The Brazilian Sao Paulo is a Clemenceau class aircraft carrier. It was originally commissioned with the French Navy in 1963 as the Foch. It served a long an successful career with the French Navy before being replaced by their new nuclear-powered Charles de Gaulle aircraft carrier.

   The Foch was decommissioned and sold to Brazil in 2000. The ship was refitted and recommissioned as the Sao Paulo. It became the new flagship of the Brazilian Navy. It replaced the Brazilian Minas Gerias, a former British Colossus class aircraft carrier. The Brazilians had operated the Minas Gerais for many years and were experienced in catapult take-offs and arrested landings.

   The Sao Paulo can carry a mix of up to 40 aircraft and helicopters. Typical completement is 22 aircraft and 17 helicopters. The ship has 2 catapults and 2 elevators that lift the aircraft from the hangar to the flight deck.

The Sao Paulo is the only aircraft carrier used by a Latin American country

The Izumo class is a new type of helicopter carriers of the Japan's Marine Self-Defense Forces. Two ships of the class are planned. The new ships will replace ageing Shirane class ASW destroyers. The lead ship Izumo was launched in 2013. It was commisioned in 2015. It is the biggest Japanese warship since the World War II. It is even larger than the previous Hyuga class helicopter carriers.

   The Izumo class helicopter carriers are multi-role ships. These can conduct amphibious operations, anti-surface and anti-submarine warfare. This class provides the Maritime Self-Defense Force with greater force projection capability.

The flight deck has 5 helicopter landing spots for simultaneous take-offs and landings. The Izumo class ships can carry 14, or possibly even 30 helicopters. However it is claimed that typical air wing during peace time will be 7 ASW and 2 SAR helicopters. Apart from helicopters these ships can also accommodate F-35B STOVL multi-role fighters and V-22 Osprey tiltrotor transport. However Japanese officials do not mention this capability.

   For amphibious operations it can carry troops and vehicles inside the ship. Typically 400 marines and 50 3.5 t trucks (or equivalent equipment) can be carried. However Izumo class carriers lack a well deck that dedicated amphibious assault ships have. Troops can be landed on the beaches mainly via helicopters.

   For self-defense the ships will be equipped with two 20-mm Phalanx CIWS and two SeaRAM missile launchers.

The Vikrant aircraft carrier was formally launched on 12 August 2013. The Vice Chief of the Naval Staff, Vice Admiral R.K. Dhowan held a press briefing on 01 August 2013, as a curtain raiser prior to the launch of the indigenous aircraft carrier (IAC)- Project-71. With it, India would have its first indigenously-built aircraft carrier, allowing it to join the elite group of nations capable of designing and building an aircraft carrier. As of 2005, India had only one aircraft carrier, INS Virat and another aircraft carrier Admiral Gorshkov, rechristened as INS Vikramaditya, was to join the fleet by 2008 [by the end of 2008, this target had slipped to 2012, and then to the end of 2013]. While the Indian government claims that its first home-built carrier, the Vikrant, would be fully operational by 2018, Indian Navy sources say that date is closer to 2020 since the ship was only about 30 percent complete at launch.

With the retirement of the INS Vikrant in January 1997, the Indian Navy had only one carrier. This was set to change with the arrival of the "Admiral Of The Fleet Gorshkov" (formerly "Baku"), purchased from the Russian Navy, and the indigenous Air Defense Ship (ADS). Both these new carriers would be armed by the MiG-29SMTk. The ADS had been redesigned by the Navy to accommodate the Naval variant of the Russian- made MiG-29 fighter along with the Naval variant of the Light Combat Aircraft (LCA), which would extend the air superiority and anti-shipping capabilities of the Indian Navy by a large margin.

The Navy planned to have three aircraft carriers; a final decision is awaited on the IAC-2, which would be another homemade carrier but would displace more than 60,000 tons, 20,000 tons more than Vikrant. IAC-2 is still in the design stage but would have a catapult deck. Having three carriers allows one to be stationed on each of India’s coasts, while the third would undergo repairs.

The largest and the first indigenously-built, 40,000 tonne aircraft carrier (IAC) to be christened as INS Vikrant on comissioning was undocked on 10 June 2015 at a simple ceremony held at the Cochin Shipyard Limited (CSL). The ship, being built at CSL, would be required to undergo a series of fitment and trial processes and tests before it becomes ready for propulsion and inducted into the Indian Navy. Major outfitting work of the ship would be undertaken in coming months. Prior to its delivery to the Indian Navy, the ship had to undergo basin trials and extensive sea trials.

The INS Vikrant will be delivered to the Indian Navy by December 2018.

Several abortive projects were started, including the 1973 design for a nuclear-powered aircraft carrier of 85 000 tons which would be capable of accommodating 60 to 70 aircraft. In the early 1980s, two less ambitious projects began to make serious progress, the Project 1143.5 which was to become the Kuznetsov and the 75 000-ton Project 1143.7 which, had it been built, would have been the Ulyanovsk. This nuclear-powered ship with twin catapults was proposed to carry the upgraded Su-27KM and Yak-44 AEW/ASW fixed-wing aircraft within its complement of 60-70 aircraft.

   The flight deck area is 14 700 m² (158 235 sq ft) and aircraft take-off is assisted by a bow ski-jump angled at 12 degrees in lieu of steam catapults. The flight deck is equipped with arrester wires. Two starboard lifts carry the aircraft from the hangar to the flight deck. The ship was designed to operate Su-27K, MiG-29K, Yak-41 (and later the heavier and more capable Yak-43) supersonic STOVL fighters, but the only fixed wing aircraft regularly taken to sea have been the Su-27K (Su-33) and Su-25UTH, the latter being used as an unarmed trainer.

   The first unit was originally named Riga. The name was changed to Leonid Brezhnev and then to Tbilisi before settling in October 1990 on Admiral Flota Sovetskogo Soyuza Kuznetsov, normally being shortened to Admiral Kuznetsov.

Construction of a sister ship (Project 1143.6, initially named Riga and later Varyag, the second of the class, started in December 1985 at Nikolayev, and the ship was launched in November 1988. Late in 1991 the Russian Defense Ministry stopped financing the carrier, and handed the hulk over to Ukraine. In 1998, the sale of the Varyag was announced to a Macau-based entertainment company. The unfinished hull was to be towed to the Far East where it would be converted into an entertainment complex and casino. Though this company appeared to be a front for the Chinese Navy. In China Varyag was restored and refitted. This aircraft carrier entered service with the Chinese navy in 2012 as the Liaoning. It was one of the most ambitious Chinese naval programmes. Currently Lianoning represents a significant shift in the balance of naval power in the area.

The Hyuga class helicopter carrier is named after the Imperial Japanese Navy Ise class battleship Hyuga. At least three ships of this class were planned. Construction of the first ship was started in 2006 and was commissioned in 2009. The second ship entered service in 2011. This class will provide the Maritime Self-Defense Force with greater force projection capability

The Hyuga class ships are called as helicopter destroyers in Japan, for political reasons. It is against constitution to operate what is referred as offensive weapons and exceeds necessary level of self-defense. The helicopter destroyer classification is not correct, as these ships are significantly larger than destroyers, have a full-length flight deck and relatively large air wing.

The Hyuga helicopter carrier is armed with a single 16-cell Mk.41 vertical launch system with a mix of ESSM surface-to-air missiles and ASROC anti-submarine missiles. Several missiles can be guided simultaneously to various incoming threats.

   Other weapons include two Phalanx CIWS for self-defense and two triple 324-mm torpedo tubes.

The nuclear threat has changed to emphasise smaller scale attacks and the Pentagon is working on eyeing means of integrating conventional nuclear strategies in Europe and Asia to better prepare for low-end conflict, according to US Secretary of Defense Ashton Carter.

The secretary emphasized throughout his talk with the airmen that America’s nuclear deterrence is the bedrock of U.S. security and the highest priority mission in the Defense Department.

India and China are behaving responsibly with their nuclear enterprises, the secretary said.

“In Iran, their nuclear aspirations have been constrained and transparency over their activities increased by last year’s nuclear accord, which, as long as it continues to be implemented, will verifiably prevent Iran from acquiring a nuclear weapon,” Carter said. “The last example I’ll cite is Pakistan, where nuclear weapons are entangled in a history of tension, and while they are not a threat to the United States directly, we work with Pakistan to ensure stability.”

The budget also looks to modernization, the secretary said. Plans call for replacing old ICBMs with new ones that will be less expensive to maintain, keeping strategic bombers effective in the face of more advanced air defense systems, and building replacements for the Ohio-class ballistic missile submarines, the secretary said.

The box-shaped aircraft described by many as a "work horse" is now heading into retirement.

Throughout its operations in the Army Guard, the Sherpa has been used in response to natural disasters and war missions, said Maj. Matthew Moore, chief of future operations with the Operational Support Airlift Agency, or OSAA, adding that it was also a widely used aircraft to support parachute-drop training missions for all components of the Army and special operations organizations.

The Sherpa, a fixed wing aircraft, was introduced to the Army Guard in the early 1990's, and has been flown in countless missions in both stateside and overseas operations, including the 1991 Gulf War and more recently during operations in Iraq and Afghanistan.

The Sherpa was no stranger to disaster response or providing assistance to other countries around the world.

The Shorts C-23 Sherpa was retired from US Army National Guard service in January 2014 after two decades in service. Some of the 35 retired aircraft will be donated to foreign countries. In December US Army Security Assistance Command spokeswoman Kim Gillespie said that the Djibouti Air Force is set to receive two while the Philippines Army is set to receive two and the Philippines Coast Guard another two.

In a report, the IMF raised the gross domestic product (GDP) outlook for the Philippines to 6.4 percent instead of six percent this year and to 6.7 percent instead of 6.2 percent next year.

Meanwhile, in an update to its Asian Development Outlook 2016, Manila-based ADB similarly raised its GDP forecast for the Philippines to 6.4 percent this year from an earlier six percent. It also raised the 2017 growth projection to 6.1 percent from 6.2 percent.

The country’s economic managers expect GDP to expand between six to seven percent this year and 6.5 to 7.5 percent in 2017.

“The outlook for the Philippine economy remains favorable despite external headwinds,” IMF said.

Judging the economy. There are many ways by which we may judge the economy’s performance.

One way of assessing the economy is to focus on macro-trends and performance: what has happened to overall growth, fiscal and monetary policy, trade payments and saving and investment. I intend to do this today.

A second way to focus on the economy is to point out deficiencies and gaps in performance. Shortcomings could highlight weaknesses that need correction. This type of assessment will be made next week.

Drivers of growth. The main drivers of growth have provided a flow of incomes to stimulate consumption expenditures. These growth drivers are led by OFW remittances and earnings from the expanding BPO (business process outsourcing) industries.

OFW remittances have grown from $20 billion in 2010 to almost $30 billion by 2015. BPO earnings have surged and are moving close to the same magnitudes of OFW remittances. Both have strengthened the balance of payments that served to sustain the growth of domestic consumption demand.

The success of BPO service exports has made the country into a leading provider of this service to the international economy. BPO enterprises are high users of labor. They employ many young, skilled university graduates.

North Korea hosted what’s been described as its first ever airshow on Saturday and Sunday, with the country’s air forces seen operating U.S. made MD-500 helicopters at Kalma International Airport in Wonsan, North Korea.

It is well known that the North operates older equipment – with much of it dating back to the Cold War. Originally from the Soviet Union, the MiG-29, Su-25, MiG-21 were also seen during the first Wonsan Air Festival.

Among the aircraft that took part in the air show, there was also a formation of four Hughes 500E helicopters: exposed in 2013 during the traditional flying parade over Pyongyang, the North Korean “Little Birs” have long been surrounded by mystery. There were no images that could prove their presence in DPRK (Democratic People’s Republic of Korea) in spite the news that they had been illegally supplied to the regime had been unveiled in the ’80s.

Even the state airline Air Koryo took part in the air show with its Tu-134, Tu-154 and Il-62 aircraft.
