MANILA, Oct. 6 (PNA) -- President Rodrigo Roa Duterte received a ‘very good’ satisfaction rating in his first 100 days in office.

The Third Quarter 2016 Social Weather Stations (SWS) survey, conducted from Sept. 24-27 among 1,200 respondents nationwide, disclosed a +64 net public satisfaction with President Duterte. Seventy-six percent (76%) of Filipinos expressed satisfaction with the President’s performance; 11%, dissatisfied; and 13%, undecided.

President Duterte’s rating in his first three months in office is the highest net satisfaction rating of a Chief Executive taken during the same period with the exception of former President Fidel V. Ramos’ rating. Former President Joseph Estrada received +60; former President Gloria Arroyo, +24; and former President Benigno S. Aquino III, +60.

Earlier, Presidential Communications Secretary Martin Andanar welcomed the results of the survey as he expressed gratitude to the Filipino people for their show of support to the President.

“The survey results reflect the continuing public’s confidence in his campaign against drugs, criminality, terrorism, and corruption,” Andanar said.

Mindanao gave the President an ‘excellent’ net satisfaction rating at +85, and ‘very good’ (+62) in Visayas, (+58) Metro Manila and (+57) Balance Luzon.

The President likewise got ‘very good’ in both (+67) rural and (+63) urban areas and ‘very good’ across all classes (+65 in class D or masa, +65 in the poorest class E, and +56 in class ABC).

“This will inspire further the Chief Executive and his team to work double time and commit anew in delivering his promise of genuine and meaningful change. This is the President’s covenant with our people, and they deserve nothing less,” Secretary Andanar ended. (PNA)

President Rodrigo Duterte has maintained his “very good” satisfaction rating in the first quarter of 2017, according to the latest survey by Social Weather Stations (SWS).

The survey, conducted from March 25 to 28 and first published in the BusinessWorld, showed that Duterte received a +63 net public satisfaction rating, similar to the score he recorded in December last year.

Seventy-five percent of respondents said they were satisfied with the President’s performance, 12 percent were undecided and another 12 percent were dissatisfied.

SWS said Duterte’s overall score was buoyed by the “excellent” +87 rating he received from his bailiwick Mindanao. The President, however, suffered a significant decline of nine points in Balance Luzon from +60 in December 2016 to +51 this March.

The Third Quarter 2017 Social Weather Survey, conducted from September 23-27, 2017, found 67% of adult Filipinos satisfied, 14% undecided, and 19% dissatisfied with President Rodrigo R. Duterte’s performance.

Compared to June 2017, gross satisfaction with Pres. Duterte fell by 11 points from 78%, gross undecided rose by 4 points from 10%, and gross dissatisfaction rose by 7 points from 12% [Chart 1, Tables 1 and 2].

This gives a net satisfaction rating of +48 (% satisfied minus % dissatisfied), classified by SWS as good. This is 18 points below the very good +66 (78% satisfied, 12% dissatisfied) in
June 2017.

Net Trust in Rody Duterte declines to "Very Good" +60

The September 2017 survey also found 73% of Filipinos with much trust, 15% undecided, and 12% with little trust in Pres. Duterte.

The Fourth Quarter 2017 Social Weather Survey, fielded on December 8-16, 2017, found 49% of adults expecting their personal quality of life to improve in the next 12 months ("Optimists"), and 3% expecting it to get worse ("Pessimists"), for a record-high Net Personal Optimism score of +46 (% Optimists minus % Pessimists), classified by SWS as "excellent" [Chart 1, Table 1].

This is 4 points above the excellent +42 (47% Optimists, 4% Pessimists, correctly rounded) in September 2017, and matches the record-high level that was first achieved in June 2016.

Net Personal Optimism has been excellent (+40 and above) for the past two years, except in March 2017 when it was a very high +36.

The December 2017 survey also found 52% optimistic that the general Philippine economy next year would get better, and 9% feeling it would deteriorate, for a Net Optimism about the Economy score of +42 (% Optimistic about the Economy minus % Pessimistic about the Economy, correctly rounded), classified as excellent [Chart 2, Table 2].

The First Quarter 2018 Social Weather Survey, conducted from March 23-27, 2018, found 70% of adult Filipinos satisfied, 17% undecided, and 14% dissatisfied with President Rodrigo R. Duterte’s performance (total differs from 100% due to rounding error).

Compared to December 2017, gross satisfaction with Pres. Duterte fell by 1 point from 71%, gross undecided rose by 2 points from 15%, and gross dissatisfaction rose by 1 point from 13% [Chart 1, Tables 1 and 2].

This gives a net satisfaction rating of +56 (% satisfied minus % dissatisfied), classified by SWS as very good. This is 2 points below the very good +58 (78% satisfied, 12% dissatisfied) in December 2017.

Net satisfaction rating Excellent in Mindanao, Very Good in Visayas and Metro Manila, Good in Balance Luzon

The 2-point decline in President Duterte's net satisfaction rating from December 2017 to March 2018 was due declines of 11 points in Balance Luzon and 1 point in Metro Manila, combined with increases of 12 points in the Visayas and 2 points in Mindanao.

The President's net satisfaction rating stayed very good in the Visayas, at +65 (75% satisfied, 9% dissatisfied, correctly rounded) in March 2018, up by 12 points from +53 (72% satisfied, 18% dissatisfied, correctly rounded) in December 2017 [Chart 2].

It stayed excellent in Mindanao, at +82 (87% satisfied, 5% dissatisfied) in March 2018, up by 2 points from +80 (84% satisfied, 5% dissatisfied, correctly rounded) in December 2017.

However, it fell by one grade from very good to good in Balance Luzon, at +39 (58% satisfied, 19% dissatisfied) in March 2018, down by 11 points from +50 (64% satisfied, 14% dissatisfied) in December 2017.

It stayed very good in Metro Manila, at +54 (72% satisfied, 18% dissatisfied) in March 2018, hardly moving from +55 (73% satisfied, 18% dissatisfied) in December 2017.

Very Good in both urban and rural areas

The rural net satisfaction rating of the President stayed very good, at +56 (69% satisfied, 13% dissatisfied) in March 2018, up by 2 points from +54 (68% satisfied, 14% dissatisfied) in December 2017 [Chart 3].

Duterte's trust ratings remain 'very good'

MANILA -- President Rodrigo Duterte’s net trust rating remains “very good” despite an 8-point drop from his 65-percent net trust score last March to 57 percent in the second quarter of 2018, recent survey results show.

In the Social Weather Stations (SWS) survey conducted from June 27 to 30, some 70 percent of adult Filipinos had “much trust” for Duterte, 13 percent had “little trust”, and 18 percent were “undecided”.

According to the survey released on Friday, the decline in Duterte’s trust rating was due to a decline in the Visayas and Metro Manila, combined with steady scores in Mindanao and Balance Luzon.

In Visayas, Duterte’s rating slipped from excellent to good, or down by 21 points from +70 in March to +49 in June this year.

In Metro Manila, his rating fell from very good to good, down by 20 points from +62 in March to +42 in the second quarter.

Duterte’s rating stayed excellent in Mindanao from +89 in March to +88 in June.

It remained very good in Balance Luzon, although down by 3 points from +53 in March to +50 in June.

Among severely hungry families, Duterte’s net trust was a good at +40.

His rating among moderately hungry families was very good at +54 and his rating among non-hungry families was +57.

The Second Quarter 2018 Social Weather Survey findings on the family's experience of hunger were reported by SWS on August 16.

Meanwhile, it also showed that in the eight SWS surveys following his inauguration as President, from September 2016 to June 2018, Duterte's net trust rating was excellent in five and very good in three.

This gives the Duterte presidency an average net trust rating of a very good +69 so far.

The SWS survey was conducted using face-to-face interviews of 1,200 adults (18 years old and above) nationwide: 300 each in Metro Manila, Balance Luzon, Visayas, and Mindanao.

Duterte has repeatedly said he does not mind survey ratings and is more concerned on doing his job. (PNA)

The Third Quarter 2018 Social Weather Survey, conducted from September 15-23, 2018, found 75% of adult Filipinos saying the country is in the right direction, and 22% saying the country is in the wrong direction. The remaining 3% did not give an answer [Chart 1].

The September 2018 proportion of those who believe the country is in the right direction is 5 points above the 70% in June 2018.

Belief that the country is in the right direction rises in all areas; stays highest in Mindanao

As of September 2018, the proportion of those who say the country is in the right direction was highest in Mindanao at 89%, followed by Balance Luzon at 73%, Visayas at 69%, and Metro Manila at 65% [Chart 2].

The 5-point rise in the nationwide proportion of those who say the country is in the right direction from June 2018 to September 2018 was due to increases in all areas.

Compared to June 2018, the proportion of those who say the country is in the right direction rose by 8 points in Metro Manila (from 57%), by 5 points in Balance Luzon (from 68%), by 3 points in the Visayas (from 66%), and by 2 points in Mindanao (from 87%).

It rose by 4 points in overall rural areas, from 75% in June 2018 to 79% in September 2018, and by 2 points in overall urban areas, from 66% to 68% [Chart 3].

Belief that the country is in the right direction rises in classes D and E, among non-college graduates

The proportion of those who say the country is in the right direction rose by 5 points in class D or the masa, from 70% in June 2018 to 75% in September 2018 [Chart 4].

It rose by 2 points in class E, from 70% in June to 72% in September.

It fell by 4 points but remained high in class ABC, moving from 80% in June to 76% in September.

By education, it rose by 11 points among non-elementary graduates, from 66% in June to 77% in September [Chart 5].

It rose by 6 points among elementary graduates, from 70% in June to 76% in September.

It rose by 2 points among high school graduates, from 69% in June to 71% in September.

It stayed at 82% among college graduates from June to September.

Lower satisfaction with Pres. Duterte and the National Admin among those who say the country is in the wrong direction

Net satisfaction (% satisfied minus % dissatisfied) with the performance of Pres. Rodrigo Duterte was higher at excellent +72 among those who say the country is in the right direction, compared to the neutral -3 among those who say it’s in the wrong direction [Chart 6].

Similarly, net satisfaction with the performance of the overall National Administration was higher at very good +66 among those who say the country is in the right direction, compared to the neutral +1 among those who say it is in the wrong direction [Chart 7].

The Third Quarter 2018 Social Weather Survey, conducted from September 15-23, 2018, found 74% adult Filipinos with much trust, 14% undecided, and 12% with little trust in Rody Duterte [Chart 1, Table 1].

This gives a net trust rating of +62 (% much trust minus % little trust), classified by SWS as very good. This is a 5-point increase from the very good +57 in June 2018.

In the nine SWS surveys following his inauguration as President, from September 2016 to September 2018, Duterte's net trust rating was excellent in five and very good in four.

This gives an average net trust rating of very good +68 so far during his presidency.

Net trust in Duterte was a moderate +16 when SWS first surveyed it in December 2015, and stayed at moderate levels up to the March 30-April 2, 2016 survey.

It rose to a good +30 in April 2016, and declined to a moderate +26 in the May 1-3, 2016 survey, just before the May 9, 2016 elections. It rose to a personal record-high of an excellent +79 in June 24-27, 2016, just days before his inauguration on June 30, 2016, for an average net trust rating of very good +30 before his presidency.

The SWS terminology for Net Trust Ratings: +70 and above, "excellent"; +50 to +69, "very good"; +30 to +49, "good"; +10 to +29, "moderate", +9 to -9, "neutral"; -10 to -29, "poor"; -30 to -49, "bad"; -50 to -69, "very bad"; -70 and below, "execrable". SWS considers the movement from one classification to another as either an "upgrade" or "downgrade.

Net trust in PRRD rises in Metro Manila and Balance Luzon

The 5-point increase in Rody Duterte’s overall net trust rating from June 2018 to September 2018 was due to increases in Metro Manila and Balance Luzon, combined with steady scores in the Visayas and Mindanao.

Net trust in Duterte rose by one grade from good to very good in Metro Manila, up by 9 points from +42 (61% satisfied, 19% dissatisfied) in June 2018 to +51 (66% satisfied, 15% dissatisfied) in September 2018 [Chart 2].

It stayed very good in Balance Luzon, up by 10 points from +50 (62% much trust, 13% little trust, correctly rounded) in June to +60 (72% much trust, 13% little trust, correctly rounded) in September.

It stayed at good +49 in the Visayas from June (68% satisfied, 19% dissatisfied) to September (67% satisfied, 18% dissatisfied).

It stayed excellent in Mindanao, hardly moving from +88 (90% much trust, 3% little trust, correctly rounded) in June to +86 (88% much trust, 3% little trust, correctly rounded) in September.

Very good net trust across educational levels

Net trust in Rody Duterte stayed very good among elementary graduates, up by 8 points from +56 (66% much trust, 10% little trust) in June 2018 to +64 (75% much trust, 11% little trust) in September 2018 [Chart 3].

It stayed very good among non-elementary graduates, up by 6 points from +55 (72% much trust, 17% little trust) in June to +61 (76% much trust, 15% little trust) in September.

It stayed very good among high school graduates, up by 5 points from +56 (69% much trust, 13% little trust) in June to +61 (72% much trust, 11% little trust) in September.

It stayed at very good +64 among college graduates from June (76% much trust, 12% little trust) to September (74% much trust, 11% little trust, correctly rounded).

Lower satisfaction with PRRD among those who distrust him

The SWS survey question on trust rating differs from the satisfaction rating as the former gauges public trust in a personality as a whole, while the latter asks about public satisfaction with an individual's performance related to his/her position or duty.

Compared to June 2018, net satisfaction with Pres. Duterte rose among those with much trust in him, and among those who are undecided about their trust in him, while it became less negative among those with little trust in him.

Pres. Duterte’s net satisfaction rating stayed excellent among those with much trust in him, up by 2 points from +71 (80% satisfied, 9% dissatisfied) in June 2018 to +73 (81% satisfied, 8% dissatisfied) in September 2018 [Chart 4].

It stayed moderate among those who were undecided about their trust, up by 10 points from +11 (41% satisfied, 29% dissatisfied, correctly rounded) in June to +21 (46% satisfied, 25% dissatisfied) in September.

It became less negative, from bad to poor, among those with little trust in him, up by 17 points from -45 (21% satisfied, 66% dissatisfied) in June to -28 (29% satisfied, 57% dissatisfied) in September.

The Third Quarter 2018 Social Weather Survey findings on the satisfaction rating of Pres. Duterte were reported on 29 September 2018.

The SWS terminology for Net Satisfaction Ratings: +70 and above, “excellent”; +50 to +69, “very good”; +30 to +49, “good”; +10 to +29, “moderate”, +9 to –9, “neutral”; –10 to
–29, “poor”; –30 to –49, “bad”; –50 to –69, “very bad”; –70 and below, “execrable”.

Net trust in past Presidents during their incumbency

From the SWS surveys of October 1989 and April 1992, Corazon Aquino obtained an average net trust of good +33 [Chart 5, Table 2]. 

On the other hand, Gloria Macapagal-Arroyo obtained a moderate +27 in February 2004.

Benigno “Noynoy” Aquino obtained an average net trust of very good +59 from September 2011 to June 2016.

The trust ratings of Fidel Ramos and Joseph Estrada were not surveyed by SWS during their presidency.

PRRD admin’s satisfaction rating ‘clear repudiations’ of critics

MANILA -- Malacañang on Tuesday described the “very good” net satisfaction rating of the administration of President Rodrigo R. Duterte as “loud and clear repudiations” of his critics and detractors who questioned his policies and reforms.

Presidential Spokesperson Salvador Panelo issued the statement a day after Social Weather Station (SWS) released its fourth quarter 2018 survey results showing 76 percent of Filipinos are satisfied with the general performance of the Duterte administration.

The survey also showed that only 9 percent are dissatisfied while 15 percent are neither satisfied nor dissatisfied, giving the administration a net satisfaction rating of +66 classified by SWS as “very good”.

The SWS added that +66 is 16-point higher compared to "very good" +50 rating obtained by the administration in September 2018.

“These figures are loud and clear repudiations of the critics and detractors of PRRD who have described him as misogynistic, anti-poor and anti-human rights, and who have taken turns in questioning the Build-Build-Build Infrastructure Program and lambasting the rehabilitation and reconstruction of Marawi,” Panelo said.

Panelo added that based on the SWS Governance Report Card, the highest marks received by the Administration are on the following subjects: promoting women’s rights (+71); building and maintenance of public works (+70); helping the poor (+68); protecting human rights (+62) and reconstructing Marawi City (+60).

He said Duterte’s critics and detractors should realize that their backlash directed at the President is ignored by those who support him.

“While the Administration never impelled the vocal minority from expressing their dissent, it is time they finally realize that a sizeable but silent majority has paid no attention to their endless tirades against PRRD and the Administration, as well as its policies, particularly with respect to the aforesaid matters,” Panelo said.

“The Palace considers this increase in satisfaction rating as a vote of public confidence and a demonstration of the people’s unshakeable trust to the present Administration,” he added.

He, meanwhile, reassured the public that the Duterte administration will proceed with programs and services that benefit all Filipinos.

“As we go into the third year of the President’s term, the Filipinos can rest assured that we would not be lulled into complacency while we continue to roll out the programs and services he started in bringing a comfortable life for all under a peaceful and corrupt-free environment,” Panelo said.

The SWS survey was conducted from December 16-19, 2018 using face-to-face interviews of 1,440 adults nationwide.

The survey items on public satisfaction with the general performance of the national administration, and its performance on specific subjects, are non-commissioned, the SWS said. (PNA)
