IT’S AN OLD IDEA — a Mindanao railway — dating as far back as the late 1930s after the Luzon rail was completed.

Then the Second World War came along and “it was put on the back burner,” National Economic and Development Authority-Davao Region Director Maria Lourdes D. Lim narrated, citing historical information based on government archives that are contained in the latest feasibility study for the Mindanao Railway System (MRS).

Rehabilitation of the Luzon rail was made a priority post-WWII and it wasn’t until 1957 that a train system for Mindanao, the country’s second biggest island after Luzon, was again considered.

A project study was undertaken by the Philippine National Railways (PNR), identifying a 1,570-kilometer (km.) track that would have required a P2.6-billion budget at that time.

It was probably the cost, but no one can say for sure now why the transport system was never pursued. It would remain shelved for more than three decades.

railway got back on the national government’s radar.

But more than two decades later, after numerous plans and studies under different administrations, the railway remained on the drawing board.

“In the past, we were never listened to; sometimes (the national government pretended listening but it was only lip service,” said Vicente T. Lao, chair of the Mindanao Business Council.

Ms. Lim explains that the way government works is that localities and regional agencies basically “compete” for funding and prioritization, particularly for big-ticket projects, and decisions are ultimately made at the national level with socioeconomic, technical as well as political considerations coming into play.

“It helped a lot when President Duterte won,” she said, referring to former Davao City mayor Rodrigo R. Duterte, the first from Mindanao to be elected president.

“And infrastructure investments are really a focus of this administration,” said NEDA-Davao Chief Economic Development Specialist Mario M. Realista.

64 major projects underway in 'golden age of infrastructure’

Metro Manila, Philippines---The Department of Transportation (DOTr) today said that the 102-km Mindanao Railway Project: Tagum-Davao-Digos (MRP-TDD) segment is expected to reduce travel time from Tagum City, Davao del Norte to Digos City, Davao del Sur from 3.5 hours to 1.3 hours once it starts operating in 2022.

The MRP-TDD segment is the first of the 3 segments of the Mindanao Railway Project. The design and construction of the Project will begin by 3rd quarter of next year and is expected to be completed by end of 2021.

“The P35.91 billion MRP-TDD will make travel time faster by two (2) hours, with frequency of trips of up to 6 trains per hour,” says DOTr Undersecretary for Rails, Cesar Chavez.

The MRP-TDD is expected to not only make travel faster, but also safer, more convenient and comfortable for passengers in the said corridor. It will have 8 stations, namely: Tagum; Carmen; Panabo; Mudiang; Davao Terminal; Toril; Sta. Cruz; and Digos. A 10-hectare depot will be built in Tagum.

The rail line will be built with a single track, with provisions for future tracks and electrification. It will have six 5-car passenger trains (Diesel Multiple Units) with 3 spare cars, 4 locomotives and 15 freight cars.

           

Upon project completion, the DOTr expects the daily ridership of the Tagum-Davao-Digos segment to increase to 134,060 by 2022. The Department projects the daily ridership to further increase to 237,023 by 2032 and 375,134 by 2042.

The first phase of the Mindanao Railway Project—a 105-kilometer line linking the provincial capital of Davao del Norte to the provincial capital of Davao del Sur—will get an initial P6.58 billion in funding next year, a member of the House appropriations committee said on Sunday.

Surigao del Sur Rep. Johnny Pimentel said the amount is among the items in the Rail Infrastructure Program of the Department of Transportation in the proposed 2018 national budget.

“There’s no question the railway will ease considerably the transfer of people and goods, and propel in a big way Mindanao’s overall social and economic development,” Pimentel said.

Phase 1 of the railway is expected to cut travel time between Tagum and Digos cities from 3.5 hours to 1.3 hours once the trains start operating in 2022, data from the DOTr showed. Itwill have eight stations: Tagum, Carmen, Panabo, Mudiang, Davao Terminal, Toril, Santa Cruz and Digos. A 10-hectare depot will also be put up in Tagum City.

“I hope that the train service will be capable of ferrying not just people but cargo as well as the island is an agriculture powerhouse producing, by last count, at least P500 billion worth of farm products a year,” he said.

Mindanao accounts for almost half of the country’s total corn output, around 83 percent of the total banana production, at least 61 percent of total harvested coconut, and around 90 percent of total pineapple yield.

The big-ticket infrastructure project has seen 4 Philippine presidents come and go. Under the country's first Mindanaoan president, its construction is approved.

This first phase of the 830-kilometer Mindanao Railway Project loop will be implemented by the Department of Transportation (DOTr) through local financing. This phase involves the establishment of a 102.28-kilometer commuter railway from Tagum City in Davao del Norte to Digos City in Davao del Sur.

"Between now and December, we are organizing the project management office. Former president Arroyo created it during her time for the Mindanao Railway and Davao and Cebu. We want to unbundle that and we are doing that right now," Chavez said.

He added that the government has readied the P6.5-billion budget for land acquisition and engineering for the Tagum-Davao-Digos segment.

"Now, we are doing the land acquisition. We need 340 hectares of property to cover the 103 kilometers. Mostly agricultural land. Substantially, it is clear how much this is. By 1st quarter of 2018, we will buy the land because the budget is [allocated] for next year," Chavez told reporters.

The railway project will connect key Mindanao cities including Davao, Zamboanga, Butuan, Surigao, Cagayan de Oro, Iligan, and General Santos.

Meanwhile, Transportation Secretary Arthur Tugade said the government is creating a Philippine Railway Institute, which will serve as a training center for staff of all public railways.

Tugade said his department is in talks with the Japan International Cooperation Agency (JICA) to put up the institute.

"We are now trying to formulate the curriculum as we are trying to formulate the structures that will be in that institute," Tugade told reporters.

Three committees of the House of Representatives on Wednesday approved a priority measure restructuring the Philippine National Railway System (PNRS).

In a joint hearing, House Committees on Government Enterprises, Legislative Franchise  and  Transportation endorsed for plenary approval a substitute bill creating of the Philippine National Railway Authority (PNRA).

Under the bill, the PNRA shall regulate all aspects of the operations of railway corporations, while its board of directors shall set the necessary routes, fares and standards on safety and security.

The bill also mandates the authority to establish three separate corporations—the Luzon Railway Corp., Visayas Railway Corp.  and Mindanao Railway Corp.—to operate railways  in Luzon, the Visayas and Mindanao. The corporations shall exist for a term of 50 years, and renewable for another 50.

The measure said the authorized capital stock of each corporation shall be P30 billion, while 20 percent, or P6 billion, shall be initially paid up and the balance shall be paid from a continuing annual appropriation of not less than P2 billion.

However, the bill said railway operators are required to secure a franchise from Congress.

China to fund railway project in southern Philippines

MANILA - The remaining phases of the railway project in the Philippines' southern island of Mindanao will be financed by a loan from China, according to the Department of Transportation.

Transportation Undersecretary Timothy John Batan said Phase 1 of the project is being funded through the government budget or the General Appropriations Act (GAA), reported The Philippine Star.

"Phase one is GAA, the rest is China," Batan said. He, however, did not disclose the cost of the next phases.

Phase 1 of the Mindanao railway project involves the 102.9-km Tagum-Davao-Digos Segment which costs 31.9 billion pesos (S$807.8 million).

The Tagum-Davao-Digos Segment is expected to reduce travel time from Tagum City, Davao del Norte to Digos City, Davao del Sur from 3.5 hours to 1.3 hours once it starts operating in 2022.

Design and construction of the project will begin by the third quarter of this year.

DAVAO CITY-Mindanao stands to benefit from the government’s massive “Build, Build, Build” infrastructure program such that the war-torn island would be transformed into an agricultural and industrial hub in the medium term, the head of the Duterte administration’s economic team said Friday.

The National Economic and Development Authority Board chaired by the President already approved five flagship infrastructure projects soon to rise in Mindanao, said Finance Secretary Carlos G. Dominguez III at a speech at the Philippine Economic Briefing.

The first segment of Mindanao’s first railway system that would run across Tagum, Davao and Digos would be rolled out before the year ends, according to Dominguez.

“This segment will be 102-kilometer long with a design speed of 160 kilometers an hour. It will cost P35.3 billion and should be completed in 2021,” the Finance chief said.

“An efficient railway system will relieve road congestion, reduce the cost of moving goods and people across long distances and spur economic activity. By 2022, the Duterte government expects to complete 1,900 kilometers of rail lines in both Luzon and Mindanao. For your information, we only have 77-kilometers of operational railways at the moment and they are all located in Luzon,” he added.

The government is planning to tap a $5 million grant from the Asian Development Bank (ADB) to prepare the first phase of the Mindanao railway, the Department of Finance (DOF) said.

The program is called the Strengthening Infrastructure Capacity and Innovation for Inclusive Growth technical assistance grant made in October.

The DoTr's  planning exercise is separate from the National Economic and Development Authority's (NEDA) plan to utilize the funds for its Project Facilitation, Monitoring and Innovation Task Force -- an interagency committee to address infrastructure development bottlenecks.

The Mindanao Rail project-Phase 1 spans 102 kilometers traversing the cities of Tagum, Davao, and Digos.

As approved by NEDA Board, it would cost some P35.26 billion, to be funded out of the government budget, and is targeted to start construction by the third quarter this year.

Diokno said that in 2018, Mindanao will receive at least P174 billion or 38 percent of the total infrastructure project funding in the entire Philippines.

Among the big ticket infrastructure projects being done is the Mindanao Railway System Tagum-Davao City-Digos (TDD) Segment, a 105-kilometer segment out of the 830-km MRS.

It will have daily ridership of 100,000, and it has an estimated cost of P31.5 billion.
