MANILA (UPDATE) - President Rodrigo Duterte has designated Vice President Leni Robredo to be his partner in his drive against illegal drugs.

In a letter dated October 31, 2019, Duterte, through Executive Secretary Salvador Medialdea, asked Robredo to lead the campaign against illegal narcotics.

"I am pleased to transmit herewith your designation letter, signed by President Rodrigo Duterte, as co-chairperson of the inter-agency committee on anti-illegal drugs (ICAD)," the letter read.

Malacañang said it hopes the move would allow "detractors and critics" to "see the sincerity of the President in making such offer to the Vice President."

"Understand that the Chief Executive's ultimate motivation in making the same is the welfare of the Filipino people, with the hope that the government be successful in combating the atrocity caused by the use and trade of illegal narcotics," Malacañang said.

As of posting, Robredo has yet to issue a statement.

Last month, Robredo had called on Duterte to allow the United Nations to investigate his war on drugs which she said was “obviously, not working,” prompting Malacanang's challenge for her to lead the drug war.

She later clarified that she meant to urge administration leaders to "step back and assess" the narcotics crackdown.

Presidential spokesperson Salvador Panelo said he hopes Robredo would accept the Cabinet position, which he described as a "ladder to the presidency."

MANILA - The country's anti-drug agency chief welcomed Tuesday the appointment of Vice President Leni Robredo as co-chair of government's campaign against illegal drugs, even if he earlier said the second highest official lacked experience.

"We believe that she can well contribute as a good leader, particularly on the advocacy cluster and rehabilitation and reintegration cluster," said Philippine Drug Enforcement Agency chief Aaron Aquino, who heads government's inter-agency committee on anti-illegal drugs (ICAD).

"By designating her as co-chairman of ICAD, it will greatly help and it’s nice to see when everybody’s working together," he added.

On Monday, the PDEA chief said Robredo was "not abreast with the supply reduction efforts and lacks experience in dealing and working with law enforcers." He also said Robredo had "a lot of catching up to do and in the process PDEA is afraid that it will somehow derail its efforts and operations."

MANILA (Reuters) - Philippine President Rodrigo Duterte has named his main political rival as his “drugs tsar” after she criticised the high death toll his anti-narcotics campaign has caused, but her camp dismissed the offer as a gimmick.

His spokesman on Tuesday confirmed the appointment of Leni Robredo as co-chair of an inter-agency panel on drugs and ordered all other agencies to give her their full support.

“If she has been criticising the drug war as ineffective, then there must be ideas on her mind to make it effective,” presidential spokesman Salvador Panelo said on television.

Human rights groups say Duterte’s crackdown had led to systematic executions and police cover-ups. Police reject that and say the nearly 7,000 people they have killed were armed drug suspects who resisted arrest.

Robredo advocates tackling drugs from a health and social perspective, including prevention and treatment rather than a largely police-centred approach.

MANILA, Philippines (UPDATED) – Vice President Leni Robredo accepted President Rodrigo Duterte's designation for her to be co-chairperson of the Inter-Agency Committee on Anti-Illegal Drugs (ICAD).

In accepting the offer, Robredo said her primary consideration was the chance to help end the string of deaths under Duterte's violent war against drugs.

Robredo's acceptance of the post is surprising, as it was only a day before when her spokesperson Barry Gutierrez scoffed at her designation as ICAD co-chairperson. He said it was an "empty" post that would leave Robredo with no full control over the government's overall anti-drug campaign.

The Vice President herself doubted the President's initial offer for her to be a "drug czar," saying that by passing on to her the responsibility over the anti-drug campaign, Duterte seemed to be admitting that his violent drug war is a failure.

But Robredo changed her mind after Malacañang sent her a copy of her designation as ICAD co-chair, despite warnings she received the post may just be a "trap" designed for her to fail.

MANILA, Philippines — Vice President Leni Robredo’s war on drugs will focus on reducing the supply of narcotics in the country, but as she embarks on this campaign, she should always watch her back, according to Sen. Panfilo Lacson.

Lacson told reporters on Saturday that he had met with Robredo and discussed what she could do in her new role, which President Rodrigo Duterte handed to her in a fit of pique after she criticized what she said were the “senseless killings” in his administration’s centerpiece program.

MANILA -- Vice President Leni Robredo’s “backers” must not intervene, as she performs her duties as co-chair of the Inter-Agency Committee on Anti-Illegal Drugs (ICAD), Malacañang said on Saturday.

“The Vice President must be given a wide latitude in outlining her own anti-illegal drug scheme and pursue, without interference from other quarter backers, her own agenda, which she envisions to be effective in addressing the drug menace,” Presidential Spokesperson Salvador Panelo said in a statement.

Robredo held her first meeting with ICAD member agencies at her office in New Manila, Quezon City on Friday afternoon, two days after she accepted President Rodrigo R. Duterte’s challenge to lead the anti-narcotics campaign by serving as co-chair of the anti-drug body.

She will serve as ICAD co-chairperson, along with Philippine Drug Enforcement Agency (PDEA) Director General Aaron Aquino, until June 30, 2022.

After her first ICAD meeting, Robredo set the tone for an evidence-based approach to the drug problem, which she said would prevent “senseless” killings in the conduct of operations against drug personalities.

While she emphasized that the drug problem in the country “should first be solved internally,” Robredo was amenable to a possible intervention of the United Nations Human Rights Council (UNHRC), if the Philippine government fails to punish drug offenders.

The 47-man UNHRC on July 11 adopted the Iceland-led resolution that seeks a probe into Duterte’s war on illegal drugs. The adoption of the resolution mandates UN rights chief Michelle Bachelet to present a “comprehensive” report on the drug war in the Philippines during the council’s 44th session in June 2020.

On July 17, the President made it clear that he would ignore the investigation that would be initiated by the UNHRC, as he is only inclined to face a “Philippine court.”

“We take note that the Vice President called for the meeting to acquaint herself on the status of the government's campaign against illegal drugs, a step demonstrative of her willingness to suspend all her negative notions about the drug war, mostly based on false, if not exaggerated, information and media hype,” Panelo said.

He urged the public, especially those who are opposed to the government’s campaign against illegal drugs, to refrain from creating “roadblocks and imagined conflicts” that may sow discord between Robredo and the ICAD members.

“We call on everybody to give VP Leni space, allow her to perform her assigned task and not to create roadblocks and imagined conflicts, pitting her against her fellow workers of government by way of intrigues, as well as wild and off-tangent speculations engineered by the usual suspects,” Panelo said.

No Duterte order for ‘bloody’ drug war

About 5,779 drug personalities died in legitimate police anti-drug operations from July 1, 2016 to Aug. 31, 2019, based on data released by the Philippine National Police (PNP) on November 6.

Despite the drug-related killings, Panelo said the President did not order a “bloody” war against drug suspects.

“In that meeting, VP Leni stressed that the campaign against illegal narcotics can succeed even without bloodshed,” he said. “Noting that the pronounced policy of the Drug Czar appears to be in direct contrast of what they wrongly perceive to be the bloody strategy of PRRD, the detractors and nitpickers pounce on the apparent strategic contradiction and have raised the specter of, even this early, a collision between the appointee and the appointing power.”

The PNP and the PDEA have assured Robredo that the government’s anti-drug operations would be conducted within the bounds of the law.

Aquino has asked Robredo to join actual operations against illegal drugs for a better understanding of the anti-narcotics drive.

Robredo accepted the offer, saying that she would like to see the real drug situation in the country.

Panelo said the Palace is “pleased” with Robredo’s openness to joining any operation by the PDEA or the PNP against drug lords and pushers, “without putting her life in peril.”

“She may see the hostile and mortal realities on the ground that could pave the way for the reassessment of her previous adversarial position on the government’s relentless drive against prohibited drugs or her adoption of better and effective measures not heretofore done,” he said.

Solve problems internally

After her meeting with the ICAD, Robredo said she believes the Philippines should initially be given a chance to solve its illegal drug problems internally.

"I have said this time and again that I feel that our problem should first be solved internally. If I was already of the impression after going around, after meeting with the different clusters, after having all the information that I need to have, if I believe that the government is not doing anything to punish whoever needs to be punished or to put to justice whatever needs to be put to justice, then I don't have any problems with inviting them over," she said when asked by a reporter regarding her position in letting the UN conduct a review on the country's situation with regards to its anti-illegal drug campaign.

Meanwhile, Robredo said her meeting with the ICAD as its new co-chair has updated her on what relevant agencies have been implementing to stop the proliferation of drugs, during which the Philippine Anti-Illegal Drugs Strategy (PADS) was also discussed.

While the initial meeting was only intended to brief the vice president, Robredo said she proposed the addition of two success indicators in the PADS – the monitoring of the surrenderers and the progress of those who have undergone rehabilitation. (PNA)

Recently appointed anti-drug czar Vice President Leni Robredo on Tuesday revealed that she will be asking the US embassy for help in the Philippine government's efforts to hunt down big-time drug lords.

Robredo, co-chairperson of the inter-agency committee on anti-illegal drugs (ICAD), made the announcement a day after she met with officials of the United Nations Office on Drugs and Crime (UNODC) where they tackled the need to establish more community-based rehabilitation centers since 90 percent of drug dependents in the country are slight or occasional drug users based on government records.

“Meron na (schedule of meeting with US Embassy in Manila officials). Actually, bukas ng umaga ‘yung meeting. Sa atin lang, gusto nating malaman how we can ask help… gusto nating malaman anong resources, kung available, lalo na sa intelligence,” Robredo said.

MANILA—Vice President Leni Robredo sat down Monday with the United Nations Office on Drugs and Crime (UNODC) as she moved to shift the government’s bloody drug war to one adopting best practices while avoiding mistakes committed in other countries.

The Austria-based UNODC sought the meeting after Robredo formally took charge of the anti-drug campaign, which she had repeatedly criticized for the thousands of deaths during police operations.

She is set to meet with law enforcement agencies on Thursday to tackle concerns such as the conduct of anti-drug operations and the actual fatality count.

Robredo has called for a more comprehensive approach to the drug problem by treating addiction as a public health issue as well.

This approach will require massive rehabilitation because of the number of drug users in the country, experts said.
