PHL, China ink deal for Project Management Consultancy of PNR Bicol; exchange witnessed by President Duterte and President Xi

MAKATI CITY – The Philippines and China entered a contract for the Project Management Consultancy (PMC) of the 639-kilometer Philippine National Railways (PNR) South Long-Haul Project (a.k.a. PNR Bicol) on Saturday, 17 November 2018, at the Chinese Embassy Economic and Commercial Section at South Forbes Park in Makati City.

The contract was exchanged between Department of Transportation (DOTr) Secretary Arthur Tugade and China Railway Design Corporation (CRDC) Chairman of the Board Liu Weiqun yesterday, 20 November 2018, at Malacańang Palace, and was witnessed by Philippine President Rodrigo Duterte and Chinese President Xi Jinping.

Secretary Tugade and Undersecretary for Railways Timothy John Batan signed on behalf of the Philippine government, and CRDC Chairman of the Board Liu Weiqun for the CRDC and Guangzhou Wanan Construction Supervision Co., Ltd. (WACC) Consortium of the People’s Republic of China.

The contract signing was witnessed by Economic and Commercial Counselor of the Chinese Embassy to the Philippines Jin Yuan, DOTr Undersecretary for Finance Garry De Guzman, Undersecretary for Legal Affairs Reinier Yebra, Undersecretary for Planning Ruben Reinoso, PNR General Manager Junn Magno, and CRDC Director Yang Xudong.

The National Economic and Development Authority (NEDA) Board previously approved the financing of the PNR Bicol Project through Official Development Assistance (ODA) from the Government of China.

The PNR Bicol Project is one of the flagship projects of the Duterte Administration under the “Build, Build, Build” Program. Upon completion, the PNR Bicol Project will connect Metro Manila, Region IV-A (Calabarzon), and Region V (Bicol), reducing travel time from Manila to Legazpi City from 13 hours to under 6 hours.

“The contract marks a milestone for the PNR South Long-Haul Project. Hereby, I commit that the CRDC and WACC Consortium will fully dedicate to the project, allocate the best resources, and do our best to perform the PMC services according to the contract stipulations and the requirements of the DOTr and PNR. We will contribute to make this important government-to-government cooperation project a high-quality elaborated project,” Chairman Weiqun said.

As with other ODA-financed projects, the DOTr engaged a PMC (also called a General Consultant) to provide consultancy services on technical and commercial matters concerning a project. Being a China ODA-financed contract, the selection of the PMC was based on a list of qualified and experienced bidders, as endorsed by the Chinese government.

For the PNR Bicol Project, the CRDC-WACC Consortium will conduct all pre-construction surveys (topographic, geotechnical, hydrological, parcellary, environmental, etc.), preparation of designs for bidding, preparation of bidding documents, bidding assistance, construction supervision, and defects liability period (warranty) supervision.

“I am very happy with our partnership with the Chinese Consortium, as this is our first contract with China for our railways sector. I am hoping that we continue this arrangement for more projects, including our Clark to Subic Railway project that I am hoping to be signed before the end of the year,” Secretary Tugade said.

“We will continue to improve our nation’s railways to better provide the riding public mobility and connectivity, and with the support of the Chinese government, we move closer to delivering President Duterte's promise of a more comfortable life for every Filipino,” Undersecretary Batan added.

Gov’t to award Bicol rail project in 4th quarter

The Department of Transportation (DOTr) plans to award the construction packages for a long-haul railway line that will link Metro Manila to Bicol province south of Luzon by the fourth quarter of this year.

Timothy John Batan, transportation undersecretary for railways, said the 639-kilometer railway line to be funded by the Chinese government was on track for actual procurement in the coming weeks.

Partially operational

The train line, formally known as the Philippine National Railways (PNR) South Long-Haul Project, will cost around P175 billion, making it one of the biggest under the administration’s “Build, Build, Build” infrastructure program.

Batan said the bidding terms of reference were currently being prepared by China Railway Design Corp., the project management consultant. The National Economic and Development Authority (Neda) board previously approved the financing of the PNR Bicol Project through official development assistance (ODA) from the government of China.

MANILA, Philippines — The Philippine and Chinese governments will sign the loan agreement covering project management consultancy for the railway project that will run between Manila and Bicol during President Rodrigo Duterte’s visit to China later this month, the Department of Finance (DOF) said.

As for the initial phase of the Mindanao Railway Project in Davao Region, Socioeconomic Planning Secretary Ernesto M. Pernia said last week that “it’s scheduled for [financing by] China, as of now.”

Metro Manila (CNN Philippines, August 28) — The Philippines will sign another loan deal with China, this time to fund the construction of a railway line to the Bicol Region, a Transportation official said.

The Philippine and Chinese governments will sign a ₱14-billion credit line for the Philippine National Railways (PNR) South Haul project that would link Manila to Bicol, Transportation Undersecretary for Railways Timothy John Batan told CNN Philippines. This fulfills the project management consultancy component.

Spanning 639 kilometers, the PNR South Haul line is one of the projects identified for Chinese funding. Once operational, travel time from Manila to Legazpi City will be reduced to six hours from 13 hours. The entire project costs ₱175 billion.

Last week, Socioeconomic Planning Secretary Ernesto Pernia said the Philippines may also ink a loan deal for the ₱82.9-billion Mindanao railway project during the bilateral meetings scheduled in Beijing.

The Philippine National Railways (PNR) just concluded an inspection trip through Tutuban, Manila; San Pablo, Laguna; Lucena City, Quezon Province; and Sipocot, Naga City and Iriga City in Camarines Sur.

The Main Line South (MLS) is now open up to Iriga City and ready to receive the transfer of rolling stock material between Manila and Bicol.

The PNR inspection team comprised of combined elements from PNR Operations Engineering, Rolling Stock Management and Planning left Manila on 20 September and returned on 23 September 2019.

The inspection trip coincided with the traditional Peńafrancia express special trip dispatched by PNR since 1939 to coincide with the feast day of Our Lady of Peńafrancia.

The Naga-Tutuban inspection run clocked in 12 hours and 44 minutes, 3 hours faster than the usual Naga-Manila rail trip duration.

The inspection was made in preparation for the reopening of the Sipocot-Naga-Legazpi commuter service. PNR completed in workshop rehabilitation the 60-year-old Kiha KH59 “Kogane” train for the event.

The Philippine National Railways (PNR) is acquiring three additional fast long-haul locomotives to ply the Manila-Naga route for P1 billion, receiving two bids from foreign train manufacturers.

Junn B. Magno, general manager of the state-owned railway operator, said CRRC Corp. Ltd. of China and PT Industri Kereta Api (PT Inka) of Indonesia have submitted bids for the supply of three long-haul trains. Both companies are owned by their governments.

Magno noted that his group will first start replacing the rails and build new ones for the service to be available before 2022. Construction works for the new rails are set for 2020. Once completed, the service will cut travel time from Manila to Naga to three hours.

Phase 1 of the P175-billion Philippine National Railways South Long Haul project from Calamba City, Laguna to Legazpi City, Albay will start construction in the second quarter of 2020.

Albay Rep. Joey Sarte Salceda, who has been pushing for the project for many years, said the bidding for the 408-kilometer PNR segment was completed November this year and would be awarded to the winning contractor in April 2020.

The PNR Long Haul stretch consists of a 639-kilometer standard gauge railroad tracks from Manila to Sorsogon, a component of the PNR Luzon System program.

The PNR South Railway segment will cut the Manila-Legazpi travel to less than five hours. It runs from Manila to Matnog in Sorsogon with nine major stations―Manila, Los Bańos, Batangas City, Lucena, Gumaca, Naga City, Legazpi City, Sorsogon City and Matnog.

The Philippine National Railways (PNR) has started extending its operations to Los Banos, Laguna using a “premium train” previously donated by Japan.

PNR spokesperson Joseline Geronimo told ABS-CBN News that they did a trial run last week but decided not to publicize the start of the actual operations since the train they are using can only accommodate 83 passengers.

The train leaves Los Banos around 5:07 a.m. and reaches Tutuban at around 8:14 a.m., according to the posted train schedule. Its next run is in the afternoon, leaving Tutuban station at 4:46 p.m. and arriving in Los Banos at 7:37 p.m.

The Bicol Express, a passenger train service that plies the Manila-Bicol route, remains suspended as of October 2019. The PNR has not made any official statement announcing the resumption of operations for the route.

In a text message to Rappler, PNR General Manager Junn Magno said, “Bicol Express is still under study if we can operate it while South Long Haul is under construction.”

PNR, according to Magno, is targeting to launch its partial operations by 2021.

South Long Haul Railway is one of the 6 new railway projects under the Build, Build, Build program.

At present, only the Bicol commuter train for the Naga City-Sipocot route in Camarines Sur is available to the public.

The Bicol Express was suspended to rebuild its old line, according to Magno. They also aim to improve the travel speed from 40 to 60 kilometers per hour (kph) to 160 kph. He expects that, after rehabilitation, travel time will be shortened for the Manila-Naga trip by 3 hours and Manila-Legazpi by 4 hours (READ: Train of thought).

PNR will make another chapter in its history as it signs the contract for the procurement of trains standard gauge Diesel Multiple Unit with CRRC Zhuzhou Locomotive Co. Ltd. It is another first for PNR to procure the long haul trains from the Government coffer.

PNR has always been known for its long haul service the Penafrancia Express and the Bicol Express but it uses the donated passenger coaches from Japan to serve Manila to Legazpi service. It used to cover 479 kilometers service from Manila to Bicol. The last operation was in 2014. It stopped operation because of right of way challenges, and lack of trains.

The new train sets will also be used for the long haul service from Calamba to Naga initially and eventually to Legazpi City in Region 5. The project consist of 3 train sets of 3 car formation and which was bidded out publicly on 23 October 2019. The contract duration is 22 months from notice to proceed. The contract price is Php 921,000,000. The train will be in standard gauge or 1435mm with maximum speed of 120 km/h. There would be 3 types of accommodation, business class, first class and second class accommodations. It has 36 seats for business class, 52 seats for first class and 80 seats for second class for a total of 168 passenger seat capacity.

The contract signing today is part of the transformation strategy of PNR through increasing its coverage, capacity and reliability. It is also part of the transformation from narrow gauge to standard gauge.

The event will be participated by the DOTR Secretary Arthur Tugade, DOTR Officials, PNR Board, PNR Management Team and Officials of CRRC ZELC. The event will be done at Pandanggo Hall of Manila Hotel.

3 major China-PH projects  starting

Three  major  China-Philippines  projects  took off in the closing months  of 2019 – the start of the Reed Bank  joint  gas and oil development west of Palawan,  President  Duterte’s directive to proceed  with the P12.2-billion  Kaliwa Dam project  in Rizal and Quezon, and the roll-off of the P175-billion 650-kilometer South Rail Long Haul project  in Bicol.

These  are  three  of the projects  funded  by grants and loans from China.  These grants  totaled  $398 million in 2019,  with $400 million more expected  in  2022. These  are  on  top of  $500 million in soft loans granted for 2020 and planned in succeeding  years.

Aside from  Reed Bank, Kaliwa Dam, and  South Rail,  other new projects under “Package  2” are due to start,  including the Mindanao Railway,  the Davao Expressway, and the Iloilo-Guimaras-Negros bridge.  This may  yet be  the biggest year  in Philippine-Chinese economic relations.
