MANILA, Philippines – The administration of President Rodrigo Duterte has finally rolled out its first public-private partnership (PPP) venture: the operations, maintenance, and upgrade of 5 unbundled regional airports in Bacolod, Davao, Iloilo, Laguindingan, and Bohol.

In a newspaper notice on Tuesday, January 24, the Department of Transportation (DOTr) invited prospective bidders to participate in the auction of the following airport PPP projects: the P20.26-billion Bacolod-Silay Airport, the P30.40-billion Iloilo Airport, the P40.57-billion Davao Airport, the P14.62-billion Laguindingan Airport, and the P2.34-billion New Bohol (Panglao) Airport.

MANILA, Philippines (UPDATED) – The infrastructure unit of the Aboitiz group submitted a P148-billion unsolicited proposal to upgrade, expand, operate, and maintain 4 major Philippine regional airports over a 35-year concession period.

The 4 regional gateways – Iloilo International Airport, Bacolod-Silay Airport, Laguindingan Airport, and New Bohol International Airport in Panglao – are key entry points into the Visayas and northern Mindanao.

"Not only will none of the airports require any form of subsidy, the combined potential of the 4 regional gateways results in overall gains for both the government and the local economy," Sabin Aboitiz, president and chief executive officer of Aboitiz InfraCapital Incorporated, said in a statement on Wednesday, March 7.

The Iloilo and Bacolod airports have been operating for 10 years, while Laguindingan started operating in 2013 but has been operating above its capacity since its opening year.

Diokno said that they also plan to bid out the maintenance of Davao and Laguindingan airports this year and hopefully it will be completed in 2021.

"Davao Airport, we estimate that to be about P40.6 billion, and Laguindigan Airport another P14.6 billion," he said.

Diokno said that in 2018, Mindanao will receive at least P174 billion or 38 percent of the total infrastructure project funding in the entire Philippines.

With the opening of the new Laguindingan International Airport in 2012, Misamis Oriental, Philippines, it is expected to handle more air traffic, passengers and more cargo since it will serve as the main airport of Cagayan de Oro and Iligan cities in northern Mindanao, and a counterpart of the Davao International Airport in Southern Mindanao. Upon is completion,it will be the 4th international airport in Mindanao and will be the first international airport in Northern Mindanao.

The Laguindingan Int’l Airport is a flagship project of the Cagayan de Oro-Iligan Corridor Special Development Project, which covers both the cities of Iligan and Cagayan de Oro as well as five coastal towns in Lanao del Norte, the 24 towns of Misamis Oriental and its component city.
