This JCPV Phase-2 Marine Engg Upgrade (PS-37) ITB failed again this year (last May 17), and according to PhilGEPS with no bidders submitting bids.   That was already a rebid.  This is already a 2-year-old bid process and still persistently failing, despite some shipyards purchasing the bid docs.   Is it about the ABC of the project, or some documentary requirements which are difficult to obtain?  This should have already moved towards negotiated bids.

Currently -- there are now eight downloads (possible bid purchasers) on the dox at PhilGEPS.  Another encouraging sign is the release of bid supplement (16-02) which answered some questions from interested contractors.
