I recall, when this whole procurement was being discussed, that the FA-50s would be coming:

1) with an intergrated ILS, as mandated by law;
2) And a robust, ground-based sim training system, complete with simulators.

How come, as for repairs and engine replacements, parang peacemeal pa din ang procurement? I maybe wrong but please enlighten me.

And where are/is the ground-based component?

By Priam F. Nepomuceno

MANILA, Nov. 29 (PNA) -- Two more FA-50PHs "Fighting Eagle" jet aircraft is scheduled to arrive at Clark Field, Angeles City, Pampanga on Dec. 1, raising the number of the Mach 1.5 capable aircraft of the Philippine Air Force (PAF) to four.

This was disclosed by PAF commander Lt. Gen. Edgar Fallorina during the sidelights of the Department of National Defense's 77th founding anniversary Tuesday. He added the South Korean-made jet aircraft will be arriving 10 a.m. Thursday.

Four FA-50PHs in the inventory by this week if all goes well. Let's see if the "one FA-50PH per month in 2017" report by AFP DefensePH members (Timawans) holds true.

Air Force to receive 2 more fighter planes from South Korea – Defense chief | GMA news - November 29, 2016
Quote
Defense Secretary Delfin Lorenzana said Tuesday the Philippine Air Force is set to receive Thursday two more FA-50 fighter planes from South Korea as part of the Armed Forces Modernization Program.

“Dalawa pang FA-50 ang tatanggapin ng PAF sa unang araw ng Disyembre,” Lorenzana said in his speech during the celebration of the Department of National Defense’s 77th anniversary.

“Pagkatapos nito, apat na ang ating eroplanong pandigma. Meron pang walong matatanggap sa mga darating na buwan,” he added.

An advisory from the PAF said the second batch of FA-50PH F/SA/LIFTA with tail #003 and #004 from Korea will be ferried in the country by the pilots from Korean Aerospace Industries, Ltd (KAI) with an arrival ceremony.
