In a rare show of support for a piece of legislation, President Benigno Aquino III personally submitted on Wednesday the draft Bangsamoro Basic Law (BBL) to Congress leaders.

The Bangsamoro Transition Commission (BTC), a panel with representatives from the government, the MILF and local stakeholders, has completed the draft BBL earlier this month.  The measure aims to form a new Bangsamoro political entity with enhanced political and economic powers

The BBL was bypassed by the 16th Congress because of questions on its constitutionality. Its passage was also impede by the backlash over the Mamasapano clash, which claimed the lives of 44 police commandos in 2015.

Irene Santiago, chair of the government implementing panel for Bangsamoro accords, has said the new BBL was based on the original draft law but has practical provisions on the transition between the passage of the measure and its ratification.

Ready to tackle proposed BBL – Sen. Angara

Senate committee on local government chair Senator Sonny Angara yesterday assured he is ready to tackle the proposed Bangsamoro Basic Law (BBL) once President Rodrigo Duterte turns over the new draft to Congress.

Angara made the assurance following reports the Bangsamoro Transition Commission (BTC) recently submitted to the President the draft of the revised BBL.

The President is expected to endorse it to the Senate and the House of Representatives. Angara said the BBL is one of the agenda to be discussed by lawmakers when they meet with Duterte this afternoon.

Finally. The draft was ready for submission for nearly a month. It was supposed to have been submitted to the president earlier but the date was pushed back. Much of the deliberations were actually done back in April, with the draft being finalized in June.

Hopefully I can get a soft copy of the new draft posted here soon. It's release to the public has been on embargo until it's official presentation.

A bit of "inside baseball": For some reason the the budget for the commission was still pending all the while they worked on the new draft. As far as I know it's still pending. Something about the previous BTC having unliquidated expenses or something, I'm not sure.  Essentially the current commission did the entirety of its work without a budget. Though not without a support from stakeholders, someone had to pay for the event hall where the meetings took place.
