Gov't to create Philippine Railway Institute

The government is now in the initial stages of creating a Philippine Railway Institute which will serve as a training center for employees of public railways, the Department of Transportation (DOTr) said Monday.

"I'm talking with JICA (Japan International Cooperation Agency) right now to put up a Philippine Railway Institute," Transportation Secretary Arthur P. Tugade said before the Philippine Transport Forum in Pasig City.

According to Tugade, the government is looking at the Philippine Railway Institute as a training center for employees of public railways in the country.

MANILA — An initial batch of Philippine Railway Institute (PRI) personnel will be training in Japan this July, an official of the Department of Transportation (DOTr) said on Wednesday.

“The training which shall focus on railway operations and management will be done in batches,” DOTr Assistant Secretary for Communications Goddess Hope Libiran told the Philippine News Agency (PNA).

She said a total of 14 personnel from the project management office of the Metro Manila Subway Project will train for seven days at the Tokyo Metro Training Center at no cost to the government since it is fully funded by a grant from the Japanese government.
 
Further training sessions will be conducted on the following dates:

October 2019: 10 to 15 PRI personnel for seven days

April 2020: 10-15 personnel for seven days

June 2020: 10-15 personnel for seven days

September to December 2020: 30 personnel for three months

The trainings will be held as the DOTr prepares for the partial operations of the railway institute set in October this year.

Full operations of the PRI are scheduled in 2021 after completion of its 20,000-square meter building at a four-hectare site at the Metro Manila Subway depot in Valenzuela City.

In contrast, the Japanese contracts are mainly in the Metro Manila area or connect the capital and major economic locations, such as Laguna and the new city development at Clark. In addition, the staff of the Philippine Railway Institute have begun their training in Japan.

Kawabuchi also touted the proposed Philippine Railway Institute Building, a training center designed to promote a localized line-common knowledge, scheduled to be built in Valenzuela with a target completion date of March 2023. The center will feature a full-sized train simulator to provide on-hand training for future line operators.

The 2nd Refresher Training Course on Railway Operation and Maintenance for personnel of the Philippine Railway Institute (PRI) begins today, 25 November 2019.

Shown are the second batch of trainees, together with PRI-Project Management Office (PMO) training officers and Japanese experts training team. The course session will end on the 29th of this month.

The PRI, the country’s first ever railway training institution, is the primary policy-making, planning, implementing, regulating, and administrative agency on human resource development in the Philippine railway sector.

The Refresher Training Course was first launched on 21 October 2019, with the aim of knowledge and capability enhancement of railway personnel.

MANILA, Philippines—President Rodrigo Duterte has ordered the creation of the Philippine Railways Institute (PRI) which will serve as the research and training center for employees of public railways.

In his Executive Order No. 96 dated Nov. 21, Duterte established the PRI under the Department of Transportation as the “planning, implementing and regulatory agency for human resources development in the railways’ sector.”

The Department of Transportation (DOTr) will be conducting a public consultation on the Implementing Rules and Regulations (IRR) of the recently signed Executive Order (EO) No. 96, which establishes the Philippine Railways Institute (PRI) under the administrative supervision of the DOTr.

Within this month, consultation meetings with the railway operators, academe, and other relevant government agencies will be held, before the submission of the draft IRR on 20 January 2020.

Tugade said Japan, through JICA, is also donating by way of grant around 30 units of simulators to be used for the Philippine Railways Institute (PRI).

The PRI will serve as the research and training center for employees of the railways sector.

The Philippine Railway Institute (PRI) of the Department of Transportation (DOTr), has gained FULL SUPPORT from the Commission on Higher Education (CHED)

In a statement, CHED conveyed its commitment to provide incentives for continuing education of the personnel that will run the railway sector and develop university-university linkages in railway research and development.

Likewise, CHED Chairman J. Prospero De Vera III expressed his gratitude and lauded the firm resolve of Secretary Tugade to put PRI in place, to further develop the capabilities of the railway personnel.

"CHED would like to thank DOTr Secretary Art Tugade for his leadership in establishing the PRI and for inviting CHED to be part of this initiative to develop the manpower needed in running our railway system. More importantly, the Comission lauds the initiative of Secretary Tugade in expanding the scope of PRI's work to include research and development, so that top Philippine universities can link with Japanese universities to do researches that will address problems in railway development," Chairman De Vera said.

Envisioned to complement the massive railway network that is being built under the Duterte Administration’s "Build, Build, Build" Program, the PRI is being established as the planning, implementing and regulatory agency for human resources development in the railways sector.

Today, the Philippine Railways Institute (PRI) conducted the 3rd Online Graduation for the awarding of certificates to the 76 successful trainees who completed the Refresher Training (RT) Course, and passed the Comprehensive Examination on Passenger Management, Fare and Ticketing Management, Commercial Train Driving and Railway Maintenance.
 
The 5-day RT Course is designed for existing operations and maintenance (O&M) personnel with more than six (6) months of working experience in various railway operators.
 
The course has already produced fifteen (15) batches of trainees since its commencement last October 2019, and is slated to be conducted until 2022.
 
During the event, on behalf of Department of Transportation (DOTr) Secretary Arthur P. Tugade, Undersecretary for Finance Garry V. De Guzman gave an keynote speech to the graduates, wherein he honored them for completing the course, and instilled into them that the learnings and skills they have acquired from the PRI, shall be put in good use, for the benefit of the country, and ultimately, the Filipino people.
 
"I hope that you will use what you have learned in PRI to serve the people, and to serve our country well," Usec. De Guzman stressed.
 
For her part, PRI Executive Director Undersecretary Anneli R. Lontoc reiterated the very essence of the certificates which were awarded to the trainees, and how these can pave way in making them more competent and highly capable in playing a major role in the country's railway sector.
 
"We hope that with these certificates, you were able to gain a wider perspective of the work that we all, in DOTr, need to do, in providing safe, reliable, and efficient railway transportation system. Our aspiration is that, with these certificates, you are armed to play a major role in the running of a sustainable operation and maintenance of the improved railway network of the country as enunciated by Secretary Tugade in the first online graduation ceremony," Usec. Lontoc said.
 
Meanwhile, top-notchers from the different batches of graduates gave their reflections on the training, as well as messages of inspiration and gratitude.
 
Moreover, Japan International Cooperation Agency (JICA) Expert Team Project Manager Takayuki Hagiwara, along with other members of team, also extended their felicitations to the graduates.
 
To close the program, DOTr Assistant Secretary for Project Implementation - Mindanao Projects Eymard D. Eje, delivered the closing remarks, wherein he underscored that the only constant in the world is 'change,' which is why, learning and studying must never stop. He also implored that mistakes should be treated as stepping stones to improve and make further progress.
 
"Time changes, we must cope up with these. Do not stop learning. Do not stop studying, because the things we know today, may become obsolete tomorrow. But, do not be disheartened when you commit errors—it's human nature. But make sure you learn from it. Whatever mistake you committed yesterday, make it a stepping stone today, for you to improve tomorrow...," Asec. Eje said.
 
The PRI, established through Executive Order No. 96, series 2019 is the country’s first-ever railway training institution. Under the administrative supervision of the DOTR, it is the primary planning, implementing, regulating, and administrative agency on human resource development in the Philippine railway sector.
 
Moreover, the PRI is envisioned to complement current and future railway infrastructure development under President Rodrigo Roa Duterte’s massive "Build, Build, Build" Program.
