LPDs must each displace at least 7,200 tonnes, with an overall length of at least 120 m and an overall breadth of at least 21 m.

There was supposed to have been an EO, during the tailend of the Aquino admin, that required government offices to transfer all assets to DITC-controlled accounts. Not sure where that plan is at this point.

Clarifications for two proponents, Larsen & Toubro Limited (India) and Megaship Building (Philippines) / Sing Kiong Hong shipbuilding (Malaysia).

Neither companies have built actual LPDs and based on the negative replies from DND (no to tender extension, no to lack of track record), it seems unlikely they can proceed with making an offer.

5,000 tons? So this is smaller than the Tarlac Class?

Yeah smaller but more general purpose. It seems like the PN has come to the realization that the Philippines needs an Absalon type ship (https://en.wikipedia.org/wiki/HDMS_Absalon_(L16)) instead of a pure LPD. Especially when you consider the missions the PN has been sending these ships on. 
They are however trying to do it on the cheap.

Bid (the fourth time) has restarted. Specs have clearly been improved. No need for physical PQI (deal breaker due to COVID on the last round), no local build requirements, requires a proven design or derivative of one. Hopefully, fourth time lucky.

Maryam Balais, and PT PAL Persero, represented by Mr. Didik, Mrs. Ani, Mr. Aji, Mr. Bayu, and Mrs. Suci made a Courtesy Call on Philippine Ambassador to Indonesia, H.E. PT PAL Persero has been declared as the lowest calculated bidder (LCB) for the Landing Dock Acquisition Project (LDAP) in Jakarta and Surabaya, Indonesia from 10 to 16 April 2022.

Based on the timeline in the NOA, PQI took place between 10 - 16 April and the decision was made on 26 April to award to PT PAL.
