Speculatively -- that is probably a typo/mis-interepretation; as @Ayoshi posted this at another forum... :

The Japan Maritime Self-Defense Force (JMSDF) has operated a total of 40 C90 and C90A King Airs, with deliveries beginning in 1973. These have been given various designations by the JMSDF and consist of 34 TC-90 trainers, five LC-90 transports and a single UC-90 which is configured for photographic aerial survey. The TC-90s and the UC-90 comprise the 202 Kyoiku Kokutai (Training Squadron) based at Tokushima, while the LC-90s are attached to various Lockheed P-3 Kokutai (Squadrons) and a NAMC YS-11 Kokutai[11] as liaison aircraft.

... which might have gave a hint, on why the cost of lease for the fifth TC-90 is more expensive.   While these King Air twin-props are basically Mk.1 eyeballs for search and surveillance, the modification made on the single unit, would be a welcome addition.

It's an accepted advantage, however, that high-wing aircraft are much better suited to eyeball observation. BN Islander, Nomad and eventually Cessna Caravan share similar characteristics.

The two Philippine Navy Instructor Pilots, Lt. Cdr. Ryan Tumanda and Lt. Cdr Zyril Villacorta, are now in Japan to undergo training for the TC-90 aircrafts from Japan Maritime Self-Defense Force (JMSDF) for maritime patrol, humanitarian assistance and disaster response, and other missions.

The training began on Nov 28 and will last until March 24, 2017 at JMSDF Tokushima Air Base in Tokushima Prefecture with JMSDF Air Training Command’s 202 Air Training Squadron.

There will be three batches of training for Filipino naval air crew until November 2017. Each batch will be composed of 90 hours training on ground and 170 hours aerial training.

First TC-90 aircraft leased from Japan to arrive by Q1 of 2017

One out of the five TC-90 aircraft, earlier leased from Japan, will be arriving in the Philippines by the first quarter of 2017.

He added that the TC-90s will be used to augment the existing Norman-Britten BN-2 Islander fleet, which the Navy uses in patrol, surveillance and humanitarian assistance and disaster relief (HADR) and rapid assessment missions.

Last November, two PN pilots and six air crews left for Japan to start their TC-90 flight training.

The Department of National Defense (DND) earlier announced that the Philippines will re-equip the TC-90s as Japan has stripped them of some equipment, including their surveillance systems.

The country will pay Japan USD7,000 each for the first four aircraft yearly and only USD200 for the fifth, for total of USD28,200 as stipulated in its lease agreement.

The DND added it is also looking at the possibility of using the TC-90 for 20 years while the military is upgrading its equipment.

The TC-90, which is part of the Beechcraft King Air aircraft family, was offered by Japan shortly after the Agreement Concerning the Transfer of Defense Equipment and Technology was finalized Feb. 29 last year.

The TC-90’s patrol range is double that of a small Philippine aircraft, which only has a maximum range of 300 km.
