5TH FW JOINS IN SANAY SIBAT; CGPAF PERFORMS TACTICAL DEMONSTRATION FLIGHT

The 5th Fighter Wing participated in "Sanay Sibat" exercise – the first in the last 23 years – from February 26 to 28, 2018 at Clark Air Base, Pampanga with a series of simulated combat missions.

Sanay Sibat is a live air defense exercise that provides avenue for fighter pilots to test their skills and combat readiness in various missions.

Pilots from the 7th Tactical Fighter Squadron "Bulldogs" and the 105th Fighter Training Squadrons "Blackjacks" flew a total of 61 hours in 29 sorties utilizing the FA-50PH and S-211 aircraft for the three-day exercise, which culminated with a tactical demonstration flight for the Commanding General of the Philippine Air Force, Lieutenant General Galileo Gerard R Kintanar Jr AFP, aboard the FA-50PH Fighting Eagle.

Participants of the exercise are organized into two: red defensive forces and blue offensive forces with the 580th Aircraft Control and Warning Wing and Philippine Air Defense Control Center as controlling agencies.

For this year’s iteration, the 7th TFS Fighting Eagles acted as the blue force while the 105th FTS S-211 provided assets for the notional "red country."

A total of five scenarios were conducted for the three-day exercise involving Suppression of Enemy Air Defense, Tactical Air Intercept, and Combat Air Patrol missions.

At the end of the exercise, Lieutenant General Kintanar performed a tactical demonstration flight aboard the FA-50PH and broke the sound barrier at 40,000ft. Surface Attack and Air-to-Air Tactics were also flown to demonstrate the capabilities of the FA-50PH.

“The exercise was successful and an eye-opener...We were able to identify capability gaps that we can build on. We will continuing to conduct this exercise to enhance and strengthen our air defense competencies towards the future" said the Wing Commander, Colonel Fabian M Pedregosa PAF (GSC).

Sanay Sibat is akin to the Pacific Air Forces-sponsored Cope Thunder initiated in 1976 at Clark Air Base. The goal of Cope Thunder aimed at providing each pilots with vital missions (typically first eight to ten missions), increasing their chances of survival in combat environments. Cope Thunder was transferred to Eielson Air Force Base in Alaska after the Mount Pinatubo eruption and later re-named Red-Flag Alaska. With the withdrawal of the US Forces in Clark and the transfer of Cope Thunder, the PAF organized exercise Sanay Sibat. The exercise was last held in 1995 with the F-5 Freedom Fighters and the AS-211 aircraft.

Philippine Air Force S-211 (Bulldog 424) executing air combat manuever offensive tactics against the flight lead of the 2 A-10s (Pilsung) during an ACM/BFM Balikatan exercise in the Philippines. The first encounter between an S-211 and 2 a-10s for the joint training exercise. A-10s wingman deployed counter measures first upon engagement by the S-211 and flight lead deployed counter measures also when he sees that he was the real target. S-211 executing a 5.8gs high yo-yo after attacking the lead aircraft then transitioned into a bandit's choice tactics to prevent a possible shot from A-10s wing man and finished off the attack on the wing man after neutralizing the lead aircraft.

Sanay Sibat goes a long way back. Its an ADEX that aims to review what capabilities we have in stock and the short falls we have to fill in. Notionally pitting our Forces against perceived threats. It goes a long way back since before Clark became an amusement park. So basically it aims to amwer the question of what we have and what we dont so we know what to get.

The Philippine Air Force’s brand-new supersonic fighters will be taking part in this year’s “Balikatan” military training exercise with the United States.

PAF spokesperson Col. Enrico Canaya said the two recently acquired FA-50 lead-in fighter jets from South Korea would be put through aerial maneuvers during the bilateral exercise in April.

The jets will be put through varied maneuvers, ranging from air intercepts to air combat maneuvers and the pilots will be taught interdiction and close-air support by the Americans.

This is the first time the FA-50 jets will be taking part in a military exercise with the US military since their acquisition in November 2015.

In years past, the PAF flew its subsonic SIAI-Marchetti S-211 jet trainers, Rockwell OV-10 Bronco attack aircraft, UH-IH “Huey” combat utility helicopters and its MG-520 attack helicopters in exercises with the United States.

The 2016 Balikatan starts on April 4 and will end on April 15. The Philippine military units taking part are the Western Command, Northern Luzon Command and Southern Luzon Command.

Training will be held at various military camps such as Crow Valley, Fort Magsaysay, Clark Field, Subic Bay, Palawan and Panay.

Canaya said the United States will deploy its Hawker Hunter jets, A-10 Thunderbolt II fighters and other aircraft, while the PAF will also deploy its S-211 jet trainers.

The training will begin with classroom instruction in the first few days before the actual exercises in northern Luzon.

“They will also do the theoretical aspect and practical exercises… they will exchange experiences,” Canaya said.

Why the Revival of the Philippines’ Air Force Exercise Matters
Manila is restarting drills that had been discontinued for nearly a quarter-century.

Late last month, the Philippine Air Force (PAF) revived an air defense exercise that had been discontinued for over 20 years. Though the development is just one of a series of activities within the context of the PAF and the Philippine military more generally, its significance bears noting from both a historical and a contemporary perspective.

An example in this respect at the domestic level is the recent revival of an old air defense exercise. The PAF had begun organizing air defense exercise Sanay Sibat back in the 1990s following the withdrawal of U.S. forces at Clark Air Base and the transfer of exercise Cope Thunder, an exercise sponsored by the Pacific Air Forces, to Eielson Air Force Base in Alaska. But following the last iteration of the exercise in 1995, with F-5 Freedom Fighters and AS-211 aircraft, the exercises were discontinued.

Last month, nearly a quarter of a century later and with its own growing capabilities, the PAF finally moved forward with the revival of this old air defense training exercise. The three-day drills for Sanay Sibat were held over Central Luzon from February 26 to 28, with Clark Air Base in Pampanga as the staging area of the exercise.

Five scenarios were conducted for the exercise, including suppression of enemy air defense, tactical air intercept, and combat air patrol missions. Pilots were grouped into two opposing forces, with the 580th Aircraft Control and Warning Wing and Philippine Air Defense Control Center as the controlling agencies, and flew a total of 61 hours in 29 sorties utilizing FA-50PH and S-211 aircraft.

The revival of the PAF’s air defense exercise was covered in several Philippine media outlets, which noted its significance from a historical perspective. Beyond the symbolism itself, Philippine defense officials also no doubt value the drills as an opportunity to sharpen their skills as well as to identify potential gaps that need to be filled, of which there are many.
