DAVAO CITY – Both foreign and domestic vessels will undergo random inspections for illegal drugs and other contraband to be conducted by the Philippines Coast Guard (PCG).

PCG Davao Acting Station Commander Restituto Concio Jr., said in a press conference on Tuesday, July 6 that the inspections will not only be for the safety aspect of the ships, but for law enforcement purposes, adding that they have already coordinated with other units of the city’s ports.

He said that they will also be using their narcotic detection canines to intensify the inspections in response to the anti-illegal drug campaign, as well as a part of the coast guard directive from higher headquarters in Manila.

“We will try our best na macover din yung galing sa mga areas na alam nating pinagmumulan ng drugs (We will try our best to cover especially those areas where  we know drugs are transported from),” he said.

Aside from using the canines, six speed boats and a 35-meter 3501 BRP Ilocos Norte search and rescue vessel will be included in Davao’s maritime security.

This press release is not even news worthy at all. Its the PCG's job to inspect ships. No ship, boat or even banca (notice that even outrigger boats transporting tourists to Boracay and Puerto Galera for example gets a sign off from the PCG deputy at the station) gets to sail without the PCG's authorization.

With the location being Davao and having an illegal drugs spin, me thinks someone is using this PR stunt for maximum political patronage.

1. The Philippine Coast Guard, through the National Expenditure Program CY 2019 intends to apply the sum of Eight Million One Hundred Fifty-Seven Thousand Two Hundred Ninety-Six Pesos & 75/100 only (Php 8,157,296.75) being the Approved Budget for the Contract (ABC) to payments under the contract for Dry docking and Structural repair of BRP ILOCOS NORTE (SARV-3501). Bids received in excess of the ABC shall be automatically rejected at bid opening.

2. The Philippine Coast Guard now invites bids for Dry docking of BRP ILOCOS NORTE (SARV-3501). Delivery of the Goods is required within sixty (60) calendar days. Bidders should have completed, within (3) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.

5. A complete set of Bidding Documents may be acquired by interested Bidders on 11 September 2019 to 03 October 2019 from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Ten Thousand Pesos (Php 10,000.00).

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

6. The Philippine Coast Guard will hold a Pre-Bid Conference on 19 September 2019, 09:00 A.M at Philippine Coast Guard Conference Room, 2F Admin Building, 139 25th St Port Area Manila 1018, which shall be open to prospective bidders.

7. Bids must be duly received by the BAC Secretariat at the address below on or before 03 October 2019, 09:00 A.M. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18.
