The feasibility study for the P57.2-billion Subic-Clark Cargo Railway project is now up for National Economic and Development Authority (NEDA) for approval, which, if obtained, could already pave the way for state-run Bases Conversion and Development Authority (BCDA) to start the project before the year ends.

Subic-Clark Cargo Railway Project is a 77-kilometer rail connection linking Subic Port with Clark International Airport mainly to reduce the number of trucks travelling in Metro Manila and lower the prices of goods.

The project also aims to increase Subic Port Utilization and compliment airport operation in Clark.

THE government’s plan to build a cargo train connecting Subic to Clark is targeted to start next year, Budget Secretary Benjamin E. Diokno said.

He said the P50.03-billion railway is part of the government’s 75 flagship infrastructure projects. It will be funded through an official development assistance from the Chinese government.

Although the train system is originally intended for cargo to maximize the use of the Subic port, Mr. Diokno said it may eventually be used for passenger travel.

The Subic-Clark cargo train has been approved by the National Economic and Development Authority Investment Coordination Committee (NEDA-ICC) in January. In April, NEDA said it is one of the projects up for review by the Board.

The Bases Conversion and Development Authority (BCDA) is in charge of the project. It also manages the Clark International Airport expansion, the New Clark City Mixed Use Industrial Real Estate developments, New Clark City-National Government administrative center, New Clark City-Food Processing Terminal and International Food Market and Broadband Backhaul Modular IT Facilities.

MARILAO, Bulacan — The Department of Transportation (DOTr) and the Philippine National Railways (PNR) began Friday various preparations for the construction of the first phase of the PNR Clark railway project that will run from Tutuban in Manila to Malolos in Bulacan province.

Pre-construction activities include site clearing, grading of unleveled surfaces, and demolition of obstructions to the PNR line.

Transportation Secretary Arthur Tugade said the department is committed to pursuing measures, such as doing parallel activities, to fast-track the completion of the railway project.

Tugade noted that based on previous practices, site clearing works had to wait after the awarding of a project to a general contractor.

“DOTr understands the need to complete this project faster. That is why we pursued these works parallel with the procurement of the general contractor, which is scheduled to be selected by the second quarter of 2018 for PNR Clark Phase 1,” Tugade said in his address during the commencement of works for the railway project in Barangay Tabing-Ilog in Marilao, Bulacan.

Tugade also appealed to Bulacan’s local government officials to assist the department in right-of-way issues by informing their constituents of the benefits of the railway system.

“Tulungan ninyo kami sa right of way. Hindi namin kakayanin mag-isa yan. Tulungan ninyo kami na masabihan ang ating mga kababayan na tatamaan ng proyekto para ito sa ikabubuti ng sambayanang Pilipino (We seek your help in settling right-of-way issues. We cannot do this alone. Help us inform those who might be affected by the construction of the railway project that this is for the benefit of our countrymen,” Tugade said.

Phase 1 of the PNR Clark Project involves the construction of the rail system along the 38-km. segment from Tutuban, Manila to Malolos, Bulacan. Once completed in 2021, it will have 10 stations and is expected to serve an estimated 340,000 passengers daily.

MANILA - The Philippines will defer the signing of the commercial agreement for the China-funded Subic-Clark Railway, pending a list of 3 potential contractors from Beijing, a Filipino official said Wednesday.

The agreement may be signed later this year or early 2019 and may not be done in time for Chinese President Xi Jinping's visit to Manila in November, said Transportation Undersecretary Timothy John Batan.

Today, the Department of Transportation (DOTr), through Secretary Arthur P. Tugade, will sign the contract for Package 3 of PNR Clark Phase 1 with J-Trec & SC JV, as represented by Corporate Officer and General Manager of Sumitomo Corporation's Social Infrastructure Business Division, Hiroshi Karashima.

Contract Package 3 of the 37.6-kilometer mass transit project pertains to the manufacture and delivery of rolling stock.

The contract signing will be witnessed by DOTr Usec. for Railways Timothy John Batan, Usec. for Legal Affairs Reinier Paul Yebra, Usec. for Finance Garry de Guzman, Asec. for Procurement Giovanni Lopez, Atty. Celeste Lauta as the representative of Philippine National Railways (PNR) General Manager Junn Magno, Japan Transport Engineering Company President Takao Nishiyama, and Sumitomo Corporation of the Philippines President Seiji Takano.

Contract Package 1, which was signed on 20 May 2019 and is now on full swing, covers the construction of six stations (Solis, Caloocan, Valenzuela, Meycauayan, Marilao, Bocaue) and a depot. Contract Package 2, signed on 23 January 2019 and is on full-blast construction as well, consists of the construction of three stations (Balagtas, Guiguinto, Malolos).

Once PNR Clark Phase 1 is completed and fully operable by 2022, travel time from Manila to Bulacan will be reduced from one (1) hour and 30 minutes to just 35 minutes. A rail segment of the North-South Commuter Railway (NSCR), PNR Clark Phase 1 is expected to serve 300,000 passengers daily.

Rebidding for the Consulting Services for Subic-Clark Railway Project

    The Bases Conversion and Development Authority (BCDA), through the 2020 General Appropriations Act (GAA) allocations and continuing appropriations, intends to apply the sum of One Billion Five Hundred Twenty Million Five Hundred Thirty Four Thousand Four Hundred Pesos (₱1,520,534,400.00), inclusive of value-added tax (VAT) and applicable government taxes, being the Approved Budget for the Contract (ABC) to payments under the contract for the Consulting Services for the Subic-Clark Railway Project (SCRP). Bids received in excess of the ABC shall be automatically rejected at the opening of the financial proposals.

    BCDA now calls for the submission of Eligibility Documents for the Consulting Services for the SCRP. Eligibility Documents of interested consultants must be duly received by the Bids and Awards Committee (BAC) Secretariat on or before 17 November 2020 (Tuesday) at 09:00 AM at the BCDA Corporate Center, 2/F Bonifacio Technology Center, 31st Street corner 2nd Avenue, Bonifacio Global City, Taguig City, Metro Manila. The opening of the Eligibility Documents shall be on 17 November 2020 (Tuesday) at 10:00 AM at the BCDA Corporate Center. Applications for eligibility will be evaluated based on a non-discretionary “pass/fail” criterion.

    Interested bidders may obtain further information from BCDA and inspect the Bidding Documents at the address given below during office hours between 08:00 AM and 05:00 PM.

    A complete set of Bidding Documents may be acquired by interested Bidders between 20 November 2020 (Friday) and 10 December 2020 (Thursday) from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the Government Procurement Policy Board (GPPB), in the amount of Seventy Five Thousand Pesos (₱75,000.00).

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of BCDA; provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

    The BAC shall draw up the short list of consultants from those who have submitted Expression of Interest (EOI), including the Eligibility Documents, and have been determined as eligible in accordance with the provisions of Republic Act (RA) 9184, otherwise known as the “Government Procurement Reform Act”, and its Implementing Rules and Regulations (IRR). The short list shall consist of not more than five (5) prospective bidders who will be entitled to submit bids. The criteria and rating system for short listing are:

        Relevant experience of the Consultant (40%);
        Qualifications of the Key Staff to be assigned to the Project (50%); and
        Current workload of Key Staff relative to capacity (10%).

The Consultants must garner a score of at least seventy percent (70%) to be qualified for short listing, but only the Bidders ranked top five (5) of the list are to be included in the final short listing.

    Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the IRR of RA 9184.

Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.

    BCDA shall evaluate bids using the Quality-Cost Based Evaluation/Selection (QCBE/QCBS) procedure with a 75:25 ratio. The technical proposal shall be given a weight of seventy-five percent (75%) and the financial proposal shall be given a weight of twenty-five percent (25%). The criteria and rating system for the evaluation of bids shall be provided in the Instructions to Bidders (ITB).

    The Contract shall be completed within sixty six (66) months.

    BCDA will hold a Pre-Eligibility Conference (online coverage) on 09 November 2020 (Monday) at 10:00 AM at the BCDA Corporate Center, 2/F Bonifacio Technology Center, 31st Street corner 2nd Avenue, Bonifacio Global City, Taguig City, Metro Manila and via video conferencing thru Google Meet which shall be open to prospective bidders.  To be able to join the online Pre-Eligibility Conference, a scanned written request shall be made/emailed to the BAC Secretariat.

    BCDA reserves the right to reject any and all bids, declare a failure of bidding, or not award the Contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders. Further, BCDA reserves the right to waive minor defects in the forms and requirements as long as they do not affect the genuineness and authenticity of the documents submitted.

Commercial Contract Signed for the Highest-Funded G2G China-Philippines Project so far

Our cooperation continues! China and the Philippines just signed the commercial contract for the Subic-Clark railway project. This is so far the highest funded G2G project between the two countries valued at approx. $940 million and is the flagship project under the administration's "Build, Build, Build" program. The 71-km single-track railway will be located in south-central Luzon, connecting Subic Bay Freeport Zone and Clark International Airport and linking the DOTr’s North Railway Project.

The construction period is estimated to last 42 months. Once completed, the railway will build resilient linkages between the commercial zones along the Subic-Clark corridor. Glad to see the improvement in logistic efficiency and other economic activities in the region.

Group asks Senate, LGUs help on Subic-Clark railway issues

THE Pinoy Gumising Ka Movement (PGKM) has sought the help of local government units (LGUs) of Porac town and Angeles City in a bid to resolve several issues regarding the alignment of the Subic-Clark Railway Project (SCRP).

Aside from the LGUs, PGKM leader Ruperto Cruz said they will also ask the intercession of the Senate Blue Ribbon Committee to resolve the issues.

Cruz said earlier that hundreds of Kapampangan businessmen, farmers and residents will be affected by the proposed project.

The group recently sent letters to Angeles Mayor Carmelo Lazatin Jr. and Porac Mayor Jing Capil.

PGKM is calling for an immediate public consultation on the SCRP alignment, citing concerns on the socio-economic dislocation and devastation of the vast agricultural areas as well as the built-up commercial and housing developments that the railway will hit in this city and Clark Freeport.

In a separate letter to Senator Richard Gordon, head of the Senate Blue Ribbon Committee, the PGKM reiterated its opposition to the SCRP alignment echoing the Save Subic Mangrove Coalition on the environmental impact of the project that is threatening protected areas inside the Subic Freeport.

Some 42 hectares of mangroves in the Subic Freeport, classified as protected areas, will be affected by the project’s train depot “that your honor yourself nurtured as its very first chairman.”
