Panay-Guimaras-Negros bridge proponents visit Iloilo

ILOILO CITY -- A team composed of around 10 engineers from China visited Iloilo City Hall and presented the plan for the proposed Panay-Guimaras-Negros bridge last week.

Iloilo City Mayor Jose Espinosa III, in a follow up interview Wednesday, did not disclose the names of the engineers and the firm they represent but he said they belong to the group of contractors who worked on the 55-kilometer Hong Kong to Macau Bridge.

“It will be a grant-in-aid project and the government will not be spending any amount on it,” he said in an interview.

They plan to place the project either in Loboc in Iloilo City’s Lapuz district and Leganes but opted to choose the latter. The mayor was informed that the project might obstruct the International Port in Loboc.

The 16-kilometer bridge project will stretch from Iloilo to Negros Occidental. From Iloilo to Guimaras, the bridge covers some four kilometers while 12 kilometers from Guimaras to Negros Occidental. The team also plans to extend the bridge up to Cebu, which is only eight kilometers.

“They (engineers) are now constructing two bridges in Manila,” he said.

Apart from the bridge connecting the Western Visayas islands, the same team will also be constructing a bridge from Batangas to Mindoro.

The mayor added while the project is yet to undergo a feasibility study, he is optimistic that it will be realized.

“If that happens, there will come a time that from Iloilo will just have to drive our vehicle in going to these places. Mindoro to Batangas is about eight to 10 kilometers and they said they are capable of doing that,” he added.

The conduct of feasibility studies for government’s priority bridge projects was part of the agreements signed between the Philippines and China during the recent state visit of Chinese President Xi Jinping.

The Infrastructure Cooperation Program between the Philippines and China would encourage enterprises in both countries to participate in key infrastructure projects involving railway, transportation, telecommunications and roads and bridges in the Philippines.

For bridge projects, the agreement seeks for the conduct of feasibility studies for priority projects to include the Panay-Guimaras-Negros Island bridge and the Negros-Cebu link bridge. (PNA)

THE proposed Panay-Guimaras-Negros bridge project is seen to start construction in 2020.

Guimaras Governor Samuel Gumarin said he recently attended a consultation meeting on the bridge with representatives from the Department of Public Works and Highways (DPWH).

Gumarin said private sector representatives will be invited to the planning sessions, especially operators of motorized bancas between Iloilo and Guimaras.

The provincial government of Guimaras anticipates that motorized banca operators will be affected when the bridge pushes through, Gumarin said.

There are also concerns raised by an association of teachers, stating that the bridge will get in the way with the “preservation of culture” of the island province.

The bridge will soon undergo a feasibility study.

A group of engineers from China already presented their plans for the bridge to Iloilo City Mayor Jose Esponosa III.

BACOLOD CITY -- The Provincial Development Council (PDC) of Negros Occidental has endorsed the conduct of a feasibility study for the Panay-Guimaras-Negros Island Bridges Project.

This was confirmed on Saturday by Provincial Planning and Development Officer Ma. Lina Sanogal, who also sits as PDC secretary, following the council’s second-quarter meeting held at the Capitol Social Hall on Friday.

The resolution was endorsed by the PDC to the Provincial Board and the Regional Development Council 6 (Western Visayas) for appropriate action.

“The Panay-Guimaras-Negros Island Bridges Project will connect Panay, Guimaras and Negros Island and provide an efficient thoroughfare system for Western Visayas, and to pursue the project, a feasibility study shall be conducted to assess the project’s economic and technical viabilities and other related factors crucial to the project’s completion,” it stated.

Moreover, the resolution said the project is in line with the development thrust of Negros Occidental province, particularly on infrastructure and economic development.

However, the PDC recommended that the feasibility study also consider other areas aside from the municipality of Pulupandan, as routes of the bridges project, such as the cities of Bago and Victorias, and the municipalities of EB Magalona and Valladolid.

During the meeting presided by Governor Alfredo Marañon Jr., together with Vice Governor Eugenio Jose Lacson, the project proposal was presented by engineer Severo Ruiz, officer-in-charge of the plans and designs division of the Department of Public Works and Highways (DPWH) 6.

The Proposed Panay-Guimaras-Negros Island Bridges Project is undergoing a feasibility study under CCC Highway Consultants Co., Ltd. of the People’s Republic of China.

The study, which began in November 2018, is expected to be completed by January 2020.

Based on the project profile, the two proposed bridges are the Panay-Guimaras Bridge, which will start in Leganes, Iloilo and will end in Buenavista, Guimaras, and the Guimaras-Negros Island Bridge, which will start and end in San Lorenzo, Guimaras and Pulupandan, Negros Occidental, respectively.

As part of the preparation for the construction, some road sections in Guimaras Island have already been developed and paved, now known as the Guimaras Cross Island Roads. (PNA)

THE Iloilo Provincial Development Council (PDC) passed a resolution endorsing the Panay-Guimaras-Negros bridge to the National Government for funding and implementation.

The resolution was approved during the PDC meeting presided by Governor Arthur Defensor Jr. on September 23 at Casa Real de Iloilo.

Cabrias said the feasibility study, which is now being conducted by China Communications Construction Company Ltd., will be completed by January 2020.

"The feasibility study is now 95 percent near completion," he said.

The bridge will start in Barangay Gua-an, Leganes, Iloilo and will connect to Barangay Getulio, Buenavista, Guimaras. From Guimaras, it will connect to Barangay Tapong, Pulupandan, Negros Occidental. (PR)
