Communist rebels to terminate unilateral ceasefire

DAVAO CITY – Communist rebels said the unilateral ceasefire that they declared will be terminated effective February 10.

“The August 28, 2016 unilateral declaration of interim ceasefire issued by the Central Committee of the CPP (CPP-CC) and the National Operations Command of the New People’s Army (NPA-NOC) is hereby terminated,” said Jorge “Ka Oris” Madlos, spokesman of the National Operations Command of the NPA.

“With this declaration and notice, the August 28 unilateral ceasefire shall effectively expire on 11:59 p.m. of February 10,” he added.

Madlos cited two reasons behind the termination of the ceasefire including the alleged non-compliance of the government in the release and amnesty of political prisoners.

“The unilateral ceasefire declaration was issued on the mutual understanding with the GRP that such releases will take effect within 60 days of August 28. Such was the context why the GRP panel approached the NDFP towards the end of October seeking an extension of the CPP/NPA’s declaration with a promise that around 200 political prisoners were set to be released,” Madlos said.

The second reason Madlos gave was that the government has allegedly “taken advantage of the unilateral declaration of interim ceasefire to encroach on the territory of the people’s democratic government.”

Let them exhaust the government's patience so Sison can kiss his removal from the US watchlist goodbye. The military may be mum on the recent atrocities by the CPP NPA towards the AFP and civilians and waiting itching to remove the leash its given now (ceasefire).

President Rodrigo Duterte on Friday announced that he has lifted the government's unilateral ceasefire with communist rebels.

“Kagabi, I decided. I called General Año and said, ‘Ni-lift ko ang ceasefire tonight.’ Wala nang ceasefire,” he said in a speech in Cotabato.

President Rodrigo Duterte sounded like he had given up on the peace process with the communist rebels to with whom he had declared affinity even before he assumed the presidency.

Duterte, who openly declared that he would be the country's first leftist president during the presidential campaign, on Friday announced the lifting of the government's unilateral ceasefire with the communists.

The Chief Executive made the declaration in a speech in North Cotabato, two days after Communist Party of the Philippines-New People's Army spokesman Jorge "Ka Oris" Madlos announced the lifting of the communists' own unilateral ceasefire.

The Armed Forces of the Philippines and the CPP-NPA had exchanged accusations of ceasefire violations over the past several days.

"It's almost 50 years in the making. Ang ibig sabihin, gusto ninyo another 50 years? Wala nang katapusan? Eh, kung walang katapusan, sige. But let it not be said that I did not try," Duterte said.

"So I guess peace with the communists cannot be realized during our generation. Maybe years from now. So, ayaw ko magpatayan," he added.

"Pero kung ganoon lang naman na ang sundalo ko pinapatay pati sa ubang [ibang] lugar, resume tayo. Anytime," Duterte said.

President Rodrigo Duterte on Saturday said he is pulling out the government from the peace negotiations with communists.

In a press conference during his visit to his parents' tombs in Davao City, Duterte said he is ordering members of the government's peace panel to "to fold up the tents and come home."

"Peace talks will remain cancelled unless there is a compelling reason that will benefit the interest of the nation," he said.

President Rodrigo Duterte has threatened to have representatives of the National Democratic Front (NDF),  who were temporarily released for the peace talks, arrested after suspending the peace talks with the communist group.

"They are in the wanted list, so I will alert the International Police to arrest them where they are because they are in [the] wanted list. I'll cancel their passports," Duterte said on Saturday evening in a press conference during his visit to his parents' tombs in Davao City.

Duterte said the NDF panelists, acting as the negotiating arm of the Communist Party of the Philippines, were only granted temporary freedom so they can fully participate in the ongoing peace talks which started in August last year in Oslo, Norway.

"They can return, all of them. For those released by the government, they should, on their own volition, return here and go back to prison. Or else I will be forced to, I am alerting all the intelligence community to keep track of where they are now," he said.

The President said that with the suspension of peace talks, the NDF negotiators' amnesty will be revoked.

MANILA – The Philippines’ defense secretary on Wednesday said it’s business as usual for the military despite the decision of the New People’s Army (NPA) to end its unilateral ceasefire with the government.

Defense Secretary Delfin Lorenzana said the communist guerrillas' termination of its ceasefire declaration almost has no bearing since “they have not stopped extorting under the guise of their so-called revolutionary taxation, went on recruiting, burning buses and equipment, ambushing and kidnapping soldiers.”
In a statement released on its website, the NPA said it will notify the Duterte administration of the termination of the interim ceasefire declared last August 28.

NDF consultant, NPA liason officer arrested in Davao

A consultant of the National Democratic Front (NDF) who was temporarily released in August last year to take part in the peace talks was arrested by authorities on Monday morning in Davao City.

Ariel Arbitrario, alias Marlon, was apprehended by combined police and military personnel at a Task Force Davao checkpoint in Sirawan, Toril, Davao City, at about 9 a.m., a military report sent to the INQUIRER.net said.

Roderick Mamuyac, alias Caloy, reportedly a regional liaison officer of the Southern Mindanao Regional Committee of the New People’s Army, was arrested along with Arbitrario.

MANILA - The Armed Forces of the Philippines has tallied at least 30 skirmishes with the New People's Army since President Rodrigo Duterte lifted the government's ceasefire with communist rebels on February 4.

"Since Feb. 4 to date, Feb. 18, there are about 30 encounters already so if you compute it's like having 2 encounters a day," AFP chief Gen. Eduardo Año told reporters at the sidelines of the Philippine Military Academy alumni homecoming on Saturday.

Troops have neutralized 44 NPA fighters -- 12 of whom were killed, 15 were captured and 17 surrendered, Año added.

MANILA, March 4 (PNA) -- President Rodrigo Duterte is once again open to the resumption of the peace talks with the Communist Party of the Philippines-New People's Army-National Democratic Front of the Philippines (CPP-NPA-NDF).

The President said this in an interview at the Camp Edilberto Evangelista Chapel when he visited Friday the wake of two soldiers who were killed in action in an encounter with NPA rebels on Feb. 27 and 28 in Misamis Oriental province.

President Duterte said that in pursuit of peace, he is willing to talk once more with the NPAs.

"I'm open to talk to the rebels, just not the killers. I'm ready to talk and I'm ready to stop this war. I would prefer for us to not have war, but we need to talk from the heart," he said.

The President also said that communication and good intention are vital steps towards peace.

"I'm ready so long as we communicate well. I'm ready to resume the ceasefire again, but this time I want it to be sincere. Back then, there was a ceasefire but my soldiers were killed. I'm ready to resume the ceasefire again so long as it is working towards peace," he said.

When asked, President Duterte said his plans for peace negotiations with the NPA would include three requests from the rebel group -- the release of hostages, the halt to revolutionary taxes, as well as asking of favors.

"They have to release all policemen, army, everyone from the government. They should release them all. Second, they should stop asking for revolutionary tax. Third, they should stop asking for things. They're burning a lot of things now and we'll never meet each other half way if that's the case," he said.

President Duterte said he feels very deeply about the turmoil.

"It pains me to see Filipinos fighting against fellow Filipinos. I just want peace."

He also said that no one wins in a war. "For me, no one will win. If we Filipinos fight against fellow Filipinos, nobody wins. The nation, the Philippines loses." (PNA)

President Rodrigo Duterte on Friday laid down his conditions for the possible revival of peace talks with the communist rebels in the country.

He said there is an ongoing process for the revival of the peace talks, but he did not elaborate on the matter. Duterte laid down his preconditions for the possible resumption of peace talks, including:

a genuine ceasefire done in sincerity,
the release of all soldiers and civilians being held captive by the NPA,
and a stop to NPA extortion activities.

I am pleased to announce that the peace negotiations between the Philippine government and the Communist Party of the Philippines/ New People's Army / National Democratic Front ( CPP/NPA/ NDF) which broke down weeks ago, are now back on track again.

At the same time, a unilateral ceasefire that was also earlier terminated is deemed restored and reinstated but will be made effective only as soon as the respective forces of both sides are duly informed but definitely before the next round of talks in April, 2017.

The unilateral ceasefire is a prelude to an interim bilateral ceasefire that needs further meetings between the two sides to determine and agree on rules, necessary guidelines and mechanisms.The parties are expected to start discussions on the bilateral ceasefire during the planned resumption of the negotiations during the first week of April, this year.

The effectivity of the agreement on safety and immunity guarantees ( JASIG) that was also ordered terminated by President has been restored to enable the NDF consultants and their staff who were in jail or otherwise constrained, to physically surface and join in the peace work.

President Duterte himself closely monitored the efforts taken by the negotiators while in Utrecht in the Netherlands in bringing about an early breakthrough in the talks with the facilitation by the Royal Norwegian Government. The informal talks took place March 10 & 11.

1.The government shall not recognize any territorial claims of the Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF)

2.The CPP/ NPA/ NDF should cease the collection of revolutionary tax and the conduct of extortion and extraction and arson

3.The CPP/ NPA/ NDF shall release all prisoners

Rodrigo Duterte seemed no longer interested in peace negotiations, Communist Party of the Philippines founder Jose Ma. Sison said on Sunday.

Sison’s statement comes after Duterte said that he won’t resume the peace talks until the communists declare a unilateral ceasefire.

Duterte “has practically terminated the peace GRP-NDFP (Government Republic of the Philippines-National Democratic Front) peace negotiations,” Sison said.
