The concept is a product of collaboration between PT Palindo Marine, the MoD, the Indonesian Co-ordinating Ministry for Maritime Affairs, and two Indonesian tertiary institutions Institut Teknologi Sepuluh November (ITS) and the University of Indonesia (UI).
