Austal is in talks with the Philippines Government for a contract to build six offshore patrol vessels for its navy.

Defence Secretary Delfin Lorenzana in a media interview published over the weekend said the navy would acquire the craft, which would be built at Austals Philippines shipyard.

Austal today said it had submitted a design based on the Cape class patrol boats it has built for the Australian Border Force and the Royal Australian Navy.

Itll be interesting to see how the final product will compare to the FBO requirement that was issued on the PNs behalf back in 2011.

This Request for Information (RFI) N00024-11-R-2217 is being issued in anticipation of a potential future procurement program for the Republic of the Philippines. The Naval Sea Systems Command is conducting market research to determine the existence of a general purpose Offshore Patrol Vessel (OPV) possessing the characteristics listed below.

The vessel must be new construction, but derived from a proven hull design previously built by the contractor. Existing vessels or conversion vessels will not be considered. The vessel would be procured under a Foreign Military Sales (FMS) Case and would operate within tropical waters in Southeast Asia.

The Philippine Navy is potentially interested in having this vessel built in the Philippines, which would require the prime contractor to use a shipyard in the Philippines as a subcontractor for vessel construction.

As such, it is requested that each response address whether this would be a viable option.

All information, data, and drawings submitted in response to this announcement will be considered "open source" and available for unlimited public distribution. The Naval Sea Systems Command will be forwarding all information, data, and drawings submitted in response to this announcement to the Government of the Philippines. As such, all information must be received without restrictive markings. Do not submit proprietary data with the information provided.

Concept of use and support includes; performing ISO and TDO missions, conducting fleet-marine operations, conducting naval gunfire support, supporting joint operations with Philippine Army and Air Force, conducting contingency operations and conducting humanitarian assistance and relief operations.

The OPV shall be American Bureau of Shipbuilding (ABS) classified.

Specific Characteristics are as follows:

a. Overall Length: At least 80 meters (NTE 10%)

b. Beam: At least 10.5 meters (NTE 10%)

c. Displacement (full load): At least 1000 tons (NTE 10%)

d. Steel Construction with deep “V” shape

e. Operating Environment: Operate up to Sea State 6 and survive up to Sea State 7

f. Speed at full load displacement – No less than 14 knots Cruising Speed and no Less than 20 knots Maximum Continuous Speed

g. Range - Not less than 3500 nautical miles at cruising speed

h. Service life – 30 years

i. Crew size:

• Total 75

o 1 Flag rank

o 14 Officers (to include men and women)

o 57 crew (to include men and women) and 3 civilians

j. The ship shall have a helicopter deck aft capable of handling one seven ton helicopter for day and night time operations equipped with:

• Fully functioning control room

• Refueling capability

• Starting utilities and basic maintenance capability

• Stowage for spare rotor blades/parts

k. The ship will be equipped with two 11 meter Rigid Hull Inflatable Boats (RIBs) capable of being quickly launched from a stern ramp

l. The ship weapons systems shall comprise the following with appropriate ammunition storage for:

• One stabilized 76 mm Otto Melara rapid fire primary gun

• One stabilized 25 mm secondary gun

• Two 50 cal machine guns mounted P/S

• Gunfire control system with sensors for surface/air search radar and an Electro/Optical fire control system

m. Propulsion System shall be two main diesel engines with fixed pitch propellers

n. Habitability shall include spaces for:

• CIC room

• Helicopter control room

• Pantry

• Ward Room

• Two mess halls

• Fitness room

• Laundry room

• Sick bay

• Ship’s office

• DC room and DC locker

• Ammo storage room

• Armory

• Brig

• Appropriate numbers of heads for female officers, crew and passengers


The ship shall have the appropriate auxiliary machinery to comply with SOLAS requirements to include:

• Two 550 KVA/60HZ, three phase, diesel generators capable of parallel operation

• One 400 KVA/60HZ ,three phase, diesel emergency generator

• Ship distribution system is single phase, 220VAC, 60 HZ

• Fire fighting systems with smoke and heat detectors, sprinkler systems, fire stations and CO2

• Air conditioning capable of cooling to 24 deg Celsius all living compartments. The vessel shall be operating within south east Asian waters

• 300 KVA bow thruster

• Oily water separator

• Fresh water generator

• Sewage treatment plant

• Main and emergency fire pumps

• One two ton deck crane

• Refrigerator and freezer capacity for thirty days


The ship shall be equipped with a comprehensive communications and navigation suite consisting of:

• Public Address System

• Automatic telephone/intercom system

• Sound powered telephone system

• CCTV System

• Two MF/HF SSB 150 watt transceivers with data communications

• Two marine band VHF radios

• One VHF/AM Air Band Radio

• Two VHF/FM low band radios (tactical)

• Two tactical multi band radios

• Two portable tactical multi band radios

• Two UFH radios

• Six VHF/FM band hand held radios

• Satellite Communications Phone system


• One ECDIS System

• One X-Band 255KW with ARPA and AIS Capability

• One S-Band 255KW with ARPA and AIS Capability

• Navigational radars and DGPS

• Fathometer

• Gyrocompass , repeaters, magnetic compass, and autopilot

• Anemometers, barometers, speed log, weather fax, etc,


Combat system sensors are to include the following:   

• Surveillance and acquisition radar capable of 3D surveillance and acquisition radar that meet OPV requirements for combat surface and air defense search

• IFF ability to differentiate and friendly units from unknowns

• Radar fire control system to provide data to 76mm gun and 25mm gun systems trained at the same target

• Electro Optical Fire Control System for the 76mm and 25mm gun systems

• Electronic Support measures for the passive listening capability for selected radar laser and infrared warning devices and communications signals from land, air and sea with the OPV battle space

r. Ship should have space available for the future growth for SAM, SSM and ECM as well as towed array sonar equipment


The builder shall provide two months of training for the operation and maintenance of ship systems and preventive and organizational level maintenance prior to ship delivery and after acceptance for fifteen personnel.

t. A warranty engineer representative shall be provided for one year after delivery and completion of crew training.

u. The vessel shall be provided with and carry on-board spares for both the ship and RIBs. Five years on shore spares shall also be provided.

It is anticipated that multiple vessels may be procured, with the total quantity to be delivered FOB origin. The quantity of boats is subject to change.

WHAT TO SUBMIT: Interested sources are encouraged to submit a single compact disc (CD) containing the following:

1. A cover letter containing the following:

(a) The name and address of the contractor and where such tugs would be built;

(b) Point of contact including name, title, phone, and email addresses;

(c) Whether the business is currently classified as a Large, Small, Small Disadvantaged, 8(a) and/or Woman Owned company, Hub Zone small business, veteran owned small business, or service disabled veteran owned small business; and,

(d) a statement allowing release of all provided information to the Government of the Republic of the Philippines, (

e) a statement on whether or not it is a viable option to build the vessel(s) in the Philippines.;

2. A summary specification that describes the OPV offered that meets the above listed requirements (All offered OPV characteristics should be identified for chart comparison);

3. General Arrangements and Outboard Profile drawing;

4. A resume describing their company’s recent relevant business experience and their approach in meeting the requirements stated above, including approach to meeting proposed delivery schedules;

5. Estimated total construction time from start of construction to delivery

6. Estimated vessel price

Sir, I think the 2011 requirement is more preferable since it will be provided with space for future up-arming (SAM, SSM, ECM etc.), I am not sure if it is the same case with the OPV (modified Cape Class) Austal going to build....IMO, Protector Class type OPV would have been better option but I guess it will cost more...and unlike Austal, Tenix do not have shipyard in the Philippines (if I am not mistaken) which Philippines would be able to benefit technology-wise and economic-wise as these OPV's shall be built in the Philippines.

ADAS 2018: Austal on track with Philippine expansion | Janes - 26 September 2018
Speaking at the Asian Defence and Security (ADAS) 2018 exhibition in Manila, a company official told Janes that Austal is currently increasing the size of its existing ship-building facility in Balamban, in the central island province of Cebu, and aims to double its local workforce at the site.

Work on expanding the ship-building facility is expected to be complete by early 2019 and within another year Austal expects to employ up to 1,000 people at the yard.

Initial work to be undertaken at the Cebu facility will support Austals commercial ship-building projects but the yard will also be a focal point for the companys proposed programme to supply the OPVs to the PN.

It looks like it will be having 76mm naval gun, I hope there will be provisions for space for possible up-arming (i.e. missile systems, CIWS, etc.)

Australian shipbuilder Austal has unveiled its proposal for the Philippine Navy's Offshore Patrol Vessel (OPV) Acquisition Project.

The country has a requirement for an initial batch of six ships, and an acquisition sum of PHP30 billion (USD577 million) was approved by Philippine President Rodrigo Duterte in June 2018.

Negotiations for a government-to-government contract are in progress, with Canberra looking at the possibility of funding the procurement via Export Finance Australia, said an Austal representative who spoke to Jane's at Pacific 2019.

According to information provided by Austal, its proposal, which derives its design from the Cape-class patrol vessel, has an overall length of 83.4 m, an overall moulded beam of 13.3 m, and a hull draft of 4 m. To augment its interdiction capabilities, the OPV can embark up to two 7 m rigid-hull inflatable boats via davits located on the port and starboard sides.

Powered by two Caterpillar C280-16 engines driving two fixed-pitch propellers via two Reintjes LAF 5465 SISO gearboxes, the OPV can reach a top speed of 22 kt at 85% of maximum continuous rating (MCR) and attain ranges in excess of 3,500 n miles at 12 kt.
