• TACTICOS 400 - Over and above the capabilities of TACTICOS 300, the focus of TACTICOS 400 is to provide point defence with guns and missiles, plus surface to surface missile capability, supported by a full range of MSO capabilities. It is typically designed to equip surface combatants (corvettes &  frigates) with 6-12 operator positions.
• TACTICOS 500 - The focus of TACTICOS 500 is to provide layered air defence with guns and missiles; support concurrent engagements (air, surface and subsurface). It supports a task force staff and provides coordination for area defence with typically 12-20 operator positions.
• TACTICOS 1000 - The TACTICOS 1000 is an addon that provides the ability to perform very wide area defence against ballistic missiles.

Thales is offering greater participation of local industry in the development of a TACTICOS variant should the combat management system (CMS) be selected for future Indonesian Navy (Tentara Nasional Indonesia - Angkatan Laut, or TNI-AL) frigates.

Speaking to IHS Jane's at the Indo Defence 2016 exhibition in Jakarta on 3 November, officials from Thales said that the TACTICOS variant onboard the first SIGMA 10514 Perusak Kawal Rudal (PKR) frigate already features a number of sub-modules that have been developed by Indonesian defence electronics company PT Len.

The system successfully completed sea acceptance trials onboard the vessel in September 2016, and the same variant of the CMS will also be installed on the second SIGMA frigate, said the company.

This will enable PT Len to develop its own capabilities for the software maintenance of the system throughout its life cycle.

In Indonesia, Thales works closely with key local partners in various fields, including air defence radars, ship-borne combat management systems, C5i and maritime surveillance.  PT Len is Thales's main partner for STARStreak and has also cooperated with Thales in the transfer-of-technology for naval Combat Management Systems (CMS).

Thales and PT Len in Indonesia have been partners for many years and began working on the frigate programme for the Indonesian Navy in 2012. In this programme, Thales is supplying the TACTICOS Combat Management System, the SMART-S Mk2 surveillance radar, the STIR 1.2 Mk2 EO fire control system, the KINGKLIP sonar, the LINK-Y datalink, as well as its naval communication and navigation systems. The first of the two PKR frigates was delivered, on schedule, to the Indonesian Ministry on Defence in early February this year.

Thales' work in local transfer-of-technology is aligned with Indonesia's ambitions of developing its local industrial capabilities in services and support, thereby allowing the country to be more self-sufficient in the provision and maintenance of defence equipment.

Thales has been selected by UAE to develop capabilities in the fields of electronic warfare, anti-submarine warfare and security at NAVDEX 2017.

Thales’s has delivered onboard the first of class, dedicated to the Critical Infrastructure and Coastal Protection Authority (CICPA). As part of the suite, Thales has installed its 3D multibeam radar, SMART-S Mk2, optimised for medium-to-long-range surveillance in littoral environment and its combat management system, TACTICOS, the company said in a statement Monday.

Thales Nederland (Hall A, Stand 020) has completed the ground-breaking supply and integration of a prepackaged mission system for KRI Raden Eddy Martadinata, the first of the Indonesian Navy’s (TNI-AL’s) new SIGMA 10514 Perusak Kawal Rudal (PKR) frigates.

Under contract to PKR prime contractor Damen Schelde Naval Shipbuilding (DSNS), the company is supplying and integrating the core mission systems for the two PKR frigates. This includes the latest iteration of its TACTICOS combat management system (CMS), the SMART-S Mk 2 medium-range radar, the STIR 1.2 EO Mk 2 radar/optronic fire control system, and a Link Y datalink terminal.

Other Thales companies have provided the Kingklip hull-mounted sonar, and the internal/external communications suite. Thales Nederland additionally took on responsibility for the integration of the navigation subsystem (including gyro, log, and DGPS).

The PKR programme has marked a number of firsts, including an innovative modular build/ test/delivery scheme that saw most of the combat system installed, integrated and tested in a ship module built in the Netherlands prior to shipping to PT PAL in Surabaya.

“Our TACTICOS system was integrated in the CIC, the radars installed on board the mast structures, and we performed approximately 80 per cent of the integration in the Netherlands over a six-month period from the start of 2015. The whole module was then shipped to Indonesia for consolidation with the remaining ship modules at PT PAL.

“We did the remaining 20 per cent integration in Indonesia. This included all the other equipment – such as the 76/62 Super Rapid gun and hull-mounted sonar – that was not fitted in module 5, various alignments and calibrations on the ship, followed by harbour and sea acceptance tests.”

One noteworthy aspect was that module 5 was shipped essentially intact, with both the SMART-S MK 2 and STIR 1.2 EO Mk 2 sensors fitted. “DSNS had originally intended that we would remove the two radars for the journey, and then re-install in Surabaya,” said Heuvelink.

The PKR contract marks another milestone in that it represents the first embodiment of the latest generation TACTICOS CMS. Known internally as ‘Baseline 2’, this revised and updated configuration introduces new MOC Mk 4 multifunction consoles (each PKR has 10 MOC Mk 4 stations], a revised operator-centric human machine interface based on individual worksets, and a collaboration wall featuring three large screen displays.

Another important aspect to PKR was the industrial cooperation forged with Indonesian company PT LEN, which includes significant transfer of technology. Hennie Everlo, Thales naval marketing and sales director in Indonesia, explained: “Next to the extensive technology transfer, we have subcontracted PT Len for three specific software modules in TACTICOS. That means the company is now developing its skills on the basis of our CMS technology.”

Evolution of TACTICOS

It is in the early nineties that Thales started to market its Combat Management System under its current name SEWACO-FD / TACTICOS. At that time the underlying fully distributed architecture was used as real-time and fully distributed core for SPLICE middleware solution upon which TACTICOS was build.  With SEWACO-FD at its heart TACTICOS was and is through the adoption of OPEN-SPLIECE from Prism tech compliant with the OMG-DDS standard, a truly open architecture.  The middleware and the applications have been under continuous evolution in the many programs that the Combat Management System has been part of over the decades.  Bottom line in this approach is that the best of the legacy is kept – such as interfaces with effectors – and that new applications are being developed from scratch according to the needs of the new program.  This way TACTICOS keeps in its development a perfect balance between completely new components on the one hand and trusted elements on the other. Innovating, while keeping risks low.

The SEWACO family is a modular range of integrated SEnsor, WeApon, and COmmand subsystems built around a common command and control (C2) system.

At its heart is the C2 system STACOS (Signaal TActical COmmand System) which is designed to present raw and/or processed sensor data from search and fire-control radar’s together with IFF, sonar, electronic warfare and electro-optic systems to create a picture of the tactical situation.  This data is provided onboard or offboard sensors through a Link 11 or Link Y tactical data link.  The data may also be used to designate targets to weapon systems and to assist is operations with auxiliary functions such as ASW helicopter direction and tactical navigation.

Evolutionary development continued from the 1980s with the appearance of STACOS Mod I.  The STACOS Mod I provided the baseline for the introduction of databus (STACOS Mod II) and intelligent console (STACOS Mod III).  The ultimate version was STACOS IV with fully distributed architecture which became the basis of TACTICOS.

SEWACO/TACTICOS – Forecast International - November 2004

Description.  SEWACO-FD is a building concept for naval combat systems developed by Thales Nederland.  The core element of the concept is the combat management system TACTICOS.  TACTICOS allows all sensors and weapon equipment to be integrated in one comprehensive system.  TACTICOS provides the command team with command and control of all resources, tactical command support, and full weapon control.

Design Features.  A SEWACO system is composed of the following elements:
• Primary radar sensors (for long-, medium-, and short-range air and surface warning radar);
• Secondary radar sensors (such as Identification Friend or Foe); 
• Helicopter transponders; and 
• ESM and IR sensors.

Variants/Upgrades
SEWACO I.  SEWACO I was developed for the Tromp-class guided missile frigates, and integrates the primary search radar with the WM-25 fire control system and the Signaal ESM system.

SEWACO II.  SEWACO II was developed for the Kortenaer class frigates.  It integrates the data input of the LW.08 and ZW.06 radar with the WM-25 fire control radar.

SEWACO IV.  SEWACO IV is the designation for the SEWACO variant supplied with the Belgian Wielingen class frigates.  It integrates the output of a Signaal DA.05 radar and WM-25 fire control system with NATO Sea Sparrow and Exocet missiles.

SEWACO V.  SEWACO V was designed for the midlife refit of the Van Speijk class frigates.  It integrated the LW.02 and DA.05 radar with a 76mm Oto Melara cannon, Harpoon missiles, and ASW weaponry.   

SEWACO VI.  SEWACO VI is a version of the SEWACO II system used on the Van Heemskerck class frigates.  It includes facilities for the control of Standard SM-1MR missiles, three STIR radars, the Sphinx ESM system, and the Goalkeeper close-in weapon system (CIWS).

SEWACO VII.  This variant is a major upgrade of the SEWACO concept.  SEWACO VII is a heterogeneous, mixed-architecture system that uses different types of computer systems, with different operating systems.  Dual or triple redundancy is employed on all essential subsystems.  SEWACO VII has two DEC Minivaxs for management information and support, four Signaal SMR-4 computers, and six Motorola 68030 micros for pre-processing, sensor management, and bus interfacing.  These are connected via a triply coaxial Ethernet databus with up to 256 32-bit channels and a TV/infrared video network linking the GOS workstations.

SEWACO VIII.  SEWACO VIII has been optimized for installation on submarines.

SEWACO IX.  This version is the mine warfare derivative of SEWACO used on the Dutch Tripartite minehunters.

SEWACO XI.  SEWACO XI is the air-warfare-oriented command system.  In effect, SEWACO XI is an air defense module that can be interfaced with other command systems for a fully transportable product.

SEWACO XII.  SEWACO XII is SEWACO XI added to SEWACO VII.

STACOS.  STACOS is the designation given to a number of export derivatives of various SEWACO configurations.

SEWACO-FD.  This current, fully distributed version of the SEWACO command system is now being promoted on the export market.  It offers distributed processing power to meet requirements for increased availability, simplified system reconfigurations, and extensions. Within SEWACO-FD, geographically distributed computers, or nodes, are logically and physically connected in a local area network.  Nearly all subsystems and each MOC-Mk 2 connected to the system databus contain such a node.  Together, these nodes form the virtual machine on which the TACTICOS command and control software package runs.  TACTICOS System Management decides which part of TACTICOS runs on which node.  The decision is based on the availability, occupation, and degree of the nodes.

TACTICOS.  TACTICOS is a new command system that was designed by combining the best features of the Thomson-CSF (now Thales) TAVITAC 2000 and Signaal STACOS systems.

The command and control system is the SEWACO FD developed by Signaal, integrated with the Signaal MultiRole Radar (MRR) and STING fire control radar, and an IRSCAN electro-optical tracker.  The processing system for all computers will be provided by Sun SPARC boards that will be available through the systems. This will permit interchange of boards for reduced down time.

The Thales paper here describes the system integration approaches and the role that Thales can play. It is important to recognize that system integration is a non-trivial task as it has many subcontractors/equipment suppliers. There's a reason why shipyards, who might be the Prime, may outsource the CMS and other CSI (Combat Systems Integration) to another party.
