JICA and GOP sign agreement for ODA on maritime safety

December 14 -- The Japan International Cooperation Agency (JICA) has signed a 18.732 billion Japanese Yen loan agreement with the Government of the Philippines to further boost maritime safety and enhance the capabilities of the Philippine Coast Guard (PCG).

The ODA loan project involves the construction of ten 40-meter Multi-Role Response Vessels (MRRVs) that is set to augment the Philippine Coast Guard Fleet operations. The said MRRVs are expected to contribute to maritime safety, maritime law enforcement, monitoring, pollution control, disaster response, and among others. Advanced shipbuilding technologies from Japan will be adopted in the construction of the vessels. Further, the project would also involve human resource development of PCG to improve skills in operating and maintaining the MRRVs.

"This initiative combines enhancing the Philippine capability on search and rescue responsibilities with disaster response and maritime safety. Since the Philippines is an archipelago, maritime safety is critical to the country's socio-economic development," said Takahiro Sasaki, JICA Chief Representative in the Philippines.

As of this post, no word yet on the name for the ship. But it is expected in 2018.

PCG: The Philippine Coast Guard rendered an arrival ceremony for Multi-Role Response Vessel-4409 (Barko ng Republika ng Pilipinas Cabra), its 8th MRRV under the helm of Lieutenant Commander Joel N Ogorida PCG at the Coast Guard Surface Support Force, Pier 13 today, March 16.

BRP Cabra will be deployed to support the anti-illegal drugs campaign piracy smuggling, illegal fishing, and other forms of lawlessness for conducting maritime security operation and patrol missions to our country.

Coast Guard to commission into service two more ships

PCG spokesman Capt. Armand Balilo said the ships to be commissioned are the 44-meter multirole response vessels (MRRVs) named BRP Cape San Agustin and BRP Cabra.

BRP Cape San Agustin was named after a cultural heritage situated in Mindanao while BRP Cabra was named after an old lighthouse in Cabra Island in Lubang, Occidental Mindoro, according to PCG.

No timeline yet on BRP Gregorio Del Pilar removal

MANILA -- There is still no timeline to follow regarding the recovery of Philippine Navy (PN) flagship, BRP Gregorio Del Pilar (FF-15), which ran aground off Hasa-Hasa (international name Half-Moon) Shoal, Palawan Wednesday.

This was stressed by PN flag-officer-in-command Vice Admiral Robert Empedrad in an interview with reporters Sunday.

He added that this will be only realized once the total extent of the damage is determined when the two privately-owned tugboats, which are expected to be on the scene by Monday, have arrived and managed to tow the frigate off the shoal.

"But sa ngayon (as for now) the ship is intact, the crew are (safe) and we are on top on the situation sa pagka-retrieve sa kanya (BRP Gregorio del Pilar)," Empedrad added.

Also, the PN chief said China, South Korea, and the US - along with the country's ASEAN neighbors - have all offered help in the ongoing recovery operations but the Philippines opted to go alone with the operations as waiting for them would take time. Initial reports indicated that the grounded frigate is recoverable.

BRP Sindangan (MRRV 4407) has arrived in the area 11 a.m. Friday and will be joined by the BRP Cabra (MRRV 4409) anytime soon to render any assistance needed to pluck out the grounded BRP Gregorio Del Pilar, especially if there is a need to remove non-essential personnel to lighten the ship.

BRP Nestor Reinoso (PG-380) is also on hand to provide help.

Earlier, military public affairs chief Col. Noel Detoyato said that two tugboats have left Batangas, one Thursday and one Friday, to help in the recovery operations. The BRP Gregorio Del Pilar is one of three Hamilton-class cutters acquired by the PN from the United States Coard Guard and converted into frigates.
