The Philippines Department of National Defense (DND) has signed a contract with Embraer to procure the EMB 314 Super Tucano turboprop trainer/light attack aircraft, officials told Jane’s on 30 November.

The acquisition, which has a value of PHP4.96 billion (USD99 million), features six platforms and meets a requirement in the Philippine Air Force (PAF) for a close-air support (CAS) aircraft to support counter-insurgency operations.

Under the terms of the contract, which also includes a logistics programme through which the Super Tucanos will be supported in the Philippines, the aircraft are scheduled to be delivered to the PAF at the end of 2019.

Not necessarily "signed" yet, since the contract is still being crafted by the DND.

Brazilian firm bags DND's P4.9-B attack aircraft project

MANILA -- The Department of National Defense (DND) has selected Brazilian aircraft manufacturer Embraer Defense and Security as the supplier of its six brand-new close air support aircraft (CASA) which has a contract of PHP4,968,000,000.

This was confirmed by DND public affairs office chief Arsenio Andolong who said the company will be supplying its turboprop A-29 "Super Tucano" light attack aircraft.

He added that the notice to proceed has been issued sometime this week.

"Yes. A Notice to Proceed for the supply and delivery of six close air support aircraft has been transmitted to and received by Embraer Defense and Security," Andolong said when sought for confirmation on whether the contract was indeed bagged by Embraer.

"The aircraft that was selected after a rigorous public bidding process that was participated in by several manufacturers from different countries was the Super Tucano A-29, which is compliant with the stringent technical specifications required by the PAF (Philippine Air Force)," he added.

Andolong said the contract is now being crafted for signing by DND Secretary Delfin Lorenzana.

It's already a firm order Mr. Pitz, and Embraer is already confirming because it's in the bag. The signing is now just a formality.

AFP modernization goes full throttle
ByPTV NewsPosted on December 29, 2017

https://www.ptvnews.ph/afp-modernization-goes-full-throttle/

MANILA — The modernization of the Armed Forces of the Philippines (AFP) is gaining momentum as contracts for new aircraft, weapons and platforms were signed while other items were delivered this year.

The plane being referred to is the A-29 “Super Tucano” light attack aircraft made by Brazilian aircraft manufacturer Embraer Defense and Security.

Department of National Defense (DND) public affairs office chief Arsenio Andolong said the Philippines would acquire six Super Tucanos worth PHP4,968,000,000.

Funds would be sourced from the Armed Forces of the Philippines Modernization Act Trust Fund. Notice to proceed for the project was issued first week of December, he added.

“The aircraft that was selected after a rigorous public bidding process that was participated in by several manufacturers from different countries was the Super Tucano A-29, which is compliant with the stringent technical specifications required by the PAF (Philippine Air Force),” Andolong said.

The DND public affairs office chief added the A-29 is a durable, versatile, and highly advanced aircraft capable of carrying out a wide range of missions. “(It can) even (operate) on unimproved runways,” he added.

Deliveries of the A-29s are expected to commence on 2019.

The Super Tucanos are expected to augment or even replace the eight to 10 ageing Rockwell OV-10 “Bronco” attack planes being used by the PAF in close-air support missions.

The DND public affairs office chief said the Super Tucanos would be turned over and operated by the PAF’s 15th Strike Wing based in Sangley Point, Cavite City.

“Once the delivery of these aircraft (are) completed in 2019, they will be turned over and maintained by the 15th Strike Wing, the PAF’s end-user,” he added.

The 15th Strike Wing is the operator of all the Air Force’s ground attack aircraft including the venerable Rockwell OV-10 Broncos and assorted armed helicopters.

MYOA details for this project. The timetables may have changed, but the breakdown here is consistent with how other projects work.

This was bared by the DND Public Affairs Service when sought for an update on the possible delivery date of the Embraer Defense and Security A-29 "Super Tucano" close air support aircraft.
