A group of nations has joined with the United States to form what is known as the Five Eyes, also known simply as FVEY. This is an intelligence cooperative in the areas of military intelligence, human intelligence, and signals intelligence.

FVEY can be traced back to the 1941 Atlantic Charter, which was a secret treaty first began with the United Kingdom Untied States of America Agreement (UKUSA) that was signed in 1946. It was in 1946 when the UKUSA Agreement was formally enacted, then later was extended to other nations.

There are five nations that are part of FVEY. Those nations are:

Australia Canada New Zealand United Kingdom United States

Australia monitors South and East Asia. Canada monitors Russia, China, and Latin America. New Zealand is responsible for monitoring Southeast Asia and the western Pacific. The United Kingdom monitors Europe, European Russia, the Middle East, and Hong Kong. Finally, the United States monitors China, the Middle East, Russia, Africa, and the Caribbean.

Exclusive: Five Eyes intelligence alliance builds coalition to counter China - October 12, 2018 / 1:44 PM

The increased cooperation by the Five Eyes alliance - grouping Australia, Britain, Canada, New Zealand and the United States - with countries such as Germany and Japan is a sign of a broadening international front against Chinese influence operations and investments.

Some of the officials, who spoke on condition of anonymity because of the sensitivity of the talks, said the enhanced cooperation amounted to an informal expansion of the Five Eyes group on the specific issue of foreign interference.

While China has been the main focus, discussions have also touched on Russia, several said.

Could Huawei threaten the Five Eyes alliance? - 20 February 2019

Public services and safety will be carefully managed though data, while devices in our homes will talk to each other and the wider world as part of the "internet-of-things".

Many of these services will be delivered over what is called 5G. It will be much more than just faster data on our phones, but potentially transformational for our lives - if you believe the hype.

But there is a darker fear as well. What if it is also transformational for our security if we end up reliant on a Chinese company to deliver this future?

That question risks causing a major divide in the Five Eyes - the intelligence alliance between the US, UK, Canada, Australia and New Zealand.

The US is campaigning hard among allies to exclude the Chinese telecoms giant Huawei from delivering 5G.

'Rigorous oversight'

Huawei has always denied being controlled by the Chinese government, or that its work poses any risks of espionage and sabotage. Its founder repeated these assertions in a recent interview with the BBC.
