DAVAO CITY (MindaNews/13 February) – Phase 1 of the 1,550-kilometer Mindanao Railway Project is moving slow with only three years to accomplish it before President Rodrigo Duterte’s term ends in 2022, Mindanao Development Authority (MinDA) Secretary Abul Khayr Alonto said in an interview on Tuesday.

“I am not happy. Why should I be happy when it’s not moving. It’s too slow. Time is not ours. This is a borrowed time.  We are only talking about more than three years, so we have to move fast,” Alonto said.

He said he asked the President to let his agency implement the railway project instead of the Department of Transportation (DOTr) because “they are too busy in Manila” and “MinDA speaks for Mindanao and MinDA knows what Mindanao wants, not what Manila wants.”

He said it is now the call of the President if he would grant their wish to become the lead implementing agency of the project.

“If we are honest-to-goodness in helping Mindanao, what we are asking Manila is to allow us to grow and develop,” he added.

No Chinese ODA has been firmed up for Mindanao Railway

DAVAO CITY (MindaNews / 28 Nov) – The government has yet to firm up agreements with the Chinese government for the official development assistance (ODA) of the first Tagum City-Davao City-Digos City segment of the Mindanao Railway Project three months before its target groundbreaking set on February 2019.

Finance Secretary Carlos G Dominguez, said during a press conference Wednesday during the Sulong Pilipinas 2018 at the SMX Convention Center Davao, that only around 20 percent of the budget for the first segment of the Mindanao Railway Project will come from domestic funds while the rest will come from the Chinese government with “possible participation for financing from multilateral agencies operating in this area.”

He said the government will also consult Asian Development Bank and Asian Infrastructure Investment Bank for funding of the first segment.

DAVAO CITY — Construction of the Mindanao Railway System (MRS) has been moved to the fourth quarter this year as the government reviews the alignment in Davao City following resistance from affected homeowners.

In August last year, Project Manager Patricia Melizza B. Ruivivar — after presenting the plan to the Davao City council — said the first phase of the MRS, covering the 102-kilometer Tagum-Davao-Digos (TDD) segment, was targeted to start by Jan. 2019.

Transport Secretary Arthur P. Tugade, in a press conference here Friday for the Tsuper Iskolar scholarship program launch, said that his department has already finalized the alignment and the downloading of funds for right-of-way acquisition, but residents of a gated subdivision in the city have appealed for reconsideration.

In February this year, members of the Monteritz Classic Estates Homeowners Association Inc. (MCEHAI) asked the Department of Transportation (DoTr) to review the railway’s alignment, particularly the viaduct that would hit their area with 40 homeowners and 67 lot owners affected.

Also in February, the South Pacific Golf and Leisure Estates Homeowners Association appealed for reconsideration. No house in the high-end subdivision will be directly hit by the train track, but it will traverse the 18-hole golf course, including its newly built clubhouse, which cost P550 million.

Eymard D. Eje, Department of Transportation assistant secretary for Project Implementation-Mindanao Cluster, said his office has been working to resolve the issues, emphasizing that the new transport system is being planned to cause the least public disturbance.

Despite the delay, the Transport chief said the department is intent on having the railway at least partially operational by 2022.

THE Department of Transportation (DoTr) said costs were adjusted upward for the Mindanao Railway Project Phase 1 due to the need to traverse rolling terrain, while the rail line was downgraded to single track and non-electric to speed up implementation.

Transportation Undersecretary for Railways Timothy John R. Batan told reporters Tuesday that the approved project cost more than doubled to P82.9 billion from P35.9 billion previously because earlier studies had assumed that the rail line would cross flat terrain.

“Feasibility study from 2015 to 2017 assumed (the route to be) flat. But if you look at the alignment of Tagum-Davao-Digos, it’s not flat, it’s rolling… we need some infrastructure adjustments, some civil works adjustments such as elevated viaducts and deep cuts, which is the primary driver of our increase in cost,” he said.

With the approval from NEDA, the DoTr now hopes to sign the loan agreement for the Tagum-Davao-Digos segment with the government of China within the first half of next year. Construction is also eyed to begin in parallel with the loan signing.

The more expensive initial phase of the massive Mindanao Railway Project running through the Davao Region would be funded by the Philippines as no agreement has been reached yet with China for funding despite the Duterte administration’s tight embrace of the Asian behemoth as a friend.

In a statement on Monday (July 15), the National Economic and Development Authority (Neda) said the Interagency Coordinating Committee-Cabinet Committee (ICC-Cabcom) last week approved a proposal to more than double the projected cost of the Mindanao Railway Project Phase 1 (Tagum-Davao-Digos) segment to P82.9 billion.

China still keen on financing Mindanao Railway

MANILA, Philippines — China is still intent on financing the first segment of the Mindanao Railway Project that will cut through the cities of Tagum, Davao and Digos in Mindanao, according to the National Economic and Development Authority (NEDA).

In a recent interview, Socioeconomic Planning Secretary and NEDA chief Ernesto Pernia said the progress on several infrastructure projects up for financing may be taken up during President Duterte’s visit in China this month.

“It’s scheduled for China (financing), as of now, the first segment,” he told reporters.

The Investment Coordination Committee-Cabinet Committee of NEDA approved last month the increase in project cost for the Mindanao Railway Project Phase 1-Tagum-Davao-Digos Segment (MRP-TDD) to P82.9 billion from the previously approved project cost of P35.9 billion in 2017.

DAVAO CITY (MindaNews/19 July) – Local business leaders welcomed the decision to build an P82.9-billion modern dual track, electricity-run railway instead of a P35.9-billion single track, diesel-run one for the first phase of the 1,550-kilometer Mindanao Railway Project.

The design was approved during the National Economic and Development Authority-Board’s Investment Coordination Committee-Cabinet Committee deliberation on July 10, 2019.

Arturo Milan, president of Davao City Chamber of Commerce and Industry Inc. welcomed the board’s approval of the change in scope and budget for the 102-km railway project that will stretch from Tagum City in Davao del Norte to Davao City, and then to Digos City.

Phase 1 would have eight stations, namely: Tagum; Carmen; Panabo; Mudiang in Bunawan, Davao City; Davao Terminal; Toril; Sta. Cruz and Digos.

The approved changes in the project scope included changing from a single track to dual track railway; from diesel to electrified railway with 25 kV electrified overhead for the catenary system transmission of electrical energy to the trains wherein the wires are situated above the rails and 26 electrical multiple units; from 102-km. fully at-grade railway to 100 km railway with viaduct for the 26-km. elevated portion; and addition of the satellite depot in Davao City aside from main depot to be located in Tagum City.

According to the Department of Transportation (DOTr), the railway’s first segment will reduce travel time from Tagum to Digos from 3.5 hours to 1.3 hours once it starts operating in 2022.

It added the rail line will be built with a single track, with provisions for future tracks and electrification. It will have six five-car passenger trains with three spare cars, four locomotives and 15 freight cars.

Upon project completion, the DOTr expects the daily ridership of the Tagum-Davao-Digos segment to increase to 134,060 by 2022.

The DOTr projects the daily ridership to further increase to 237,023 by 2032 and 375,134 by 2042. (Antonio L. Colina IV/MindaNews)

MANILA, Philippines — Construction of the first segment of the country’s first train system outside Luzon, which will be financed through an official development assistance from China, is poised to commence by the first quarter of next year, with its contractor to be known before the year ends, according to the Department of Transportation (DOTr).

DOTr Assistant Secretary for railways and Mindanao projects Eymard Eje said bidding for the construction of the first phase of the Mindanao Railway Project is scheduled on November, with the project’s groundbreaking set by early next year.

China will provide a shortlist of three contractors for the project. The DOTr will then select which contractor will undertake the project through a limited competitive bidding.

Phase 1 of the Mindanao Railway Project is a 102-kilometer rail line that will link the Davao Region through Tagum, Davao City, and Digos.

DAVAO CITY (MindaNews/13 September) – The Department of Transportation (DOTr) will open for bidding phase 1 of the 1,550-kilometer Mindanao Railway Project in November 2019, Mindanao Development Authority (MinDA) secretary Emmanuel “Manny” Piñol announced early Friday.

Piñol made the announcement after his meeting with Transportation Assistant Secretary Eymard Eje on Thursday to discuss the progress of the delayed railway project.

Phase 1 will cover 102 kilometers connecting Tagum City, Davao City, and Digos City, and would have eight stations, namely: Tagum; Carmen; Panabo; Mudiang in Bunawan, Davao City; Davao Terminal; Toril; Sta. Cruz; and Digos.

The government had set aside P6 billion from the 2018 General Appropriations Act for the road right of way acquisition for properties along the railway path.

Piñol said the groundbreaking is expected to take place early next year.

Eje said that China, as the project’s main funder, is expected to nominate at least three of its state-run contractors to participate in the MRP-TDD’s bidding. He also said land acquisition for the line would affect some 1,900 landowners, representing a potential political risk to the project.


Eje identified potentially interested state-owned Chinese firms as China Railway International Group (CRIG) and China Civil Engineering Construction Corporation (CCECC).

CRIG is a subsidiary of the China Railway Group Ltd, a Fortune 500 global company, according to its website. China Railway’s core business is the construction of railway infrastructure, both at home and abroad.

CCECC has expanded from an international railway contractor to project contracting, civil engineering design and consulting, labor services cooperation, real estate and trading. It has projects underway in over 50 countries in Asia, Africa, America and Oceania.

Li Lin, China’s consul general in Mindanao’s Davao City, tipped China State Construction Engineering Corp (CSCEC) and China Communications Construction Company (CCCC) as also potentially interested in bidding on the project.

CSCEC constructed drug rehabilitation centers built and financed by the Chinese government in the Mindanao provinces of Sarangani and Agusan del Sur, Li said.

CCCC, which also specializes in building highways and railways, is conducting the feasibility studies for a bridge and expressway in Davao City, both donations of the Chinese government, Li noted.

CSCEC, which bid for but was not awarded the rehabilitation contract for war-torn Marawi City, and CCCC have already established representative offices in Davao City, the Chinese diplomat said.

Li said looking to Chinese firms as potential developers for the MRP-TDD is part of the “package of agreement” that comes with China’s loans and donations for infrastructure projects.

He was quick to add, however, that the Philippine government “could choose non-Chinese firms if it thinks they are better than Chinese companies.”

Li described the Mindanao railway “as one of the major cooperation projects between China and the Philippines” following President Xi’s state visit to Manila last November, an occasion that upgraded bilateral ties to “comprehensive, strategic cooperative relations,” according to Li.

DAVAO CITY (MindaNews / 5 Oct) – The Department of Transportation (DOTr) is undertaking a “catch-up plan” for the implementation of the first phase of the Mindanao Railway Project (MRP) amid the delays caused by the change in scope and cost of the project.

Patricia Melizza B. Ruivivar, MRP deputy manager, said in an interview on Friday that they cannot proceed with the bidding immediately because the project still needs to get the approval of the National Economic Development Authority-Investment Coordination Committee (NEDA-ICC).

The Phase 1 Tagum City-Davao City-Digos City (TDD) line needs another approval from NEDA-ICC brought about by the change in scope and cost of the project after DOTr changed it to two-track electricity-run railway instead of one-track and diesel-run locomotive.

Pending approval of the NEDA-ICC, she said the DOTr undertakes the catch-up plan, including geo-technical works from Davao City to Digos City. The Davao City-Tagum City portion has just been completed, she added.

Also, she said the 90-day parcellary survey on the affected properties affected has commenced in September 2018 and will be finished by next month.

Another preparation is the environmental survey which they expect to be completed by January 2019, so that the environmental compliance certificate will be released by February, she said.

The DOTr hopes to start the construction of Phase 1 by first quarter of next year.

“The timeline has not yet changed as far as I know. Catch up plan is being implemented the best we can,” she said.
