The 2nd stage for the LRPA Acquisition bid has commenced and posted at PhilGEPS this morning.

Restarted again (link) but with nothing change.

With neither increase in budget nor reduction in scope, one wonders where this is heading.

The Department of National Defense/Armed Forces of the Philippines (DND/AFP), through the AFP Modernization Act Trust Fund (RA 10349 “Revised AFP Modernization Program” dated 11 December 2012), intends to apply the sum of FIVE BILLION NINE HUNDRED SEVENTY SIX MILLION PESOS (PHP5,976,000,000.00) being the Approved Budget for the Contract (ABC) for the payments under the corresponding contract for the two (2) Long Range Patrol Aircraft including its Sensors, Sensors Integration, Mission Support Facilities and ILS Package for the Philippine Air Force. Bids received in excess of the ABC shall be automatically rejected at the Bid opening.

The DND/AFP now invites bids for the acquisition of two (2) brand new units of Long Range Patrol Aircraft including its Sensors, Sensors Integration, Mission Support Facilities and ILS Package for the Philippine Air Force. Delivery of the GOODS is required within 1,035 calendar days from the receipt of Notice to Proceed. Bidders should have completed, within the last ten (10) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.

Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184, otherwise known as the “Government Procurement Reform Act”.

Bidders are advised to secure a PhilGEPS Certificate of Registration (Platinum Membership) for submission during the bid opening.

Bids must be duly received by the DND SBAC Secretariat at the address below on or before June 30, 2017 (Friday), 10:00 A.M. All Bids must be accompanied by a Bid Security in any of the acceptable forms as provided in the bidding documents.

Bid opening shall be on June 30, 2017 (Friday), 10:00 A.M at DND BAC Conference Room, Basement, DND Bldg., Camp General Emilio Aguinaldo, Quezon City. Bids will be opened in the presence of the Bidders’ representatives who choose to attend at the address below. Late bids shall not be accepted.

I'm wondering why the LRPA budget was not augmented for foreign exchange fluctuations just like the (F/SA/LIFTA) Project (PHP 245,761,900) and the C-130T Acquisition Project (PHP 73,342,222)?

Companies that requested for the latest bid documents as of May 29, 2017. The Indonesians didn't bothered to bid anymore. Good to see Saab.

The latest bid clarification (10 July 2017) suggest otherwise. A whole list of clarifications from PT Dirgantara. So what happened to the blacklist?

Based on the clarifications, the active bidders now are:
  • PT Dirgantara (Indonesian Aerospace) - probably CN-235 MPA
  • Saab - probably Swordfish?
  • Elbit  - ELI-3360 Maritime Patrol Aircraft ? or on the Q400?
  • Airbus Defense - probably C-295 MPA
  • Asia Defense and Armaments -?
  • Provincial Aerospace Ltd (PAL Aerospace) - probably Bombardier Dash-8 Q300

Also interesting to note that Saab suggested going for the Saab 340 MSA outright (which was rejected by SBAC) with the LRPA budget being capable of supporting between 4 - 5 units. The difference of course, is the Saab 340 MSA is a pure maritime surveillance platform while the LRPA specs calls for a MPA with ASuW capabilities.

PAL Aerospace actually came in with full specs on both birds and inside ABC. They were DQ'd because BAC didn't see their NFCC. This may be grounds for a Reconsideration. Also, they were offering ATR with Thales.

Both Way Over ABC. Between the number of restarts and the FX volatility, the ABC had always been marginal for what the specs call for.
