DID YOU KNOW THAT THE REAL PROPERTY VALUATION REFORM CAN HELP ACCELERATE INFRASTRUCTURE DEVELOPMENT?

The current multiple, outdated, and overlapping real property valuations complicate the acquisition of land and road right-of-way (ROW) for infrastructure projects.

By harmonizing the values and adopting a professional, credible, and transparent valuation system, the Real Property Valuation Reform or the Package 3 of the Comprehensive Tax Reform Program (CTRP) will help address these land and road ROW acquisition issues that have caused major delay to some of the government's vital infrastructure projects such as the Build, Build, Build program.

Package 3 proposes to:
✔️ adopt internationally accepted valuation standards
✔️ use single valuation for land transactions taxation
✔️ use schedule of market values as benchmark for ROW acquisition
✔️ strengthen the valuation arm of the DOF-attached Bureau of Local Government Finance

Eje said the selection of consultant and contractor goes through a process, and civil works can proceed after the groundbreaking.

After the selection the DOTr will bid out the project, he said.

He assured Mindanawons that the agency was doing all it can to get the project started immediately and completed before the end of the term of President Rodrigo R. Duterte in 2022.

He said the agency is working double-time to complete the acquisition of the road right of way.

At present, he said, there is “evaluation and validation” for the properties located along the railway path to make sure the right owners and not just any other claimants get compensated.

“Once the appraisers complete the validation, the processing of the payment will immediately proceed. If you will remember, during the survey, malapad yung sinusurvey namin (the area surveyed was so wide), but it does not necessarily mean yung buong yung dadaanan, kasi may adjustments kung saan matatamaan (all of it will be covered since adjustments were made),” he said.

PRE-CONSTRUCTION

Meanwhile, Project Manager Clipton J. Solamo said they are aiming to complete all the pre-construction activities by the third quarter this year. This involves right-of-way (ROW) and site acquisition, area inspections, project alignment, and meetings with officials and residents of affected communities. “We are targeting to finish the pre-construction works within the third quarter of this year,” Mr. Solamo said in a text message. The National Economic and Development Authority approved a single track, diesel-run railway system for the initial segment, but Mr. Eje said they are acquiring a 40-meter wide ROW for the entire line as a provision for a possible upgrade to a dual track electric system in the future. — Maya M. A community member shared the following sketch plan of a property in Catalunan Grande that will be affected by the Mindanao Railway Project. To protect the owner's privacy, the owner's name, the specific lot, and other identifiers were removed. Note that half of the property will be taken up by the right-of-way.

I sent that message to both the Pag-IBIG official email address as well as the Mindanao Railway Project Office (MRPO). The MRPO responded first.





From the looks of it, a lot of the balls are in Pag-IBIG's court. After I forwarded them the MRPO's email, I finally got the following result
