Chinese President Xi Jinping is expected to visit the Philippines before the end of the year in the latest sign of improved relations between the two sides, the foreign minister of the Southeast Asian nation said.

Foreign Secretary Alan Peter Cayetano said also that Philippine President Rodrigo Duterte had approved a proposal to form a group to study plans for the two countries to conduct a joint exploration in the disputed South China Sea.

“We’re now fixing the date [of Xi’s visit]. We’re looking at the latter part of the year,” Cayetano was quoted as saying by local broadcaster GMA Network.

Both sides “wanted it to happen”, he said.

The trip would be Xi’s first visit to the Philippines since Duterte took office. The Philippine president invited his Chinese counterpart to Manila during his state visit to Beijing in October 2016.

Cayetano did not say if Xi’s trip would be a state or official visit.

Chinese Ambassador Zhao Jianhua on Thursday night said the Philippines and China are preparing for President Xi Jinping’s state visit to the country by end of the year.

“The plan is that he will come to the Philippines for a state visit but the specific date and month have not been finalized yet so we’re in close coordination with the Filipino side to prepare for the most likely state visit,” he told reporters in Makati City.
Xi was invited to the Philippines by President Rodrigo R. Duterte when they first met in October 2016.

Government sources said at least three loan agreements would be signed on the sidelines of Xi’s visit to Manila, of which financing for two projects were ready for signing—the P175.3-billion North-South Railway Project (NSRP)-South Line (Long Haul) as well as the P12.2-billion New Centennial Water Source-Kaliwa Dam Project.

The Philippines will court Beijing for further investment when Chinese President Xi Jinping visits Manila next month, temporarily sidestepping issues in the South China Sea as it hedges its bets in the ongoing trade and strategic tussles between China and the United States, observers say.

That geopolitical dance with China and the US, its traditional ally on defence, will be put to the test when Xi heads to Manila after this year’s Asia-Pacific Economic Cooperation forum in Papua New Guinea, which wraps up on November 18.

At least five economic deals are expected to be signed during Xi’s trip – his first to the country since Duterte took office in 2016 – including more loan agreements for infrastructure projects under Manila’s “Build, Build, Build” development initiative, according to Philippine Finance Secretary Carlos Dominguez.

MANILA -- Chinese President Xi Jinping will make a two-day state visit to the Philippines on Nov. 20-21 this year, Malacañang announced on Thursday.

“The Palace wishes to announce the forthcoming State Visit of Chinese President Xi Jinping,” Presidential Spokesperson Salvador Panelo said in a statement.

Panelo said Xi’s visit, the first of a Chinese President in 13 years, was upon the invitation of President Rodrigo Duterte.

During the state visit, Panelo said Duterte and Xi will exchange views on areas of mutual concern and chart the course for the future of Philippines-China bilateral relations.

Panelo said he has no idea whether major agreements between the Philippines and China will be signed during Xi’s visit.

“None that I know but I think he is going over to the Philippines with a good opportunity to discuss certain issues that requires attention,” Panelo said in a media interview in Singapore where Duterte is attending the 33rd ASEAN Summit and Related Summits.

In previous media interview, Panelo said Duterte intends to invite the Chinese leader to his home in Davao City.

The Philippines-China relations had achieved positive turnaround since Duterte embarked on his first state visit to China in October 2016.

Xi had described Duterte’s first visit to Beijing as a "milestone" that mended the two countries’ ties derailed by the Philippines’ filing of arbitration case against China in 2013.

In July 2016, the Hague-backed Permanent Court of Arbitration (PCA) nullified China’s nine-dash line map which covers nearly the entire West Philippine Sea or South China Sea.

Duterte shelved the PCA’s ruling after China rejected the verdict to allow peaceful and friendly settlement of the dispute.

In May 2017, Duterte returned to Beijing to attend the Belt and Road Forum for International Cooperation.

For the third time, Duterte went to China in April this year to attend the Boao Forum for Asia held in Hainan, a southern island province of China.

Xi's first trip to the Philippines will take place a year after Chinese Premier Li Keqiang visited Manila that led to the signing of 14 deals on infrastructures, climate change, defense cooperation, drug rehabilitation centers and Marawi rehabilitation. (PNA)

Chinese President Xi Jinping is scheduled to make a two-day state visit to the Philippines next week amid improving relations between the two countries.

This will mark the first state visit of a Chinese President to the country in 13 years, according to Panelo.

“During the State Visit, the two Leaders will exchange views on areas of mutual concern and chart the course for the future of Philippines-China bilateral relations,” he added.

The Palace earlier announced that the President was expected to invite the Chinese leader to visit his modest residence in Davao City while he’s in the country.
