Turkey’s STM bids for Brazilian Navy’s corvette project

Turkey’s Defence Technologies Engineering and Trade Co (Savunma Teknolojileri Mühendislik ve Ticaret (STM)) has signed a memorandum of understanding (MOU) with Brazil’s BrasFELS shipyard to bid on the Brazilian Navy's Tamandaré-class corvette (CCT) programme, STM tweeted on 15 June.

The project involves the construction of four corvettes in Brazil, with all vessels being built at the BrasFELS shipyard.

GRSE unveils design proposal for Brazilian corvette programme

The Kolkata-based shipyard has teamed with Israel’s Elbit Systems Ltd for the supply of combat systems and local firm Sinergy Group Corporate (which owns EISA shipyard) to form a consortium for the four-ship Tamandaré project, which has an estimated budget of USD1.6 billion.

GRSE’s offering is a variant of the modified Kamorta-class (Project 28) corvette design previously proposed for the Philippine Navy frigate project. The baseline version is in service with the Indian Navy.

Ukrainian state firm Ukrinmash details design bid for Brazilian corvette competition | Janes - stanbul - Jane's Navy International

Ukrainian state-owned company Ukrinmash, part of the Ukroboronprom conglomerate, is proposing a version of its Project 58250 corvette for the Brazilian Navy’s Tamandaré-class corvette acquisition programme.

The Brazilian bid, known as the Project 58300 ‘Amazonas’ corvette, is a version of the baseline Ukrainian Project 58280 design by the Nikolayev (Mykolaiv)-based State Research Design Shipbuilding Centre, tailored to meet Brazilian requirements.

Ukrinmash has teamed with Brazilian state-owned shipyard Arsenal de Marinha do Rio de Janeiro (AMRJ) in its attempt to win the four-ship Tamandaré-class project, which has a current budget of BRL2 billion (USD518.5 million).

Brazil narrows corvette choices | Janes - 19 October 2018

Four general-purpose Tamandaré-class corvettes will initially be acquired by the navy's programme management directorate, which has down-selected four teams from the nine bids that it received in June 2018.

These are Águas Azuis, formed of Embraer and TKMS; a Damen-Saab Tamandaré team; FLV from Fincantieri and Vard; and Villegagnon, comprising Naval Group and Enseada.

Brazil’s oil revenue is set to fuel multibillion-dollar warship program | Defense news

Directing 2 percent of royalties from offshore drilling to the military has been a national policy for some time, but previous governments have never fully applied it, according to Eric Berthelot, who heads the Brazilian subsidiary of French shipbuilder Naval Group. Officials under outgoing president Michel Temer first moved to tap the oil fund and have so far forwarded roughly $650 million to state-owned Emgepron to manage new naval projects like the $1.5 billion Tamandaré frigate program.

The government of President-elect Jair Bolsonaro, a far-right politician who will take office in January, is expected to further implement the policy, according to several industry officials in Europe. They said Brazil’s ability to pay for the program will be closely watched as the Bolsonaro government makes its first moves next year.

Naval Group is competing against Germany’s ThyssenKrupp Marine Systems, Dutch shipbuilder Damen and Italy’s Fincantieri. The Brazilian Navy and the four bidders are in the final stages of coordination before the proposals are due on March 8. The Navy is expected to pick a winner later that month, though it is possible officials will await the LAAD defense expo here in early April to announce results.

The Tamandaré program is for four ships and an initial eight-year maintenance package. The warships are meant to help protect Brazil's resource-rich waters up and down its vast coastline, dubbed the Blue Amazon.

Brazil selects Germany’s MEKO design for new Tamandaré corvettes | March 29, 2019

The consortium, formed by thyssenkrupp Marine Systems, Embraer Defense & Security and Atech, will build a total of four ships under the program which will cost up to USD1.6 billion.

The winning consortium proposed the German MEKO A100 design for the corvettes which are set to carry MBDA’s SeaCeptor air defense missile system.

With thyssenkrupp Marine Systems at the helm, the Águas Azuis consortium will now form a SPC (Specific Purpose Company) for the implementation phase of the program. The ships will be built under a transfer of technology agreement.

Oceana Shipyard will act as the ship builder, as well as transfer of technology (ToT) receiver related to the project. The shipyard is part of CBO Group and is located in Itajaí, Santa Catarina State.

Atech, an Embraer Group company, will be the supplier of the combat management system and the integrated platform management system in cooperation with Germany’s ATLAS ELEKTRONIK, and L3 MAPPS. Embraer Defense & Security will be responsible for integrating sensors and weaponry into the combat system.

According to Brazilian Navy specifications, the corvettes will measure 107,2 meters in length and will displace 3,455 tons.

The contract between Brazilian state-owned company Empresa Gerencial de Projetos Navais (EMGEPRON) and Águas Azuis will cover the transfer of technology (ToT), integrated logistics support (ILS), and offsets contracts and is expected to be signed before the end of 2019.

Worth an estimated BRL6.4 billion (USD1.6 billion), the corvette project is part of the service’s strategic construction of the Naval Power Core programme, which also includes the development and acquisition of submarines, frigates, a logistics support ship, patrol ships, and aircraft carriers.

Águas Azuis, which is formed by ThyssenKrupp Marine Systems (TKMS) and Brazilian firms Embraer Defesa & Segurança and Atech Negócios em Tecnologias, was selected to supply the Brazilian Navy with four Tamandaré-class ships on 28 March, after best-and-final offers (BAFOs) were submitted by four consortiums on 8 March. The navy had issued the request for proposals in December 2017.

Brazil seeks to commission Tamandaré (V35), Jerônimo de Albuquerque (V36), Cunha Moreira (V37) and Mariz e Barros (V38) between 2024 and 2028.

TKMS, Embraer, Atech awarded contract to build Brazilian Tamandaré frigates

The main and offset contracts, worth about BRL9.1 billion (USD2 billion), were signed on 5 March at the state-controlled Arsenal de Marinha do Rio de Janeiro (AMRJ) shipyard in Rio de Janeiro.

The contract award marks the official start of ship construction programme. The four frigates - Tamandaré , Jerônimo de Albuquerque , Cunha Moreira , and Mariz e Barros - will be built by Brazilian shipbuilder Estaleiro Oceana in Itajaí, Santa Catarina. Under the contract terms the ships are expected to be commissioned between 2025 and 2028.

The frigates, which will be based on TKMS's MEKO A-100 design, are being acquired under the navy's Construction of the Naval Power Core strategic programme. The procurement effort is the Brazilian Navy's second acquisition priority, after the Submarines Development Programme (PROSUB).
