MANILA — A Philippine Navy (PN) ship will be sailing to Japan as early as next month to pick up some materiel for the Philippine Air Force (PAF).

This was confirmed by Navy flag-officer-in-command Vice Admiral Robert Empedrad during the welcoming ceremonies held for strategic sealift vessel, BRP Tarlac (LD-601), and the 300-man contingent aboard her at Pier 13, Manila South Harbor on Monday.

“I think one of our ships will go to Japan latter part (of this year) and we will get some spare parts and some munitions of the Philippine Air Force,” Empedrad told reporters.

Empedrad, however, did not elaborate on what these spare parts are.

In a separate interview, PN spokesperson Commander Jonathan Zata said it is possible that BRP Tarlac or her sister-ship, the BRP Davao Del Sur (LD-602), will be selected for the mission.

“If the mission to Japan will push through this November, this will be the very first time that a PN-commissioned vessel will be calling on one of the ports in Japan,” Zata said. (Priam Nepomuceno/PNA)

The Japanese government has made available thousands if not millions of spare parts to help the Philippine Air Force (PAF) keep its fleet of Huey helicopters flying.

A source who requested anonymity, made the revelation after Philippine Navy Chief Vice Adm. Robert A. Empedrad said that one of their ships is set to travel to Japan later this year to get the assorted spare parts.

“(It’s) not ammo. It’s actually the spares of the Huey that the Japanese government has offered to us,” the source said.

The source said the only request made by the Japanese government is for the PAF to build a facility for the proper handling and storage of the spare parts.

For his part, Commander Jonathan V. Zata, the Director of the Naval Public Affairs Office, said the Philippine Navy ship BRP Davao del Sur (LD-602) is most likely to be sent to Japan this November to get the spare parts.

Foreign Affairs Secretary Teodoro Locsin Jr. and Japanese Ambassador to the Philippines Koji Haneda signed the Exchange of Notes on the Grant Aid of the Government of Japan to the Philippines of Japan Ground Self-Defense Force (JGSDF) UH-1H Parts and Maintenance Equipment to the Philippine Air Force (PAF) and on the Metro Rail Transit Line 3 (MRT3) Rehabilitation.

“Throughout the years, Japan has vigorously and unfailingly supported the priorities of the Philippine government for the well-being of the Filipino people—and in particular through economic and development assistance as well as in enhancing our defense and security capabilities. It is help that has no agenda but friendship, decency, and a deep and abiding regard, as much for the safety and wellbeing of neighbors, as for oneself,” Locsin said in his remarks after the signing held at the Department of Foreign Affairs.

“Today’s Exchange of Notes affirms this ever-growing, mutually beneficial and gratifying relationship between our two countries and our two peoples,” he added.

The assistance to the Philippine Air Force involves Japan’s grant of some ¥10.68 billion or around P5 billion worth of spare parts and maintenance equipment of UH-1H helicopters by the Japan Self-Defense Forces (JSDF). It will provide the helicopters airframe structure, dynamic power system, control system, rotor system, hydraulic system, electrical system; instrument system, and accessory equipment.

These helicopters are used for humanitarian assistance and disaster relief, transport, and intelligence, surveillance and reconnaissance by the Air Force.
