Reportedly, the first acquisition that went through this process was the Arroyo-era Multi-Role Vessel project, which eventually morphed into the Aquino-version of the Strategic Sealift Vessel which yielded the Tarlac Class LPD.

Since then, it's been incorporated in the Implementing Rules and Regulations for the Revised AFP Modernization law. Which now contains the following sections that mention DSOM explicitly

That being said, a system is just that . . . a system. If the folks plugging in the figures and assumptions don't know what they are doing, then . . . garbage in, garbage out.

It would be interesting to see how DSOM training is being conducted, and how lessons-learned are being recorded and disseminated. A PH equivalent to the Defense Acquisition University perhaps?
