We can rename this into "DND 2018 Budget" if there are more specific information that comes up.

What is clear recently is that the PH Govt has started the 2018 Budget Call with a 3.84 trillion ceiling, PHP 490 billion higher than 2017's budget of 3.35 trillion.

Hopefully, this 2017's PHP 25 billion Revised AFP Modernization Program budget will be doubled at least.

Duterte to submit proposed 2018 budget on day of Sona | Inquirer.net - July 14, 2017

President Rodrigo Duterte plans to submit to Congress his administration’s proposed 2018 national budget on July 24, the day of his second State of the Nation Address (Sona), his budget secretary said Friday.

The Department of Interior and Local Government (DILG) will receive P172.3 billion, 15.4% higher than the 2017 level, while the Department of National Defense (DND) is given P145.0 billion, a 5.5% increase. The budgets for the two agencies will be used in ensuring the internal security of the country and public order and safety in the communities, as well ashire additional police officers.

Furthermore, theallocation will be used to modernize the Armed Forces of the Philippines (AFP) and the Philippine Coast Guard. It will also boost the Philippine National Police’s (PNP) law enforcement operations to eradicate illegal drugs and criminality.

Locally funded projects also at 25 billion? Are these for building/upgrading of bases? Also the NCR with the same budget, but no specifications on what its for? Can these two allocated budget be diverted to fund the modernization projects that were hit by the peso devaluation?

It's one and the same.  It's placed under NCR (and not under regions) since the AFP Mod line item is credited to AFP GHQ account, rather than to each services.  The annual Mod is polled into the AFP Trust Fund (per law), and is where the actual allocation/releases are being drawn when a project is being bidded / delivered.

Gordon proposes P464-million additional budget for AFP barracks

In line with providing resources to reinforce the military, Senator Richard Gordon on Tuesday is pushing to allocate an additional P464-million for the construction of the barracks of the armed forces.

Gordon made the proposal during the period for individual amendments to the proposed General Appropriations Act of 2018.

Earlier, the senator underscored the need for additional barracks or housing for the military, saying the lack of quarters in the military camps in the country prompted military personnel to sleep in the offices.

Duterte signs 2018 national budget, tax reform bill | Philstar - December 19, 201

At a ceremony in Malacañan, Duterte inked the Tax Reform for Acceleration and Inclusion bill, which overhauls the country’s 20-year-old tax regime in a bid to make the tax system fairer and simpler.

Under its P8.44-trillion 2017-2022 “Build, Build, Build” program, the government aims to ramp up its spending on infrastructure alone to P1.899 trillion, equivalent to 7.45% of gross domestic product, by the time Duterte ends his term in 2022.

In the same ceremony at the presidential palace, Duterte inked the General Appropriations Act of 2018, about 12.4 percent more than the P3.35-trillion budget for 2017.

As required by the 1987 Constitution, the education department received the lion’s share of the budget with P553.3 billion.

Agencies with the highest allocations include Department of the Interior and Local Government (P170.8 billion), Department of National Defense (P149.7 billion) and Department of Social Welfare and Development (P141.8 billion).

The outlay also provided funds for the free tuition program for state-run universities and colleges.

P25 B set aside for 2018 AFP Modernization Program

MANILA -- The government has set aside for 2018 some PHP25 billion for the modernization program of the Armed Forces of the Philippines (AFP) that will include the acquisition of brand new attack helicopters, tanks and other military hardware.

Maj. Gen. Restituto Padilla Jr., AFP deputy chief of staff for plans and programs, said the acquisition of new military hardware was long overdue for the country’s national security.

For several years now since the enactment of the AFP Modernization Act in 1995, the AFP modernization has been at snail pace because of budgetary constraints.

Padilla told the Philippine News Agency Sunday that the amount for the AFP’s modernization program was allocated in the General Appropriations Act (GAA) for 2018.

Padilla said President Rodrigo Roa Duterte was giving top priority to the AFP’s modernization program during his term of office.

He pointed out that the modernization program was long overdue.

Padilla also assured the public that all transactions or dealings in the acquisition of new military equipment would be above board.

He said the President was keen on the modernization program so that the Philippines would earn the respect of other nations.

At the same time, he said Defense Secretary Delfin Lorenzana and AFP Chief of Staff Gen. Rey Leonardo Guerrero gave their full support to the military’s modernization program.

Out of the PHP25 billion for 2018, the AFP would procure brand new attack and utility helicopters for the Philippine Air Force (PAF) and tanks for the Philippine Army, Padilla said.

He said other armaments would be acquired also to modernize the AFP.

The PAF had recently acquired a dozen brand new FA-50 jets from South Korea for PHP18.9 billion.

But this was still a far cry from its inventory years back when PAF was second to none in Southeast Aisa in defense capability with squadrons of jet fighters such as F-5s, F-8s, and Sabre jets, but all of these warplanes had been retired long ago.

There was also a time when the PAF had in its inventory over 140 helicopters but had drastically reduced over the years due to wear and tear.

PAF pilots are looking forward to an Air Force that will soon acquire supersonic jet fighters to boost the air defense capability of the Armed Forces.

Aside from planes acquisition, the Philippine Navy is also in dire need of brand new ships to secure the country’s long sea lane which is twice as long as that of the United States.

The Navy used to have a large number of ships but through the years many of them have been mothballed due to old age. (PNA)
